【摘要】：改革開放以來,中國經(jīng)歷了30多年的經(jīng)濟高速增長,經(jīng)濟實力顯著增強。國家發(fā)展戰(zhàn)略從最初的非均衡的發(fā)展戰(zhàn)略,逐步轉(zhuǎn)向均衡發(fā)展戰(zhàn)略。作為農(nóng)業(yè)大省、經(jīng)濟大省的河南省,已經(jīng)邁入工業(yè)化發(fā)展中后期階段,既面臨著新形勢下跨越式發(fā)展的機遇,又擔(dān)負著國家糧食安全的的重任。2011年9月底國務(wù)院正式發(fā)布支持河南加快建設(shè)中原經(jīng)濟區(qū)的意見,意味著中原經(jīng)濟區(qū)建設(shè)正式上升到主體功能區(qū)的國家級發(fā)展戰(zhàn)略。國務(wù)院的指導(dǎo)意見指出河南是人口、糧食更是農(nóng)業(yè)大省、工業(yè)大省,解決好城鎮(zhèn)化、工業(yè)化和農(nóng)業(yè)現(xiàn)代化三者的互動均衡發(fā)展具有典型性和代表性。河南是個傳統(tǒng)的農(nóng)業(yè)大省,在發(fā)展過程中必須緊緊圍繞本身的特色嘗試走出一條不以犧牲農(nóng)業(yè)和糧食、生態(tài)和環(huán)境為代價的新型城鎮(zhèn)化、新型工業(yè)化、新型農(nóng)業(yè)現(xiàn)代化的“三化”協(xié)調(diào)科學(xué)發(fā)展之路。探索農(nóng)業(yè)、農(nóng)村、農(nóng)民的發(fā)展道路將成為中國最終走向富強的關(guān)鍵。為此本文試圖通過探究“三化”之間內(nèi)在聯(lián)系,以期尋求“三化”協(xié)調(diào)發(fā)展的突破口。本文基于系統(tǒng)論與均衡理論,以河南省為例,選取河南省十一五期間統(tǒng)計年鑒數(shù)據(jù),構(gòu)建“三化”協(xié)調(diào)發(fā)展評價體系,采用客觀賦權(quán)法對“三化”評價指標(biāo)進行賦值,綜合得出河南省“三化”協(xié)調(diào)水平。依據(jù)測評結(jié)果針對性給出中原經(jīng)濟區(qū)“三化"協(xié)調(diào)發(fā)展路徑與對策。 論文第二章主要闡述“三化”之間的內(nèi)在關(guān)聯(lián)機制,著重探究“三化”之間的經(jīng)濟學(xué)聯(lián)系及內(nèi)在作用機理。論文三、四章主要介紹國內(nèi)外“三化”協(xié)調(diào)發(fā)展經(jīng)驗教訓(xùn)以及以河南為代表的中原經(jīng)濟區(qū)“三化”協(xié)調(diào)發(fā)展現(xiàn)狀及問題。論文核心部分是第五、六章,第五章以河南省為例,進行實證分析,并在分析基礎(chǔ)上對“三化”之間協(xié)調(diào)發(fā)展綜合效度測算,給出中原經(jīng)濟區(qū)“三化”協(xié)調(diào)發(fā)展的路徑選擇,第六章嘗試提出中原經(jīng)濟區(qū)“三化”協(xié)調(diào)發(fā)展的對策與建議。最后,第七章在前六章基礎(chǔ)上得出本文結(jié)論,并對“三化”協(xié)調(diào)發(fā)展研究提出展望。
[Abstract]:Since the reform and opening up, China has experienced more than 30 years of rapid economic growth, economic strength significantly enhanced. The national development strategy from the initial unbalanced development strategy, gradually to balanced development strategy. As a major agricultural province. Henan Province, which has entered the middle and late stage of industrialization development, is faced with the opportunity of leapfrogging development under the new situation. At the end of September 2011, the State Council officially issued the opinions to support Henan to speed up the construction of the Central Plains Economic Zone. It means that the construction of the Central Plains Economic Zone is officially rising to the national development strategy of the main functional area. The guidance of the State Council points out that Henan is a population, grain is a big agricultural province, a large province of industry, and solve the problem of urbanization. The interactive and balanced development of industrialization and agricultural modernization is typical and representative. Henan is a traditional agricultural province. In the process of development, we must try to get out of a new type of urbanization and industrialization without sacrificing agriculture, food, ecology and environment. The "three modernizations" of new agricultural modernization coordinate the road of scientific development and explore agriculture and rural areas. The development of farmers will become the key to China's eventual prosperity and strength. Therefore, this paper attempts to explore the internal links between the "three modernizations". Based on the system theory and equilibrium theory, this paper takes Henan Province as an example, selects the statistical yearbook data during the 11th Five-Year Plan period of Henan Province, and constructs the evaluation system of "three Modernization" coordinated development. The objective weighting method is used to assign the evaluation index of the "three modernizations", and the coordination level of the "three modernizations" in Henan Province is obtained synthetically. According to the evaluation results, the coordinated development path and countermeasures of the "three modernizations" in the Central Plains Economic Zone are given. The second chapter mainly expounds the internal relation mechanism between the "three modernizations", focusing on the economic relationship between the "three modernizations" and the internal mechanism of action. The four chapters mainly introduce the experiences and lessons of the coordinated development of the "three modernizations" at home and abroad, as well as the current situation and problems of the coordinated development of the "three modernizations" in the Central Plains Economic Zone, represented by Henan. The core part of the paper is 5th and six chapters. Chapter 5th takes Henan Province as an example, carries on the empirical analysis, and on the basis of the analysis, estimates the comprehensive validity of the coordinated development between the "three modernizations", and gives the path choice of the "three modernizations" coordinated development of the Central Plains Economic Zone. Chapter 6th attempts to put forward the countermeasures and suggestions for the coordinated development of the "three modernizations" in the Central Plains Economic Zone. Finally, Chapter 7th draws the conclusion of this paper on the basis of the first six chapters, and puts forward a prospect for the study of the coordinated development of the "three modernizations".
