【摘要】：從2008年開始,“山寨產(chǎn)品”越來越多,“山寨經(jīng)濟(jì)”蓬勃發(fā)展,”“山寨企業(yè)”現(xiàn)在已經(jīng)遍布全國各地,已經(jīng)成為我們生活中不可或缺的一部分。在我國,尤其是經(jīng)濟(jì)比較發(fā)達(dá)、開放程度很高的東南沿海的部分地區(qū),那里有許多依靠代工或模仿而生存的民營中小企業(yè),也就是我們所說的山寨企業(yè)�！吧秸�(jīng)濟(jì)”的出現(xiàn)滿足了中低收入群體的消費(fèi)需求,促進(jìn)了社會(huì)的專業(yè)化分工和社會(huì)福利的改進(jìn),對(duì)市場壟斷現(xiàn)象有一定的制衡作用,并且提高了我國產(chǎn)品的國際競爭力。但是“山寨經(jīng)濟(jì)”在發(fā)展的過程中也出現(xiàn)了一定的問題,比如侵犯知識(shí)產(chǎn)權(quán),破壞市場秩序,損害消費(fèi)者利益、缺乏自主創(chuàng)新能力等等。 市場的自發(fā)性、盲目性和滯后性決定了單純由市場本身去調(diào)節(jié)這些弊端是不可能的,單純的由市場去調(diào)節(jié)的時(shí)候就會(huì)出現(xiàn)資源配置的低效率,同時(shí)會(huì)使社會(huì)福利遭到損失,發(fā)展到一定程度的時(shí)候就會(huì)出現(xiàn)市場失靈的現(xiàn)象,所以政府這只“看的見的手”還是要發(fā)揮自己應(yīng)有的作用,管理那些不合理的市場混亂現(xiàn)象。 本文就是在這樣的背景下去探討政府如何去管理山寨企業(yè)和“山寨產(chǎn)品”,也就是政府管制問題。政府管制理論在我國經(jīng)歷了幾十年的發(fā)展時(shí)間,在我國宏觀經(jīng)濟(jì)學(xué)界已經(jīng)形成了比較成熟的理論體系,但是我國經(jīng)濟(jì)學(xué)界對(duì)于微觀經(jīng)濟(jì)范圍的政府管制還是很欠缺,發(fā)達(dá)經(jīng)濟(jì)國家的經(jīng)濟(jì)發(fā)展經(jīng)驗(yàn)比較多,經(jīng)濟(jì)發(fā)展也比較成熟,在近百年的管制實(shí)踐中形成了可貴的經(jīng)驗(yàn)和教訓(xùn)。本文主要介紹了美國和日本經(jīng)濟(jì)的發(fā)展經(jīng)驗(yàn),并與我國的經(jīng)濟(jì)管制進(jìn)行對(duì)比,指出了我國的政府管制過程中存在的問題,并進(jìn)一步結(jié)合“山寨經(jīng)濟(jì)”的問題給出了完善我國政府管制的建議。 本文全面分析了“山寨經(jīng)濟(jì)”的發(fā)展的背景、原因、發(fā)展現(xiàn)狀以及出現(xiàn)的種種問題,指出了政府進(jìn)行管制的積極意義以及政府管制過程中出現(xiàn)的問題。通過詳細(xì)的分析,基于全方位不同視角對(duì)政府經(jīng)濟(jì)管制的原因以及積極意義進(jìn)行討論,并且提出了完善政府管制政策的若干途徑。
[Abstract]:Starting from 2008 , " Shanzhai product " is more and more , " Shanzhai economy " develops rapidly , " Shanzhai enterprise " is now all over the country , has become an indispensable part of our lives . In our country , especially economy is relatively developed , open degree is very high , there are many private small and medium - sized enterprises that rely on foundry or imitation , which is what we call the mountain stronghold enterprise . But " Shanzhai economy " also has some problems in the process of development , such as infringement of intellectual property , destroying the market order , damaging the interests of consumers , lack of independent innovation ability and so on . The spontaneity , blindness and lag of the market decide that it is impossible to adjust these disadvantages purely by the market itself . In the case of simple market adjustment , the inefficiency of the allocation of resources will occur . At the same time , the phenomenon of market failure will occur when the social welfare is lost and the market fails to be developed to a certain extent . Therefore , the government only needs to play its own role and manage the irrational market turmoil . On the background of this article , it is discussed how the government to manage the shanzhai enterprise and the " shanzhai product " , that is , the government control problem . In our country , the government control theory has experienced several decades of development time , and has formed a comparatively mature theory system in our country ' s macro - economic circle . This paper analyzes the background , reasons , the present situation and problems of the development of the " Shanzhai Economy " , and points out the positive significance of the government ' s regulation and the problems in the process of government control . Through the detailed analysis , the reasons and the positive significance of the government ' s economic control are discussed on the basis of the different visual angles , and some ways to perfect the government control policy are put forward .
