環(huán)境約束下中國省際技術效率差異及影響因素研究

【摘要】:要實現(xiàn)一個國家經濟平穩(wěn)較快的增長,不僅要保證經濟數(shù)量上的增長,更重要的是經濟質量方面的提升,即注重技術效率的快速平穩(wěn)的提高。而一個地區(qū)的非期望產出對技術效率的測度影響很大,不考慮非期望產出會影響到環(huán)境技術效率測算結果的準確性。當前我國環(huán)境問題日益突出,已直接阻礙了我國經濟發(fā)展的進程,因此全面的考慮環(huán)境污染因素能更好的把握和定位我國環(huán)境技術效率的整體水平,這對于提升我國環(huán)境技術效率有很大的幫助。本文結合我國現(xiàn)階段的環(huán)境因素和環(huán)境技術效率的理論研究,從三個方面研究我國環(huán)境技術效率: 首先,在環(huán)境技術效率評價模型框架下,運用隨機邊界模型中的柯布-道格拉斯距離函數(shù),引入環(huán)境污染二氧化硫和二氧化碳排放量,測算我國各省環(huán)境技術效率值。結果表明我國環(huán)境技術效率水平存在明顯的差異。2001-2010年期間全國平均環(huán)境技術效率的變化趨勢是環(huán)境技術效率隨著時間的推移而不斷的增大,這說明我國的行業(yè)生產技術在不斷進步,科學技術在不斷創(chuàng)新,使我國的環(huán)境技術效率才有如此大的進步。 其次,在環(huán)境約束條件下,分析了我國東、中、西部地區(qū)的環(huán)境技術效率差異情況,并且重點研究碳排放對我國三大區(qū)域環(huán)境技術效率的影響。從三大地區(qū)的環(huán)境技術效率水平差異分析,存在著明顯的地區(qū)性差異。東部地區(qū)是我國環(huán)境效率水平最高的地區(qū),中部其次,西部最后。我國三大地區(qū)出現(xiàn)階梯式的變化,差異化非常明顯,其原因與東、中、西部的經濟發(fā)展水平、經濟結構、所處的地理位置以及資源稟賦等因素有關。 最后,將已測算出的環(huán)境技術效率作為被解釋變量,選取五個影響因素,分別是人均GDP、產業(yè)結構、技術進步、進出口總額占GDP的比重以及污染治理投資,應用面板數(shù)據(jù)模型,對影響中國環(huán)境技術效率的因素進行實證分析,得出人均生產總值、技術進步、環(huán)境治理投資均呈現(xiàn)正相關關系,產業(yè)結構和對外貿易程度對環(huán)境技術效率呈現(xiàn)負相關影響,其中技術進步和對外開放程度不顯著。 基于上述研究,本文進一步分析了各地區(qū)環(huán)境技術效率差異的原因并提出改進的意見,建議我國在全面發(fā)展過程中要更加注重區(qū)域協(xié)調性發(fā)展。
[Abstract]:In order to achieve a country's steady and rapid economic growth, it is necessary not only to ensure economic growth in quantity, but also to improve the quality of the economy. That is, pay attention to the rapid and steady improvement of technical efficiency, and the non-expected output of a region has a great impact on the measurement of technical efficiency. Not considering the non-expected output will affect the accuracy of the environmental technical efficiency measurement results. At present, the environmental problems in China become increasingly prominent, which has directly hindered the process of economic development in China. Therefore, comprehensive consideration of environmental pollution factors can better grasp and locate the overall level of environmental technical efficiency in China. This is of great help to improve the efficiency of environmental technology in China. This paper studies the efficiency of environmental technology in China from three aspects, combining with the theoretical study of environmental factors and environmental technical efficiency at present in China. Firstly, in the framework of environmental technical efficiency evaluation model, using the Cobb-Douglas distance function in the stochastic boundary model, introduce environmental pollution sulfur dioxide and carbon dioxide emissions. The results show that there are obvious differences in the level of environmental technical efficiency in China. The change trend of the national average environmental technical efficiency in the period 2001-2010 is the environmental technical efficiency. Increase over time. This shows that China's industrial production technology is making continuous progress, science and technology are constantly innovating, so that China's environmental technology efficiency has made such great progress. Secondly, under the condition of environmental constraint, the difference of environmental technical efficiency in east, middle and west of China is analyzed. And focus on the impact of carbon emissions on the environmental technical efficiency of the three major regions of China. From the three regions of environmental technology efficiency level difference analysis. There are obvious regional differences. The eastern region is the region with the highest level of environmental efficiency in our country, the central region is the second, and the west is the last. The three major regions of China have stepped changes, the differentiation is very obvious, the reasons and the east. The level of economic development, economic structure, geographical location and resource endowment are related to the level of economic development in the middle and west of China. Finally, the calculated environmental technical efficiency is taken as the explained variable, and five influencing factors are selected, which are per capita GDP, industrial structure and technological progress. The proportion of import and export to GDP and the investment of pollution control are analyzed by using panel data model, and the factors that affect the efficiency of environmental technology in China are analyzed empirically, and the per capita GDP and technological progress are obtained. There is a positive correlation between the investment in environmental governance and the industrial structure and the degree of foreign trade. There is a negative correlation between the industrial structure and the degree of foreign trade, among which the technological progress and the degree of opening to the outside world are not significant. Based on the above research, this paper further analyzes the reasons for the differences of environmental technical efficiency in different regions and puts forward some suggestions for improvement. It is suggested that China should pay more attention to the coordinated development of regions in the process of overall development.
