經(jīng)濟(jì)權(quán)力視角下中美戰(zhàn)略均勢(shì)的地理透視

【摘要】：大國(guó)崛起過(guò)程就是一個(gè)不斷向外擴(kuò)展戰(zhàn)略空間并與守成大國(guó)建立動(dòng)態(tài)戰(zhàn)略平衡的過(guò)程。中美經(jīng)濟(jì)高度相互依存內(nèi)生于兩國(guó)的政治經(jīng)濟(jì)關(guān)系,外部潛在戰(zhàn)略空間的有效部署和經(jīng)濟(jì)權(quán)力的爭(zhēng)奪成為中美博弈的重要內(nèi)容。通過(guò)建立中美經(jīng)濟(jì)權(quán)力靜態(tài)比較模型,勾勒出2000-2014年中美經(jīng)濟(jì)權(quán)力博弈的空間過(guò)程;基于權(quán)力均勢(shì)理論,構(gòu)建中美經(jīng)濟(jì)權(quán)力均勢(shì)區(qū)的互動(dòng)圖景,得出以下結(jié)論:(1)中美經(jīng)濟(jì)權(quán)力博弈在空間上呈現(xiàn)此消彼長(zhǎng)的態(tài)勢(shì),形成東西并立的競(jìng)爭(zhēng)式格局;(2)2014年,中美經(jīng)濟(jì)權(quán)力空間的邊界與斯皮克曼邊緣地帶的分布存在高度耦合性,呈現(xiàn)"斜Y"字型的帶狀結(jié)構(gòu);(3)中美經(jīng)濟(jì)權(quán)力均勢(shì)區(qū)的國(guó)家主要有五種類(lèi)型,不同類(lèi)型的國(guó)家對(duì)中美的政策偏好差異顯著,經(jīng)濟(jì)發(fā)達(dá)型國(guó)家在中美博弈中"兩邊下注",能源稟賦型國(guó)家強(qiáng)調(diào)國(guó)內(nèi)社會(huì)經(jīng)濟(jì)發(fā)展,政經(jīng)分化型國(guó)家的政治戰(zhàn)略傾向美國(guó)而經(jīng)濟(jì)政策依附中國(guó),戰(zhàn)略通道型國(guó)家在中美博弈中"左右逢源",邊緣孤立型國(guó)家力求自保;(4)綜合中美經(jīng)濟(jì)和軍事的戰(zhàn)略評(píng)估,中美戰(zhàn)略均勢(shì)區(qū)的大致地理范圍為西太平洋地區(qū)、歐洲沿海地區(qū)、南亞沿海地區(qū)、中東和北非沿海地區(qū)以及拉丁美洲東海岸地區(qū)。
[Abstract]:The process of the rise of great powers is a process of expanding strategic space and establishing dynamic strategic balance with remaining great powers. The highly interdependent economy between China and the United States is born in the political and economic relations between the two countries. The effective deployment of external potential strategic space and the struggle for economic power have become an important part of the game between China and the United States. Through the establishment of the static comparative model of economic power between China and the United States, this paper outlines the spatial process of the economic power game between China and the United States from 2000 to 2014. Based on the theory of power balance of power, the interactive picture of the economic power equilibrium area between China and the United States is constructed, and the following conclusions are drawn: (1) the economic power game between China and the United States shows one trend and another in space, forming a competitive pattern in which the East and the West stand side by side; (2) in 2014, the boundary of economic power space between China and the United States is highly coupled with the distribution of Spikman's edge zone, showing a "oblique Y" zonal structure; (3) there are five main types of countries in the economic power balance zone between China and the United States. There are significant differences in policy preferences between different types of countries. The economically developed countries "bet on both sides" in the Sino-US game, the energy endowment countries emphasize the domestic social and economic development, the political and economic differentiation countries tend to the United States while the economic policies depend on China, and the strategic channel countries are "left and right" in the Sino-US game. Marginal isolated countries strive to protect themselves; (4) based on the economic and military strategic assessment of China and the United States, the general geographical scope of the strategic equilibrium area between China and the United States is the western Pacific, the coastal areas of Europe, the coastal areas of South Asia, the coastal areas of the Middle East and North Africa, and the east coast of Latin America.
