【摘要】：世界經(jīng)濟(jì)快速發(fā)展,全球城市人口迅速擴(kuò)張,自然資源日漸短缺,對(duì)現(xiàn)代城市的管理和規(guī)劃提出了巨大的挑戰(zhàn)。城市若想搶奪快速發(fā)展的戰(zhàn)略制高點(diǎn),充分發(fā)揮其現(xiàn)階段政治、經(jīng)濟(jì)、社會(huì)、文化等重要中心職能,必須高瞻遠(yuǎn)矚,提前制定好相關(guān)政策有效應(yīng)對(duì)城市發(fā)展下一階段的來(lái)臨,即智慧城市時(shí)代的到來(lái)。智慧城市建設(shè)是創(chuàng)新驅(qū)動(dòng)導(dǎo)向城市發(fā)展的新模式,而智慧城市的經(jīng)濟(jì)體系是其建設(shè)的最基本內(nèi)容,持續(xù)高效的經(jīng)濟(jì)發(fā)展與合理健康的產(chǎn)業(yè)體系是智慧城市發(fā)展的基礎(chǔ);在充分利用信息通信技術(shù)的基礎(chǔ)上,智慧城市應(yīng)該具有智慧的經(jīng)濟(jì)結(jié)構(gòu)和產(chǎn)業(yè)體系,以及高效增長(zhǎng)的城市經(jīng)濟(jì)活動(dòng);智慧城市一定是創(chuàng)新型城市,也是一個(gè)幸福城市和增長(zhǎng)綠色化的城市。本文研究回答以下幾個(gè)基本問(wèn)題:1、智慧城市以及智慧經(jīng)濟(jì)體系的內(nèi)涵與基本特征是什么;2、提出城市經(jīng)濟(jì)智慧指數(shù)的概念,并構(gòu)建相關(guān)評(píng)價(jià)體系,進(jìn)而研究中國(guó)大城市的經(jīng)濟(jì)智慧指數(shù)的時(shí)空演變特征;3、檢驗(yàn)筆者提出的假設(shè)——“我國(guó)大城市的經(jīng)濟(jì)智慧指數(shù)與經(jīng)濟(jì)實(shí)力的相關(guān)關(guān)系呈現(xiàn)U型”。本文從智慧城市經(jīng)濟(jì)體系具備持續(xù)性、創(chuàng)新性、生態(tài)性和舒適性等四大特征角度出發(fā),構(gòu)建內(nèi)含14個(gè)指標(biāo)的評(píng)價(jià)體系,運(yùn)用動(dòng)態(tài)因子分析方法進(jìn)行大城市經(jīng)濟(jì)智慧指數(shù)的計(jì)算和分析。結(jié)果顯示:中國(guó)34個(gè)大城市的經(jīng)濟(jì)智慧發(fā)展水平可以分為3大類別:經(jīng)濟(jì)智慧指數(shù)最高的城市分別為深圳、上海、北京以及廣州;第2、3類別城市個(gè)數(shù)分別為8和22個(gè),前者的平均綜合得分均為正值,而第3類別的城市經(jīng)濟(jì)發(fā)展智慧水平低下。同時(shí),通過(guò)構(gòu)建動(dòng)態(tài)面板數(shù)據(jù)模型,證明筆者對(duì)于‘我國(guó)大城市的經(jīng)濟(jì)智慧指數(shù)與其經(jīng)濟(jì)實(shí)力呈現(xiàn)“U型”關(guān)系’的假設(shè)是成立的。
[Abstract]:The rapid development of the world economy, the rapid expansion of the global urban population and the increasing shortage of natural resources pose great challenges to the management and planning of modern cities. If the city wants to seize the strategic commanding point of rapid development and give full play to its political, economic, social, cultural and other important central functions at the present stage, it must be far-sighted and formulate relevant policies in advance to effectively deal with the coming of the next stage of urban development, that is, the arrival of the era of intelligent cities. The construction of intelligent city is a new mode driven by innovation to guide urban development, and the economic system of intelligent city is the most basic content of its construction, and the sustained and efficient economic development and reasonable and healthy industrial system are the basis of the development of intelligent city. On the basis of making full use of information and communication technology, intelligent city should have intelligent economic structure and industrial system, as well as efficient growth of urban economic activities. Intelligent city must be an innovative city, but also a happy city and growth green city. This paper studies the following basic questions: (1) what are the connotation and basic characteristics of intelligent city and intelligent economic system; (2) the concept of urban economic wisdom index is put forward, and the related evaluation system is constructed, and then the temporal and spatial evolution characteristics of economic wisdom index of big cities in China are studied. 3. The hypothesis put forward by the author is that the relationship between economic wisdom index and economic strength of big cities in China is U-shaped. From the point of view of sustainability, innovation, ecology and comfort of intelligent city economic system, this paper constructs an evaluation system with 14 indexes, and uses dynamic factor analysis method to calculate and analyze the economic wisdom index of large cities. The results show that the development level of economic wisdom in 34 major cities in China can be divided into three categories: Shenzhen, Shanghai, Beijing and Guangzhou, respectively, and the number of cities in category 2 and 3 is 8 and 22, respectively. The average comprehensive score of the former is positive, while the level of economic development wisdom of the third category of cities is low. At the same time, by constructing the dynamic panel data model, it is proved that the author's hypothesis that there is a "U-shaped" relationship between the economic wisdom index and the economic strength of the big cities in China is valid.
