【摘要】：目前的中國(guó)正在經(jīng)歷著從傳統(tǒng)社會(huì)向現(xiàn)代社會(huì)、從農(nóng)業(yè)社會(huì)向工業(yè)社會(huì)的大轉(zhuǎn)型，中國(guó)的政治經(jīng)濟(jì)體制改革也得到進(jìn)一步的深化，公民意識(shí)開始覺醒，，公民社會(huì)開始逐漸浮現(xiàn)。經(jīng)濟(jì)的迅速發(fā)展帶來的是越來越嚴(yán)重的環(huán)境問題，公民面對(duì)這些環(huán)境問題不再是默默承受而是選擇了理性抗?fàn)�，這些抗?fàn)幹猩鐣?huì)影響力最廣的就是鄰避運(yùn)動(dòng)。鄰避運(yùn)動(dòng)是指居民對(duì)于鄰避設(shè)施（例如垃圾焚燒廠、PX項(xiàng)目等）建設(shè)的消極抵制或者反對(duì)。而由于鄰避運(yùn)動(dòng)的敏感性，傳統(tǒng)媒體尤其是地方媒體在鄰避運(yùn)動(dòng)發(fā)生時(shí)通常都處于失語(yǔ)的狀態(tài)。網(wǎng)絡(luò)新媒體的迅速發(fā)展使得依賴網(wǎng)絡(luò)環(huán)境而生的公民記者作為一種新興的傳播力量，重構(gòu)了傳統(tǒng)傳播生態(tài)中的傳受關(guān)系。在鄰避運(yùn)動(dòng)事件中，公民記者成為了新聞報(bào)道的主力、適當(dāng)?shù)貜浹a(bǔ)了傳統(tǒng)媒體的缺位，是鄰避事件中重要的一環(huán)。 本文以鄰避運(yùn)動(dòng)中的公民記者作為研究對(duì)象，在闡明公民記者、鄰避運(yùn)動(dòng)的概念和相互關(guān)系的基礎(chǔ)上，對(duì)鄰避運(yùn)動(dòng)中公民記者的傳播行為進(jìn)行了原因、方式、實(shí)際效用和行為準(zhǔn)則四個(gè)方面的分析。重點(diǎn)探討了鄰避運(yùn)動(dòng)中公民記者如何利用自身的特點(diǎn)實(shí)現(xiàn)環(huán)境報(bào)道領(lǐng)域公民新聞的勝利以及加速公民社會(huì)的形成。同時(shí)理性思考鄰避運(yùn)動(dòng)中公民記者報(bào)道所存在的虛假新聞、報(bào)道傾向性強(qiáng)、缺乏獨(dú)立性等實(shí)際問題，并依據(jù)鄰避運(yùn)動(dòng)自身特色和對(duì)新聞報(bào)道者的具體要求，為公民記者的傳播行為提出了基本的行為準(zhǔn)則。
[Abstract]:At present, China is undergoing a great transformation from the traditional society to the modern society, from the agricultural society to the industrial society, the reform of China's political and economic system has been further deepened, the civic consciousness has begun to wake up, and the civil society has begun to emerge gradually. The rapid development of economy brings more and more serious environmental problems. Facing these environmental problems, citizens have chosen rational struggle instead of silently bearing these environmental problems. In these protests, the most widespread social influence is the neighborhood movement. The neighborhood movement refers to the negative resistance or opposition of residents to the construction of neighborhood facilities (such as garbage incinerators, PX projects, etc.). Because of the sensitivity of the neighborhood movement, the traditional media, especially the local media, are usually in the state of aphasia when the neighborhood movement occurs. With the rapid development of network new media, citizen journalists, who depend on the network environment, as a kind of new communication force, reconstruct the transmission relation in the traditional communication ecology. In the neighborhood movement events, citizen journalists have become the main force of news reporting, properly make up for the absence of traditional media, is an important link in the neighborhood incident. This paper takes citizen journalists in the neighborhood movement as the research object, on the basis of clarifying the concept and mutual relations of the citizen journalists and the neighborhood movement, the reasons and ways of the communication behavior of the citizen journalists in the neighborhood avoidance movement have been carried out. Analysis of practical utility and code of conduct. This paper focuses on how citizen journalists make use of their own characteristics to realize the victory of citizen news in the field of environmental reporting and to accelerate the formation of civil society in the neighborhood movement. At the same time, rational thinking about the false news in the neighborhood movement, the strong tendency of reporting, the lack of independence and other practical problems, and according to the characteristics of the neighborhood movement and the specific requirements of news reporters, Put forward the basic code of conduct for the citizen reporter's dissemination behavior.
