【摘要】：中國煤炭產(chǎn)業(yè)正面臨著一場重大變革,解決去產(chǎn)能去冗余問題已迫在眉睫,企業(yè)"走出去"加入全球化互動不失為解決當(dāng)前煤炭產(chǎn)業(yè)諸多問題的一條有效途徑,"一帶一路"戰(zhàn)略的提出,恰為此提供了良好契機。作為先行研究,選取"一帶一路"沿線部分國家進行政治(P)、經(jīng)濟(E)、社會(S)、技術(shù)(T)、環(huán)境(E)分析。分析結(jié)果表明,雖然多數(shù)國家政治環(huán)境保持相對穩(wěn)定,經(jīng)濟具有很大發(fā)展?jié)摿?但同時也存在國家政策不穩(wěn)、貪腐、政府效率低下、排外(華)以及金融、環(huán)保壁壘等問題。中國煤炭企業(yè)欲在"一帶一路"沿線國家開展資源合作,需要將政治、經(jīng)濟、社會、環(huán)境等風(fēng)險納入前期成本之中,利用多種手段加以規(guī)避,并加強與當(dāng)?shù)仄髽I(yè)的合作,形成共贏機制,充分發(fā)揮產(chǎn)業(yè)技術(shù)優(yōu)勢。建議中國企業(yè)應(yīng)與煤炭資源豐富、煤炭利用增長空間大的國家合作;結(jié)合本國政府與行業(yè)協(xié)會的力量,共同應(yīng)對政治經(jīng)濟、社會風(fēng)險;注重收集目標(biāo)國的情報信息,形成及時、豐富、詳盡的情報儲備;采取煤炭資源就地利用、技術(shù)設(shè)備出口以及煤炭技術(shù)人員勞務(wù)輸出等多種方式進行海外合作。
[Abstract]:China's coal industry is facing a major transformation. It is urgent to solve the problem of eliminating redundant production capacity. "going out" to join in the globalization interaction is an effective way to solve many problems in the current coal industry. Belt and Road's strategy has provided a good opportunity for this. As a first study, selected some countries along Belt and Road to analyze the political (P), (E), social (S), technology and (T), environment (E). The results show that although the political environment of most countries remains relatively stable and the economy has great potential for development, there are also problems such as unstable national policies, corruption, government inefficiency, exclusion of foreign countries (China), and financial and environmental barriers. In order for Chinese coal enterprises to carry out resource cooperation in countries along "Belt and Road", they need to incorporate political, economic, social and environmental risks into the upfront costs, use various means to avoid them, and strengthen cooperation with local enterprises. A win-win mechanism should be formed to give full play to the technological advantages of the industry. It is suggested that Chinese enterprises should cooperate with countries with abundant coal resources and large space of coal utilization growth, and combine the strength of national government and trade associations to jointly deal with political, economic and social risks. We should pay attention to collecting the intelligence information of the target country, form timely, rich and detailed information reserve, and carry out overseas cooperation by means of local utilization of coal resources, export of technical equipment, export of coal technicians and labor services, etc.
