論公益創(chuàng)投與社會組織發(fā)展

【摘要】：隨著經(jīng)濟和社會體制的深刻轉(zhuǎn)型,特別是創(chuàng)新社會治理、加強社會建設(shè)、構(gòu)建“小政府、大社會”體制格局的大力推進,社會組織在我國社會發(fā)展中的地位變得越來越重要。當然,因為處在體制轉(zhuǎn)型時期,當前我國的社會組織還存在著數(shù)量較少、獨立性不強、空間有限、資源不足等諸多問題。在此背景下,借鑒國外及先進地區(qū)經(jīng)驗,公益創(chuàng)投作為一種推動社會組織特別是公益性社會組織發(fā)展的模式得到重視。政府和企業(yè)作為社會的第一和第二部門對“公益創(chuàng)投”都表現(xiàn)出了較大的熱情,當然各自基于不同的出發(fā)點和戰(zhàn)略考慮。政府希望通過公益創(chuàng)投對社會組織的培育與發(fā)展來增強其承接公共服務(wù)職能的能力,從而擴大對社會的公共服務(wù)供給,并通過自身對于社會組織的關(guān)注和扶持帶動全社會參與；企業(yè)則由于踐行企業(yè)社會責任,提高品牌形象及競爭力,并且將其作為增加與政府交流提升社會政治經(jīng)濟參與能力的途徑等原因也積極參與其中。 當前我國的公益創(chuàng)投在實踐中已有多種模式探索,如以政府作為創(chuàng)投主體的孵化器模式、服務(wù)項目購買模式,企業(yè)作為創(chuàng)投主體的企業(yè)與社會組織合作模式以及基金會參與模式,在各種創(chuàng)投模式運作中，，一些深層次的問題也開始逐漸顯現(xiàn)出來,主要有：政府還沒有將公益創(chuàng)投這一模式常態(tài)化規(guī)范化,來自商業(yè)領(lǐng)域的公益創(chuàng)投模式如何維持公益性,社會組織自身能力建設(shè)仍不完善、公益創(chuàng)投中各主體分工不明等,對于上述問題借鑒先進地區(qū)經(jīng)驗,可以考慮如下一些對策建議：將公益創(chuàng)投模式作為政府購買公共服務(wù)常態(tài)化模式確定下來、樹立公益創(chuàng)投理念、加強企業(yè)社會責任、細化分工、引入第三方評估等。
[Abstract]:With the profound transformation of the economic and social system, especially the innovation of social governance, the strengthening of social construction, the construction of "small government, big society" system, the status of social organizations in the social development of our country has become more and more important. Of course, in the period of system transformation, there are still many problems in our social organization, such as less quantity, less independence, limited space, insufficient resources and so on. Under this background, using the experience of foreign countries and advanced regions for reference, venture capital for public welfare has been attached importance as a model to promote the development of social organizations, especially public welfare social organizations. Government and enterprises, as the first and second sectors of the society, have shown great enthusiasm for "public venture capital", of course, they are based on different starting points and strategic considerations. The government hopes to strengthen its ability to undertake the public service function through the cultivation and development of the social organization by the public venture capital, so as to expand the public service supply to the society, and to promote the whole society to participate through its own concern and support for the social organization; Enterprises are also actively involved in the practice of corporate social responsibility to improve the brand image and competitiveness and as a way to increase communication with the government to enhance the ability of social political and economic participation. At present, there are many modes of public interest venture capital in our country, such as the incubator model with the government as the main body of venture capital, the purchase mode of service items. As the main body of venture capital, enterprises cooperate with social organizations and the mode of foundation participation. In the operation of various venture capital models, some deep-seated problems are also gradually emerging. The main reasons are: the government has not normalized the model of public venture capital, how to maintain public welfare in the mode of public venture capital from the commercial field, how to build the capacity of social organization itself is not perfect, and the division of labor among the main bodies in public venture capital is not clear, etc. With regard to the above problems, we can consider the following countermeasures and suggestions: to establish the commonweal venture capital model as the norm mode of government purchase of public services, to establish the concept of public venture capital, and to strengthen corporate social responsibility. Detailed division of labor, the introduction of third party evaluation and so on.
