【摘要】：隨著互聯(lián)網(wǎng)技術(shù)的迅速發(fā)展，網(wǎng)絡(luò)逐漸滲透到社會(huì)生活的政治、經(jīng)濟(jì)、文化等方方面面。我國(guó)網(wǎng)絡(luò)問(wèn)政等新興民主參政方式的出現(xiàn)使得每一位公民的話語(yǔ)權(quán)利空前自由，參政議政權(quán)利空前擴(kuò)大。另一方面，由于網(wǎng)絡(luò)輿情的多元化、時(shí)效性、碎片化、隱蔽性以及多變性等特點(diǎn)，其對(duì)政府既能產(chǎn)生積極影響，在某些方面也會(huì)為政府網(wǎng)絡(luò)輿情管理帶來(lái)新的困難與挑戰(zhàn)。如今，各級(jí)政府開(kāi)始高度重視網(wǎng)絡(luò)輿情在政府工作方面所起到的重要作用。由于現(xiàn)存體制以及新聞?wù)叩姆N種限制，盡管網(wǎng)絡(luò)為民眾通過(guò)營(yíng)造網(wǎng)絡(luò)輿情來(lái)參與公共決策提供了可能，但目前尚沒(méi)有公眾直接參與最終決策的機(jī)制與渠道。本論文對(duì)網(wǎng)絡(luò)輿情的含義及其發(fā)展過(guò)程做出基本闡釋，總結(jié)歸納當(dāng)前最新網(wǎng)絡(luò)媒體發(fā)展趨勢(shì)下的網(wǎng)絡(luò)輿情特點(diǎn)，論述網(wǎng)絡(luò)輿情對(duì)政府的影響以及政府所應(yīng)具備的危機(jī)公關(guān)處理能力。通過(guò)舉例，總結(jié)當(dāng)下政府網(wǎng)絡(luò)輿情機(jī)制的不足及成因，結(jié)合國(guó)外網(wǎng)絡(luò)輿情機(jī)制經(jīng)驗(yàn)所帶給我們的啟示，為完善我國(guó)政府網(wǎng)絡(luò)輿情機(jī)制提出實(shí)質(zhì)性建議。 本論文從五個(gè)部分論述我國(guó)網(wǎng)絡(luò)輿情機(jī)制。第一部分從宏觀角度介紹本論文的選題意義、國(guó)內(nèi)外研究現(xiàn)狀、以及論文的思路脈絡(luò)；第二部分主要論述在研究政府網(wǎng)絡(luò)輿情時(shí)所涉及的基本問(wèn)題，包括概念、理論基礎(chǔ)以及政府與網(wǎng)絡(luò)輿情的關(guān)系；第三部分從我國(guó)政府網(wǎng)絡(luò)輿情機(jī)制的成果和存在問(wèn)題兩方面展開(kāi)論述，并對(duì)每一個(gè)存在的問(wèn)題進(jìn)行原因剖析；第四部分分別論述了發(fā)達(dá)國(guó)家給我國(guó)政府網(wǎng)絡(luò)輿情帶來(lái)的啟示以及同為發(fā)展中國(guó)家的緬甸和印度政府網(wǎng)絡(luò)輿情機(jī)制的經(jīng)驗(yàn)借鑒；在第五部分中，筆者首先為建立健全我國(guó)政府網(wǎng)絡(luò)輿情機(jī)制提出幾點(diǎn)建議，，其次論述如何推進(jìn)我國(guó)政府網(wǎng)絡(luò)輿情機(jī)制建設(shè)能力。
[Abstract]:With the rapid development of Internet technology, the Internet has gradually penetrated into the political, economic, cultural and other aspects of social life. The emergence of new democratic ways of participating in politics, such as network politics, makes every citizen's discourse right unprecedented freedom, and the right to participate in politics and discuss politics expand unprecedentedly. On the other hand, due to the diversity, timeliness, fragmentation, concealment and variability of network public opinion, it can not only have a positive impact on the government, but also bring new difficulties and challenges to the management of government network public opinion in some aspects. Today, governments at all levels begin to attach great importance to network public opinion in government work played an important role. Because of the limitations of the existing system and the news policy, although the network provides the possibility for the public to participate in the public decision by creating the network public opinion, there is no mechanism and channel for the public to participate in the final decision directly at present. This paper gives a basic explanation of the meaning and development process of network public opinion, and summarizes the characteristics of network public opinion under the latest development trend of network media. This paper discusses the influence of network public opinion on government and the ability of crisis public relations. Through the example, summarizes the current government network public opinion mechanism insufficiency and the cause of formation, unifies the foreign network public opinion mechanism experience to bring us the enlightenment, for consummates our country government network public opinion mechanism to put forward the substantive proposal. This paper discusses the mechanism of China's network public opinion from five parts. The first part introduces the significance of this paper from a macro point of view, the status of domestic and foreign research, as well as the train of thought of the paper; The second part mainly discusses the basic issues involved in the study of government network public opinion, including the concept, theoretical basis and the relationship between government and network public opinion; The third part discusses the achievements and existing problems of the government network public opinion mechanism, and analyzes the causes of each existing problem. The fourth part discusses the enlightenment of the developed countries to our government network public opinion and the experience of Myanmar and India government network public opinion mechanism of the developing countries. In the fifth part, the author first puts forward some suggestions for the establishment and improvement of our government network public opinion mechanism, and then discusses how to promote our government network public opinion mechanism construction capacity.
