【摘要】：中國特色社會(huì)主義制度除了一些特定內(nèi)涵外,還有許多特質(zhì),其中之一是在不斷發(fā)展民主政治的同時(shí),又保持了相對(duì)集權(quán)。一個(gè)國家選擇相對(duì)集權(quán)或相對(duì)分權(quán),既與其國情或社會(huì)發(fā)展階段及社會(huì)情形有關(guān),又與其歷史文化傳統(tǒng)有關(guān)。中國現(xiàn)階段的相對(duì)集權(quán)有其政治優(yōu)勢。相對(duì)集權(quán)于任何一個(gè)政府都是必須的。某些國家因?yàn)楦叨燃瘷?quán)從而導(dǎo)致政權(quán)倒臺(tái),只能說明高度集權(quán)不好。高度集權(quán)就會(huì)演變成為攫取性政治經(jīng)濟(jì)體制,這就會(huì)影響到社會(huì)穩(wěn)定和發(fā)展。相對(duì)集權(quán)與相對(duì)分權(quán)各有其優(yōu)點(diǎn)和缺點(diǎn),從懲治腐敗的角度,把分權(quán)看作是預(yù)防腐敗的"定海神針"是錯(cuò)誤的。從加強(qiáng)權(quán)力制約角度看,分權(quán)有利于抑制腐敗,但單純的分權(quán)卻不利于抑制腐敗。要是沒有法治的積極跟進(jìn)及其他保障措施,分權(quán)就可能導(dǎo)致"分散腐敗"。要從根本上解決腐敗,還是要靠法治。
[Abstract]:In addition to some specific connotations, the socialist system with Chinese characteristics has many characteristics, one of which is to maintain the relative centralization of power while continuously developing democratic politics. A country's choice of relative centralization or decentralization is not only related to its national conditions, stages of social development and social conditions, but also to its historical and cultural traditions. China's relative centralization of power at this stage has its political advantages. Relative centralization of power in any government is necessary. The collapse of power in some countries as a result of a high degree of centralization only means that it is not good. A high degree of centralization will evolve into a grabbing political and economic system, which will affect social stability and development. Relative centralization and relative decentralization have their merits and demerits. From the angle of punishing corruption, it is wrong to regard the separation of powers as a "golden needle" to prevent corruption. From the point of view of strengthening power restriction, decentralization is good for restraining corruption, but pure decentralization is not good for restraining corruption. Without active follow-up of the rule of law and other safeguards, decentralization could lead to "decentralized corruption". To fundamentally solve corruption, or rely on the rule of law.
