【摘要】：自從人類進(jìn)入了工業(yè)社會，天然橡膠的地位便日趨提高，成為了影響國家工業(yè)興衰的基本工業(yè)原料之一，天然橡膠種植生產(chǎn)所必須的苛刻條件也使得天然橡膠成為了深刻影響國家工業(yè)命脈的戰(zhàn)略性資源。近年來，我國天然橡膠消費量逐年上漲，早已成為了天然橡膠的最大消費國，然而我國天然橡膠卻嚴(yán)重依賴進(jìn)口，自給率逐年下降，供需矛盾極為突出。本文即以中國天然橡膠產(chǎn)業(yè)政策的變遷與發(fā)展作為考察的主要脈絡(luò)，通過對我國天然橡膠產(chǎn)業(yè)的歷史回顧，對我國天然橡膠產(chǎn)業(yè)政策變遷進(jìn)行探索和解析，并發(fā)掘影響中國天然橡膠產(chǎn)業(yè)政策走向的內(nèi)部動因和外部原因，以進(jìn)一步對中國天然橡膠產(chǎn)業(yè)政策的現(xiàn)狀以及未來時期內(nèi)的改善途徑做出戰(zhàn)略性的思考。 論文內(nèi)容主要包括： 第一部分是緒論，主要包括此項研究的選題背景、研究現(xiàn)狀以及研究的現(xiàn)實意義，介紹論文研究的基本思路與主要研究方法，并對論文的核心概念進(jìn)行界定。 第二部分主要對中國天然橡膠產(chǎn)業(yè)政策的演進(jìn)與變遷過程進(jìn)行回顧，分階段對中國天然橡膠產(chǎn)業(yè)政策進(jìn)行探究思考。 第三部分基于天然橡膠產(chǎn)業(yè)政策的歷史演進(jìn)與政策變遷，分析我國天然橡膠產(chǎn)業(yè)政策變遷的主要內(nèi)容，主要包括天然橡膠產(chǎn)業(yè)的組織政策、開放政策以及發(fā)展政策的演變情況。 第四部分從影響我國天然橡膠產(chǎn)業(yè)政策的真正原因入手，對影響我國天然橡膠政策走向的內(nèi)部動因和外部原因進(jìn)行探究。其中，，影響天然橡膠產(chǎn)業(yè)政策變遷的內(nèi)部動因主要包括供給與需求的持久矛盾、國家戰(zhàn)略資源安全的考慮、走向開放的國際市場的考慮；外部原因主要包括國際政治經(jīng)濟形勢的影響以及天然橡膠生產(chǎn)國聯(lián)合會的作用。 第五部分對我國當(dāng)前現(xiàn)行的天然橡膠產(chǎn)業(yè)政策進(jìn)行解析與展望。我國現(xiàn)行天然橡膠產(chǎn)業(yè)政策的主要特征包括有針對性地進(jìn)行財政補貼、實行多層次激勵發(fā)展政策、內(nèi)外發(fā)展戰(zhàn)略并舉、注重關(guān)聯(lián)產(chǎn)業(yè)的同步發(fā)展等。同時當(dāng)前政策存在多個方面的不足，主要體現(xiàn)為政策更多的是被動調(diào)整而政策支持力度不足、對國際市場變化的反應(yīng)略顯遲緩、橡膠生產(chǎn)緩沖域構(gòu)建政策不足、對研發(fā)橡膠相關(guān)技術(shù)的投入不足等�；趯ι鲜霾蛔愕恼J(rèn)識，未來時期可以從增強對市場信息的敏感度、完善技術(shù)研發(fā)政策、優(yōu)化區(qū)域發(fā)展結(jié)構(gòu)、健全補貼政策等幾個方面對我國的天然橡膠產(chǎn)業(yè)政策進(jìn)行優(yōu)化。
[Abstract]:Since mankind entered the industrial society, the status of natural rubber has been increasing, and has become one of the basic industrial raw materials that affect the rise and fall of national industry. The harsh conditions necessary for planting and production of natural rubber also make natural rubber a strategic resource that has a profound impact on the national industrial lifeline. In recent years, the consumption of natural rubber in China has increased year by year, which has already become the largest consumer of natural rubber. However, natural rubber in China relies heavily on imports, the self-sufficiency rate decreases year by year, and the contradiction between supply and demand is very prominent. This paper takes the change and development of China's natural rubber industry as the main thread of investigation, through the review of the history of China's natural rubber industry, to explore and analyze the policy changes of China's natural rubber industry. It also explores the internal and external reasons that influence the trend of China's natural rubber industry policy, in order to further strategic thinking on the present situation of China's natural rubber industry policy and the ways to improve it in the future. The main contents of the thesis are as follows: the first part is the introduction, including the background of this research, the status quo of the research and the practical significance of the research, and introduces the basic ideas and main research methods of the paper. And the core concept of the paper is defined. The second part mainly reviews the evolution and changes of China's natural rubber industry policy, and explores the Chinese natural rubber industry policy in stages. The third part is based on the historical evolution and policy change of the natural rubber industry policy, analyzes the main content of the natural rubber industry policy change, including the natural rubber industry organization policy, the opening policy and the development policy evolution. The fourth part discusses the internal and external reasons that influence the trend of natural rubber policy. Among them, the internal reasons that affect the policy change of natural rubber industry mainly include the lasting contradiction between supply and demand, the consideration of national strategic resource security, and the consideration of moving towards the open international market. External reasons mainly include the impact of international political and economic situation and the role of the Federation of Natural Rubber producers. The fifth part analyzes and prospects the current natural rubber industry policy in China. The main characteristics of China's current natural rubber industry policy include the targeted financial subsidies, the implementation of multi-level incentive development policy, the simultaneous development of internal and external development strategies, and the attention to the simultaneous development of related industries, and so on. At the same time, there are many shortcomings in the current policy, mainly reflected in the passive adjustment of the policy, the insufficient policy support, the slow response to the changes in the international market, and the insufficient policy for the construction of the rubber production buffer zone. Lack of investment in research and development of rubber related technology. Based on the above understanding, we can optimize our country's natural rubber industry policy in the following aspects: enhancing sensitivity to market information, perfecting technology research and development policy, optimizing regional development structure, perfecting subsidy policy and so on.
