【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展和改革開放30年以來經(jīng)濟(jì)建設(shè)取得的成績(jī),我國(guó)創(chuàng)造了許多有利于外國(guó)投資者的招商引資政策,特別是蘇州憑借得天獨(dú)厚的地理位置和國(guó)家的政策傾斜,吸引了大批的外國(guó)游客以及外商投資者,相應(yīng)的興起了代表這些外商投資利益的外國(guó)商會(huì)。鑒于蘇州外國(guó)商會(huì)興起不足20年,且中國(guó)從中央到地方針對(duì)外國(guó)商會(huì)管理的法律法規(guī)還不健全,外國(guó)商會(huì)的管理在蘇州的政治經(jīng)濟(jì)領(lǐng)域存在著各種各樣的問題,本文即是針對(duì)這些管理問題找出對(duì)應(yīng)原因,給予解決建議。本文參閱了大量文獻(xiàn),運(yùn)用調(diào)查、比較方法把蘇州外國(guó)商會(huì)與中外商會(huì)進(jìn)行對(duì)比,發(fā)現(xiàn)蘇州外國(guó)商會(huì)的興起有其歷史原因也有我國(guó)經(jīng)濟(jì)發(fā)展的需要,在蘇州范圍內(nèi)活躍著蘇州歐洲商會(huì)、蘇州加拿大總商會(huì)、蘇州日商俱樂部等,并且這些商會(huì)積極組織會(huì)員活動(dòng)、外國(guó)商會(huì)間互動(dòng)、協(xié)助蘇州當(dāng)?shù)氐恼猩桃Y,為蘇州的經(jīng)濟(jì)發(fā)展起到了積極的作用,但這些商會(huì)還處于萌芽的發(fā)展階段,由于歷史上的發(fā)展、國(guó)家立法上缺失、商會(huì)經(jīng)費(fèi)的不足,造成了缺乏法律法規(guī)規(guī)范、監(jiān)督機(jī)制不健全、專職專業(yè)的專職人員匱乏、活動(dòng)網(wǎng)絡(luò)狹窄等管理問題,針對(duì)這些現(xiàn)狀,本文提出了預(yù)防為主、建立追懲機(jī)制、健全分類分區(qū)管理、加強(qiáng)立法、依法引導(dǎo)、培養(yǎng)第三方評(píng)估機(jī)構(gòu)、培養(yǎng)專職專業(yè)人才等對(duì)策建議。
[Abstract]:With the development of China's social economy and the achievements made in economic construction since the reform and opening up over the past 30 years, China has created many policies to attract foreign investors' investment. Especially by virtue of its unique geographical position and national policy, Suzhou attracts a large number of foreign tourists and foreign investors, and the foreign chambers of commerce which represent the interests of these foreign investors rise accordingly. In view of the fact that the rise of foreign chambers of commerce in Suzhou has been less than 20 years, and that the laws and regulations governing the management of foreign chambers of commerce in China from the central to local levels are not perfect, there are various problems in the political and economic field of Suzhou. This article aims at these management problems to find out the corresponding reason, gives the solution suggestion. This paper, referring to a large number of documents, compares Suzhou Foreign Chamber of Commerce with that of Chinese and foreign chambers of commerce by means of investigation and comparison, and finds that the rise of Suzhou Foreign Chamber of Commerce has its historical reasons as well as the needs of China's economic development. The Suzhou European Chamber of Commerce, the Suzhou Canadian General Chamber of Commerce, the Suzhou Japan Business Club and so on are active in Suzhou, and these chambers of commerce actively organize member activities, and foreign chambers of commerce interact with each other to assist Suzhou in attracting local investment. It has played a positive role in the economic development of Suzhou, but these chambers of commerce are still in the embryonic stage of development. Due to the historical development, the lack of national legislation and the lack of funds for the chambers of commerce, the lack of laws and regulations has resulted in the lack of regulations. The supervision mechanism is not perfect, the full-time professionals are short of full-time personnel, the activity network is narrow and so on. In view of these present situation, this paper puts forward the prevention as the main, the establishment of the punishment mechanism, the improvement of the classified district management, the strengthening of the legislation, the guidance according to the law, and so on. Third-party evaluation institutions, training professional professionals and other countermeasures.
