在華跨國公司撤資的原因、影響及對策研究

【摘要】：改革開放至今30多年是跨國公司進入我國開始投資的30多年,伴隨著我國對于外資的重視,近年來我國實際利用外資金額也在不斷擴大�？鐕静粌H在中國實現自身的擴大和發(fā)展,也為我國帶來了實際的經濟利益。伴隨著大量的外資流入,開始出現跨國公司撤資的事件,撤資的增加大大限制了我國經濟的發(fā)展。撤資問題的研究對于我國來說具有意義深遠。 本文主要從在華跨國公司近年來撤資具體現象形勢入手,首先分析跨國公司撤資項目數和撤資金額；具體區(qū)分跨國公司撤資的四種方式：撤走轉移、回歸母國、出售股份和關閉子公司；從行業(yè)、地域和企業(yè)類型上分析撤資集中地范圍；在此基礎上大膽預測跨國公司撤資的未來發(fā)展趨勢。接下來,從跨國公司自身方面、母國的政治經濟因素、東道國的投資環(huán)境以及國際經濟大環(huán)境等方面論述跨國公司撤資的原因。第三,并通過具體在華跨國公司撤資案例研究撤資對我國經濟社會發(fā)展的影響,包括對就業(yè)、我國經濟發(fā)展、產業(yè)結構和金融領域的消極影響,以及產業(yè)升級和相關法規(guī)完善等4個方面的積極影響。最后,根據我國的具體國情提出應對在華跨國公司撤資的具體方案,分為前期預防、過程控制和事后補救三個視角：對于引資理念的創(chuàng)新、培育產業(yè)集群對跨國公司給予與內資平等的政策為撤資發(fā)生前的預防措施；在撤資過程中對跨國公司的撤資行為進行必要的監(jiān)督和引導,對于非法的撤資進行法律制裁；而在撤資發(fā)生后,務必要做好補救,盡最大努力引導跨國公司變撤資為轉移投資區(qū)域、或再投資完善社會保障等后續(xù)工作。并以此上升到國家引資戰(zhàn)略高度,建立整體性戰(zhàn)略布局,對我國招商引資戰(zhàn)略提出相關建議,為跨國公司在我國營造一個良好的投資環(huán)境,避免外資大規(guī)模撤資。
[Abstract]:More than 30 years since the reform and opening up to the outside world, multinational corporations have begun to invest in China for more than 30 years. With the attention of our country to foreign investment, the actual amount of foreign capital used in China has been expanding in recent years. Multinational corporations not only realize their own expansion and development in China, but also bring real economic benefits to our country. With a large amount of foreign capital inflow, multinational corporations began to divestment events, the increase of divestment greatly restricted the economic development of our country. The study of divestment is of great significance to our country. This article mainly starts with the concrete phenomenon of multinational corporations withdrawing investment in China in recent years, first of all, it analyzes the number of projects and the amount of withdrawal of multinational corporations, and specifically distinguishes the four ways in which multinational corporations withdraw their investment: withdrawing and transferring, returning to their home countries. To sell shares and close subsidiaries; to analyze the scope of divestment concentration from industry, region and enterprise type; to predict the future development trend of multinational corporation divestment on the basis of this. Then, from the aspects of multinational corporation itself, the political and economic factors of the home country, the investment environment of the host country and the international economic environment, the paper discusses the reasons for the multinational corporations to withdraw their capital. Third, and through the specific case study on the impact of the withdrawal of multinational corporations in China on China's economic and social development, including the negative impact on employment, China's economic development, industrial structure and financial fields, As well as industrial upgrading and related laws and regulations to improve the four aspects of the positive impact. Finally, according to the specific situation of our country, the paper puts forward the concrete plan to deal with the withdrawal of multinational corporations in China, which is divided into three perspectives: early prevention, process control and ex post remediation: the innovation of the concept of attracting foreign investment. The policy of cultivating industrial clusters to give transnational corporations equal to domestic investment is the preventive measures before the divestment occurs, the necessary supervision and guidance to the withdrawal behavior of transnational corporations in the process of divestment, and the legal sanction of illegal divestment; After the divestment occurs, we must do a good job of remediation, and do our best to guide the multinational companies to change the divestment into the transfer of investment areas, or to reinvest and perfect the social security and other follow-up work. In order to create a favorable investment environment for multinational corporations in our country, and to avoid large-scale divestment of foreign capital, we should build up the overall strategic layout and put forward some relevant suggestions on the strategy of attracting foreign investment in our country.
