【摘要】：隨著計(jì)算機(jī)及互聯(lián)網(wǎng)技術(shù)的發(fā)展和廣泛應(yīng)用,信息化已經(jīng)影響到社會(huì)的各行各業(yè),電子政務(wù)作為計(jì)算機(jī)和互聯(lián)網(wǎng)技術(shù)應(yīng)用的一個(gè)重要方面己日益引起重視,它有助于提高社會(huì)信息化程度,推動(dòng)政務(wù)公開(kāi)、增加透明度,實(shí)現(xiàn)政府工作的規(guī)范化和效率化,從政治、經(jīng)濟(jì)、文化的各個(gè)方面促進(jìn)社會(huì)的發(fā)展和進(jìn)步。目前,電子政務(wù)己經(jīng)成為世界各國(guó)國(guó)家信息化建設(shè)的重要內(nèi)容。 電子政務(wù)是借助電子信息技術(shù)進(jìn)行的政務(wù)活動(dòng),它通過(guò)先進(jìn)生產(chǎn)力來(lái)提高政務(wù)的處理效率。電子政務(wù)平臺(tái)分為兩部分組成,一是政府部門(mén)內(nèi)部通過(guò)網(wǎng)絡(luò)和計(jì)算機(jī)進(jìn)行信息共享、實(shí)時(shí)通訊和網(wǎng)絡(luò)辦公；二是政府部門(mén)與廣大民眾之間通過(guò)計(jì)算機(jī)網(wǎng)絡(luò)進(jìn)行交流與互動(dòng)。 合肥市政府多年來(lái)積極致力于電子政務(wù)平臺(tái)建設(shè),實(shí)現(xiàn)了公文管理、會(huì)議通知、即時(shí)通訊、文件交換、留言回復(fù)等多項(xiàng)功能,是現(xiàn)代網(wǎng)絡(luò)信息技術(shù)在電子政務(wù)領(lǐng)域的應(yīng)用與探索,是電子政務(wù)平臺(tái)價(jià)值的具體實(shí)現(xiàn)。 本文從電子政務(wù)的相關(guān)概念、我國(guó)發(fā)展電子政務(wù)建設(shè)的意義、國(guó)外電子政務(wù)建設(shè)的發(fā)展歷程與成功經(jīng)驗(yàn)、合肥市電子政務(wù)平臺(tái)的建設(shè)情況、合肥市電子政務(wù)建設(shè)持續(xù)發(fā)展需要關(guān)注的主要問(wèn)題等不同視角,較深入地分析了合肥市電子政務(wù)建設(shè)發(fā)展中的若干問(wèn)題,在理論和實(shí)踐方面提出了自己的思考、理念和解決辦法。
[Abstract]:With the development and wide application of computer and Internet technology, information technology has affected all kinds of industries in society. E-government, as an important aspect of computer and Internet technology application, has attracted more and more attention. It helps to improve the degree of social information, promote the openness of government affairs, increase transparency, realize the standardization and efficiency of government work, and promote the development and progress of the society from all aspects of politics, economy and culture. At present, e-government has become an important content of national information construction in the world. E-government is a kind of government affairs activity with the aid of electronic information technology. It improves the processing efficiency of government affairs through advanced productivity. E-government platform is composed of two parts, one is information sharing between government departments through network and computer, real-time communication and network office; the other is communication and interaction between government departments and the general public through computer network. The Hefei municipal government has been actively engaged in the construction of an e-government platform for many years, and has realized many functions such as document management, meeting notification, instant messaging, document exchange, message response, and so on. It is the application and exploration of modern network information technology in the field of e-government and the realization of the value of e-government platform. Based on the related concepts of e-government, the significance of the development of e-government in China, the development course and successful experience of foreign E-government construction, the construction of Hefei E-government platform, In this paper, the main problems that need to be paid attention to in the sustainable development of e-government construction in Hefei are analyzed in depth, and some problems in the development of e-government construction in Hefei are analyzed, and their own thoughts are put forward in theory and practice.
