【摘要】：本文通過對張北縣住房保障制度實施現(xiàn)狀調(diào)查總結(jié)了張北縣住房保障制度實施情況的特征,旨在對縣域住房保障制度實施提供一些有價值的建議。 我國的城鄉(xiāng)二元經(jīng)濟結(jié)構(gòu)和我國農(nóng)業(yè)人口占總?cè)丝诒戎卮蟮膰�，決定了我國在城市化過程中必然會出現(xiàn)住房問題�？h域是我國農(nóng)村主動城市化的載體，因此在縣域范圍內(nèi)發(fā)展住房保障制度有助于解決城市化過程中的住房問題，，進而對農(nóng)村城市化起到促進作用。故研究縣域住房保障制度具有現(xiàn)實意義。 筆者選取張北縣作為縣域住房保障制度實施情況調(diào)查樣本主要基于以下原因：張北縣在政治經(jīng)濟上具備優(yōu)勢條件；張北縣正處在城鎮(zhèn)化進程中并且正在進行住房保障制度建設(shè)，能夠直觀的反映住房保障制度同城鎮(zhèn)化相互作用的效果。 本文首先論述了人權(quán)、住房權(quán)、住房保障制度的邏輯關(guān)系；對我國住房房保障制度的發(fā)展演變進行概述；總結(jié)了我國住房保障制度發(fā)展的趨勢。 在第二部分，以張北縣保障性住房類型為劃分標準，按照廉租房、經(jīng)濟適用房、公共租賃住房、其他補充性保障性住房、新民居工程分別進行調(diào)研。采用的調(diào)查方法主要為文獻研究和問卷調(diào)查。主要分析了張北縣經(jīng)濟適用房制度發(fā)展緩慢的成因；張北縣廉租房建設(shè)融資特點；通過對張北縣廉租房住戶進行滿意度問卷調(diào)查，論證了張北縣域內(nèi)廉租房選址與廉租房住戶對廉租房的認可度有較高的相關(guān)性；探討了張北縣將公共租賃住房作為住房保障制度重點的可行性；并嘗試對張北縣的新民居工程進行定性分析。 最后結(jié)合調(diào)查結(jié)論對縣域發(fā)展住房保障制度提出建議。
[Abstract]:This paper summarizes the characteristics of the implementation of the housing security system in Zhangbei County by investigating the status of the housing security system in Zhangbei County, and aims to provide some valuable suggestions for the implementation of the county housing security system.
China's urban and rural two yuan economic structure and our country's agricultural population account for the major national conditions, which determine the inevitable emergence of housing problems in the process of urbanization. The county is the carrier of rural active urbanization in our country. Therefore, the development of housing security system within the county level will help to solve the housing problem in the process of urbanization, and then, Therefore, it is of practical significance to study the county housing security system.
The survey sample of Zhangbei County as the county housing security system is mainly based on the following reasons: Zhangbei county has the advantages in the political and economic conditions; Zhangbei is in the process of urbanization and is building the housing security system, which can intuitively reflect the effect of the housing security system with the interaction of town and town. Fruit.
This paper first discusses the logical relationship between human rights, housing rights and housing security system, summarizes the development and evolution of the housing security system in China, and summarizes the trend of the development of the housing security system in China.
In the second part, according to the standard of the type of affordable housing in Zhangbei County, according to low rent housing, affordable housing, public rental housing, other supplementary affordable housing, new residential projects are investigated respectively. The main methods used are literature research and questionnaire investigation. The main purpose is to analyze the slow development of the affordable housing system in Zhangbei county. Causes; the financing characteristics of low rent housing construction in Zhangbei County; through the questionnaire survey on the satisfaction of low rent housing residents in Zhangbei County, it is demonstrated that there is a high correlation between the low rent housing location in Zhangbei county and low rent housing households on the recognition of low rent housing; and the feasibility of the public rental housing as the focus of the housing security system in Zhangbei county is discussed. And try to qualitatively analyze the new residential projects in Zhangbei county.
Finally, combined with the conclusion of the survey, the county housing security system is put forward.
