【摘要】：卡特時(shí)期是美國(guó)同時(shí)面對(duì)國(guó)際國(guó)內(nèi)重大危機(jī)時(shí),利用匯率政策動(dòng)員國(guó)際國(guó)內(nèi)資源應(yīng)對(duì)危機(jī)的典型代表時(shí)期。研究卡特政府時(shí)期美國(guó)匯率政策制定的政治經(jīng)濟(jì)邏輯具有重要的現(xiàn)實(shí)意義�？ㄌ卣诶^承的制度遺產(chǎn)基礎(chǔ)上,及外部沖擊與內(nèi)部博弈的雙重作用下,與市場(chǎng)的互動(dòng)共同促成了美國(guó)匯率政策的制定。從國(guó)際層面上看,卡特政府調(diào)整匯率政策的目標(biāo)在于阻止美元的過(guò)度貶值,防止引發(fā)西方盟友間競(jìng)爭(zhēng)性貶值,防止誘發(fā)盟友體系的分裂,以此在蘇聯(lián)的全球攻勢(shì)下更好地維護(hù)美國(guó)體系的霸權(quán)地位;從國(guó)內(nèi)層面來(lái)看,其匯率政策是為了隔離過(guò)度寬松的貨幣政策所導(dǎo)致的大通脹對(duì)美元貶值的影響。
[Abstract]:Carter period is a typical period when the United States faces the major international and domestic crises and uses exchange rate policy to mobilize international and domestic resources to deal with the crisis. It is of great practical significance to study the political and economic logic of American exchange rate policy during the Carter Administration. On the basis of inherited institutional heritage, the interaction between Carter administration and the market resulted in the formulation of American exchange rate policy under the dual action of external shock and internal game. At the international level, the Carter administration's goal in adjusting its exchange rate policy is to prevent excessive depreciation of the dollar, to prevent competitive devaluation among Western allies, and to prevent the division of the alliance system. In order to protect the hegemony of the United States system better under the Soviet Union's global offensive, its exchange rate policy is to isolate the impact of the large inflation caused by excessively loose monetary policy on the depreciation of the dollar at the domestic level.
