【摘要】：當(dāng)前,隨著我國經(jīng)濟社會的快速發(fā)展、國內(nèi)外能源結(jié)構(gòu)的不斷優(yōu)化以及各種能源利用效率和能源核心科學(xué)技術(shù)的提高,能源的消耗對我國經(jīng)濟社會和環(huán)境的可持續(xù)發(fā)展的影響越來越明顯,給我國能源發(fā)展的布局提出了新的挑戰(zhàn)。在2011年山東半島藍色經(jīng)濟區(qū)建設(shè)國家戰(zhàn)略推動下,青島市成為區(qū)域建設(shè)的龍頭城市。青島市作為全國的一線城市,它的政治、經(jīng)濟、文化以及社會保障等都比較發(fā)達,城市的綜合競爭力居于全國前列。同時,青島市也是一個能源輸入型的旅游城市,它的能源對外依存度比較較高,經(jīng)濟社會的發(fā)展與能源需求之間的矛盾越來越明顯。青島市同全國其他大城市一樣,經(jīng)濟社會的快速發(fā)展給環(huán)境帶來了巨大的壓力,能源的可持續(xù)供給和經(jīng)濟社會環(huán)境的協(xié)調(diào)發(fā)展正在不斷地影響著青島市未來的健康發(fā)展。生物質(zhì)能與傳統(tǒng)能源和其它可再生能源相比,具有資源豐富、可再生、低污染等特性,發(fā)展生物質(zhì)能成為解決這些矛盾的一個非常重要途徑。論文主要研究青島市生物質(zhì)能發(fā)展的戰(zhàn)略及保障措施。首先,在對生物質(zhì)能內(nèi)涵、發(fā)展的意義介紹的基礎(chǔ)上,對國外生物質(zhì)能發(fā)展經(jīng)驗做了總結(jié)概括。通過相關(guān)政策文件,文獻資料和網(wǎng)站信息對青島市生物質(zhì)能的資源概況和發(fā)展現(xiàn)狀進行了詳細的梳理,對青島市發(fā)展生物質(zhì)能存在的問題進行了深入的分析。其次,基于SWOT分析框架,對青島市發(fā)展生物質(zhì)能的優(yōu)勢、劣勢、機遇和挑戰(zhàn)進行全面分析,提出增長型戰(zhàn)略是青島市發(fā)展生物質(zhì)能的選擇。最后,基于增長型戰(zhàn)略,提出了青島市生物質(zhì)能發(fā)展戰(zhàn)略的保障措施。本文主要是針對青島市生物質(zhì)能發(fā)展戰(zhàn)略,利用SWOT戰(zhàn)略分析工具得出了青島市生物質(zhì)能發(fā)展的增長型戰(zhàn)略。同時,為了使這個戰(zhàn)略能夠在實踐順利實施,提出了相關(guān)建議性的保障措施。
[Abstract]:At present, with the rapid development of China's economy and society, the continuous optimization of energy structure at home and abroad, as well as the improvement of energy efficiency and energy core science and technology, The influence of energy consumption on the sustainable development of our country's economy society and environment is becoming more and more obvious which poses a new challenge to the layout of our country's energy development. Under the national strategy of Shandong Peninsula Blue Economic Zone construction in 2011, Qingdao has become the leading city in regional construction. Qingdao as a first-tier city in the country, its politics, economy, culture and social security are relatively developed, the comprehensive competitiveness of the city is in the forefront of the country. At the same time, Qingdao is also a tourist city of energy input, its energy dependence is relatively high, the contradiction between economic and social development and energy demand is more and more obvious. Like other big cities in China, the rapid development of economy and society in Qingdao has brought great pressure to the environment. The sustainable supply of energy and the coordinated development of economic and social environment are constantly affecting the healthy development of Qingdao in the future. Compared with traditional energy and other renewable energy, biomass energy has the characteristics of rich resources, renewable, low pollution and so on. The development of biomass energy has become a very important way to solve these contradictions. This paper mainly studies the development strategy and safeguard measures of biomass energy in Qingdao. Firstly, on the basis of introducing the connotation and development significance of biomass energy, the experience of biomass energy development abroad is summarized. Through the relevant policy documents, literature and website information, this paper makes a detailed analysis of the resource and development status of biomass energy in Qingdao, and deeply analyzes the problems existing in the development of biomass energy in Qingdao. Secondly, based on SWOT analysis framework, this paper analyzes the advantages, disadvantages, opportunities and challenges of the development of biomass energy in Qingdao, and points out that the growth strategy is the choice of the development of biomass energy in Qingdao. Finally, based on the growth strategy, this paper puts forward the safeguard measures for the development strategy of biomass energy in Qingdao. This paper mainly aims at the development strategy of biomass energy in Qingdao, and obtains the growth strategy of biomass energy development in Qingdao by using SWOT strategy analysis tool. At the same time, in order to make the strategy can be carried out smoothly in practice, put forward the relevant recommended safeguard measures.
