文化產(chǎn)業(yè)管理體制比較研究

【摘要】:文化是歷史基因,是民族血脈,是精神家園,同時(shí)也是政治風(fēng)景,是經(jīng)濟(jì)指征,是社會(huì)貌像。隨著全球化、網(wǎng)絡(luò)化時(shí)代的到來(lái),文化產(chǎn)業(yè)發(fā)展水平已成了決定國(guó)家軟實(shí)力和文化競(jìng)爭(zhēng)力的關(guān)鍵因素。文化產(chǎn)業(yè)是世界經(jīng)濟(jì)的重要組成部分,是我國(guó)文化建設(shè)中的重要內(nèi)容。為找到推動(dòng)文化產(chǎn)業(yè)快速健康發(fā)展的道路,進(jìn)行管理體制理論上的探究十分必要。文化產(chǎn)業(yè)管理體制相較于文化體制來(lái)說(shuō),更符合經(jīng)濟(jì)全球化背景下的研究話語(yǔ)體系,也使理論指導(dǎo)實(shí)踐的方向更加明確。 本論文著眼于文化產(chǎn)業(yè)管理體制形成和發(fā)展的軌跡,以政治學(xué)理論和發(fā)展經(jīng)濟(jì)學(xué)理論為依據(jù),用制度分析的方法,比較研究世界上具有代表性國(guó)家的文化產(chǎn)業(yè)管理體制的表現(xiàn)形式和內(nèi)在特征,比較研究我國(guó)具有代表性的行政區(qū)域的文化產(chǎn)業(yè)管理體制的運(yùn)行狀態(tài),初步探究我國(guó)文化產(chǎn)業(yè)管理體制所具備的特點(diǎn)、所存在的問(wèn)題、所應(yīng)具備的解決思路。論文首先探求了文化的涵義、特征和作用,辨析了文化事業(yè)、文化經(jīng)濟(jì)與文化產(chǎn)業(yè)的異同和聯(lián)系,整理了文化體制、文化政策和文化產(chǎn)業(yè)管理體制之間的相互關(guān)系,提出了采用國(guó)際通用的話語(yǔ)體系來(lái)研究文化產(chǎn)業(yè)管理體制的課題。然后,論文選取了美國(guó)、法國(guó)、日本等部分西方發(fā)達(dá)國(guó)家和韓國(guó)、印度等部分新興經(jīng)濟(jì)國(guó)家作為研究對(duì)象,從這些國(guó)家的文化產(chǎn)業(yè)形成發(fā)展的特點(diǎn)、政府管理機(jī)構(gòu)、民間組織管理、政府管理機(jī)制等方面進(jìn)行比較分析,嘗試找到可資借鑒的經(jīng)驗(yàn)和做法。其后,論文落腳于我國(guó)文化產(chǎn)業(yè)管理體制的發(fā)源、形成和發(fā)展、面臨的情勢(shì),比較分析了京津滬渝四個(gè)直轄市和粵湘陜寧四個(gè)省份的文化行政管理部門的施行文化產(chǎn)業(yè)管理職能的運(yùn)行情況,初步歸納出我國(guó)目前文化產(chǎn)業(yè)管理體制存在著如何處理好“魂”與“體”、“戰(zhàn)略”與“戰(zhàn)術(shù)”、“機(jī)構(gòu)”與“權(quán)責(zé)”、“政府”與“市場(chǎng)”、“繁榮”與“規(guī)范”等方面關(guān)系的問(wèn)題,提出了從秉承中華優(yōu)秀傳統(tǒng)文化、正確履行政府職能、科學(xué)設(shè)置政府機(jī)構(gòu)及加強(qiáng)文化立法工作等四個(gè)方面解決問(wèn)題的思路。 本文努力在以下三個(gè)方面嘗試創(chuàng)新:第一,在研究視角上,將文化產(chǎn)業(yè)管理體制從文化體制中獨(dú)立出來(lái)研究,將政府管理與文化產(chǎn)業(yè)緊密結(jié)合起來(lái)研究,跳出文化來(lái)看文化產(chǎn)業(yè),引入比較政治學(xué)的研究方法來(lái)看文化產(chǎn)業(yè),以期比較完整、系統(tǒng)地厘清文化產(chǎn)業(yè)與政治、經(jīng)濟(jì)的關(guān)系,初步摸清文化產(chǎn)業(yè)管理體制的形成要素、特性表征及趨勢(shì)走向,第二,在研究過(guò)程上,將文獻(xiàn)分析法和個(gè)案研究法結(jié)合起來(lái),將與文化產(chǎn)業(yè)密切相關(guān)的各門學(xué)科融會(huì)貫通,以期通過(guò)國(guó)外看國(guó)內(nèi),通過(guò)歷史看未來(lái),找到文化產(chǎn)業(yè)管理體制的源與流。第三,在研究結(jié)論上,力圖通過(guò)比較分析,找到我國(guó)在構(gòu)建有自身特色的文化產(chǎn)業(yè)管理體制時(shí)出現(xiàn)或存在的一些問(wèn)題,以高度的文化自信去借鑒、以高度的文化自覺(jué)來(lái)完善,提出我國(guó)的文化產(chǎn)業(yè)管理體制深化改革的一點(diǎn)思路,推動(dòng)我國(guó)文化產(chǎn)業(yè)的不斷進(jìn)步。
[Abstract]:Culture is a historical gene, a national blood, a spiritual home, a political landscape, an economic indication and a social appearance. With the advent of globalization and the advent of the network era, the development level of cultural industry has become a key factor in determining the soft power and cultural competitiveness of the country. In order to find the way to promote the rapid and healthy development of cultural industry, it is necessary to explore the theory of management system in order to promote the rapid and healthy development of cultural industry. The cultural industry management system is more consistent with the research discourse system under the background of economic globalization than in the cultural system, and also makes the direction of the theory guide practice more clear.
This paper focuses on the formation and development of the management system of cultural industry. Based on the theory of political science and the theory of development economics, this paper makes a comparative study of the forms and internal characteristics of the cultural industry management system of the representative countries in the world by means of institutional analysis, compared with the study of the representative Administrative Region in China. The operation state of the industrial management system, the preliminary exploration of the characteristics of the cultural industry management system in China, the existing problems and the solutions that should be solved. First, the thesis explores the meaning, characteristics and functions of culture, distinguishes the differences and connections between cultural undertakings, cultural and cultural industries, and collates the cultural system and cultural administration. The relationship between the policy and the management system of cultural industry puts forward the topic of using the international general discourse system to study the management system of cultural industry. Then, the thesis selects some developed countries such as the United States, France, Japan and other western countries, such as Korea, India and other emerging economies as the research object, from the cultural industries of these countries. The characteristics of the formation and development, the government management institutions, the civil organization management, the government management mechanism and so on, try to find the experience and practice that can be used for reference. After that, the paper falls on the origin, formation and development of the management system of cultural industry in China, and compares the four municipalities directly under the central government of Beijing, Tianjin, Shanghai and Chongqing and Yue Xiangshan. The operation of cultural administration functions in the cultural administration departments of the four provinces in Ningxia Province is carried out, and the preliminary induction of the existence of the current cultural industry management system in our country is how to deal with the "soul" and "body", "strategy" and "tactics", "organization" and "power and responsibility", "government" and "market", "prosperity" and "standard" On the other side, we put forward the thinking of solving the problems from four aspects: adhering to the excellent traditional Chinese culture, correctly performing the function of the government, setting up the government institutions scientifically and strengthening the work of cultural legislation.
This article tries to innovate in the following three aspects: first, in the perspective of research, the cultural industry management system is independent from the cultural system, and the government management and the cultural industry are closely combined to study the culture industry, and the cultural industry is introduced into the culture industry by introducing the comparative political research method, so as to be more complete. Systematically clarifies the relationship between cultural industry and politics and economy, and preliminarily clarifies the elements of formation, characterization and trend of the management system of cultural industry. Second. In the process of research, the literature analysis and case study are combined to integrate the various subjects closely related to the cultural industry, so as to see the domestic and other countries through foreign countries. Through the history of the future, find the source and flow of the management system of cultural industry. Third, in the conclusion of the study, we try to find out some problems in the construction of the cultural industry management system with its own characteristics through comparative analysis, and use the high cultural confidence to learn from it, perfect the cultural consciousness and put forward the culture of our country. A train of thought for deepening the reform of industrial management system will promote the continuous progress of China's cultural industry.
