【摘要】：政治是治國安邦之道，政治的穩(wěn)定與否關系著國家的健康發(fā)展。而要實現(xiàn)政治穩(wěn)定，民主乃必經(jīng)之路。人民當家作主，是馬克思主義的基本原則之一。在我國，發(fā)展社會主義民主是現(xiàn)代化建設的重要目標，1979年鄧小平說過：“沒有民主就沒有社會主義，就沒有社會主義的現(xiàn)代化�！倍鶎用裰魇巧鐣髁x民主的重要組成部分，是人民群眾在基層政治、經(jīng)濟、文化、社會領域直接行使民主權利，參與社會事務與管理事業(yè)的制度。我國農(nóng)村的政治在全國政治這個整體中，處于最根本的地位，涉及到人群以及范圍都是最大的。在我國農(nóng)村實現(xiàn)政治民主化，就實現(xiàn)了基層民主。30年前的改革開放，我國農(nóng)村在兩個方面進行了改革：第一是經(jīng)濟方面的家庭聯(lián)產(chǎn)承包責任制，第二是政治方面的村民自治為主要內(nèi)容的農(nóng)村政治民主化進程。村民自治是有中國特色的基層民主制度，，是我國在農(nóng)村領域引入的民主治理制度。推動村民自治的健康有序發(fā)展，對我國基層民主政治以及農(nóng)村領域?qū)崿F(xiàn)政治民主化有十分重要的意義。幾十年來，村民自治的應用及發(fā)展，吸引了學術界的極大關注，掀起了一番研究熱潮。本文以村民自治為主線，對村民自治的理論、實踐、進程中出現(xiàn)的問題、完善等方面做了系統(tǒng)詳細的闡述。就村民自治的諸多方面也提出了自己的一些看法。著重強調(diào)了在農(nóng)村社會領域樹立公民意識與自治精神，培育公民社會，讓村民真正在實踐中得到民主訓練，讓民主成為他們的一種生活方式，為我國社會主義民主做出重要的貢獻。 村民自治是在我國農(nóng)村實行基層直接民主的一項基本政治制度。近年來，村民自治制度建設，伴隨著整個農(nóng)村改革的發(fā)展，經(jīng)過積極探索，成功地走出了一條開拓中國農(nóng)村民主政治發(fā)展的新路子�；仡櫞迕褡灾巫哌^的歷程，研究村民自治的現(xiàn)狀，總結(jié)村民自治的成功經(jīng)驗，對于進一步推動基層民主政治建設，促進農(nóng)村的穩(wěn)定發(fā)展，有著重要的現(xiàn)實意義和長遠的戰(zhàn)略意義。
[Abstract]:Politics is the way to govern the country. The stability of politics is related to the healthy development of the country. Democracy is the only way to achieve political stability. One of the basic principles of Marxism is that the people are masters of their own affairs. In China, the development of socialist democracy is an important goal of modernization. In 1979, Deng Xiaoping said: "without democracy, there would be no socialism, there would be no socialist modernization." Grassroots democracy is an important part of socialist democracy. It is a system for the masses to directly exercise their democratic rights and participate in social affairs and management in the political, economic, cultural and social fields at the grass-roots level. The politics of our country is in the most fundamental position in the whole country politics, involving the crowd and the scope is the largest. Political democratization in the rural areas of our country has brought about democracy at the grass-roots level. 30 years ago, in the course of reform and opening up, the rural areas of our country have carried out reforms in two aspects: first, the household contract responsibility system in the economic field. The second is the process of political democratization of rural politics. Villager autonomy is a grassroots democratic system with Chinese characteristics and a democratic governance system introduced in rural areas in China. It is of great significance to promote the healthy and orderly development of villagers' autonomy for the realization of political democratization in our country's grass-roots democratic politics and in rural areas. In recent decades, the application and development of villager autonomy have attracted great attention from academic circles and raised a research boom. Based on the main line of villager autonomy, this paper makes a systematic and detailed exposition on the theory, practice, problems in the process and perfection of villager autonomy. On many aspects of villagers autonomy also put forward their own views. Emphasizing the establishment of civic awareness and the spirit of autonomy in the field of rural society, the cultivation of civil society, the genuine democratic training of villagers in practice and the adoption of democracy as a way of life, To make important contributions to our socialist democracy. Villager self-government is a basic political system of carrying out direct democracy at the grassroots level in the countryside of our country. In recent years, the construction of villager autonomy system, with the development of the whole rural reform, has successfully opened up a new way for the development of China's rural democratic politics through active exploration. Reviewing the course of villagers' autonomy, studying the present situation of villagers' autonomy and summing up the successful experiences of villagers' autonomy will further promote the construction of grass-roots democratic politics and promote the stable development of rural areas, It has important practical significance and long-term strategic significance.
