【摘要】：歐盟是世界上非常重要的區(qū)域一體化組織和眾多體育運動的流行地區(qū),同時也是世界上體育活動最為活躍和體育商業(yè)化及國際化最為發(fā)達的區(qū)域之一。體育作為重要的社會運動形式,對歐洲社會融合有著特殊的意義。在歐盟一體化完善的過程中,體育越發(fā)重要,歐盟體育政策也隨之不斷發(fā)展。本文通過查閱歐盟官方網(wǎng)站、歐盟體育政策的外文文本、歐盟體育白皮書的內(nèi)容等,對歐洲體育組織的管理機構(gòu)、歐盟體育政策的產(chǎn)生和發(fā)展、歐盟體育政策的主要內(nèi)容及成員國在歐盟指導(dǎo)下的行動措施、歐盟體育政策的執(zhí)行及其存在的問題以及近期歐盟體育政策的發(fā)展方向等內(nèi)容進行研究,梳理了歐盟體育政策目前的主要內(nèi)容和現(xiàn)狀。本研究采用文獻資料法、邏輯分析法、專家訪談法等研究方法,從歐盟體育組織入手,重點關(guān)注歐盟政策內(nèi)容的制定和發(fā)展,并結(jié)合歐盟體育政策對各成員國的執(zhí)行情況,探討其存在的問題。本文根據(jù)研究得出以下結(jié)論:1.歐盟體育的管理機構(gòu)包括政府組織、非政府組織和其他體育相關(guān)組織,采用自上而下的金字塔型組織結(jié)構(gòu)。歐盟體育政策的制定與實施是以歐盟委員會為中心,各成員國體育部門、體育社會組織、利益相關(guān)者共同協(xié)商的過程。2.歐盟體育政策的制定是基于成員國政治、經(jīng)濟、文化的發(fā)展,成員國要求歐盟政策制定時突出體育的訴求,以及歐洲公民對平等參與體育的需求;歐盟體育政策也經(jīng)歷了邊緣化、被認可、逐步發(fā)展的過程。3.歐盟體育政策的表現(xiàn)形式分為法律形式和非法律形式,體育政策的涉及層面廣泛,尤以群眾體育層面較多。4.歐盟體育政策在執(zhí)行中存在著共同利益與國家利益協(xié)調(diào)的困境,歐盟和成員國的體育治理差異等問題。具體體現(xiàn)在體育設(shè)施建設(shè)的融資方式,各國政府和體育協(xié)會關(guān)系不盡相同。5.歐盟體育政策近期的政策重點仍圍繞公民健康和體育參與的平等公正、體育的社會功能和運動員教育等大眾體育和體育產(chǎn)業(yè)方向。
[Abstract]:The European Union (EU) is one of the most important regional integration organizations in the world and one of the most popular sports regions in the world. At the same time, it is also one of the most active sports activities and one of the most developed regions of commercialization and internationalization of sports in the world. As an important form of social movement, sports has special significance for European social integration. In the process of EU integration, sports is becoming more and more important, and EU sports policy is also developing. By consulting the official website of the European Union, the foreign text of the EU sports policy and the contents of the EU sports white paper, this paper discusses the emergence and development of the European sports organization and the EU sports policy. The main contents of EU sports policy and the action measures of member states under the guidance of EU, the implementation of EU sports policy and its existing problems, as well as the development direction of EU sports policy are studied. The main contents and present situation of EU sports policy are combed out. This research adopts the methods of literature, logic analysis, expert interview and so on, starting with the EU sports organization, focusing on the formulation and development of EU policy content, and combining the implementation of EU sports policy to the member states. The existing problems are discussed. Based on the study, this paper draws the following conclusion: 1. The governing bodies of EU sports include government organizations, non-governmental organizations and other sports related organizations, adopting a top-down pyramid structure. The formulation and implementation of EU sports policy is a process of consultation among the sports departments, sports social organizations and stakeholders of the member states, with the European Commission as the center. The formulation of EU sports policy is based on the political, economic and cultural development of the member states. The EU sports policy has also gone through a process of marginalization, recognition, and progressive development. The manifestation of EU sports policy is divided into legal form and non-legal form. Sports policy involves a wide range of levels, especially in mass sports level. There are some problems in the implementation of EU sports policy, such as the coordination of common interests and national interests, and the differences in sports governance between EU and member states. Concretely manifests in the sports facility construction financing way, the each country government and the sports association relations are not the same. 5. The emphasis of EU sports policy in recent years is still focused on the equality and fairness of citizen health and sports participation, the social function of sports and the direction of mass sports and sports industry such as athlete education.
