【摘要】：城市是國家和地區(qū)政治、經(jīng)濟、文化、教育的中心，，在現(xiàn)代社會中扮演至關(guān)重要的角色。隨著經(jīng)濟全球化、市場化、網(wǎng)絡(luò)化進(jìn)程的加快，國與國之間的競爭突出的表現(xiàn)為城市間的競爭，城市的發(fā)展某種程度上決定著一個國家的未來及其在世界舞臺上的地位。城市事物的復(fù)雜性對傳統(tǒng)城市管理范式提出了新的挑戰(zhàn)。 我國自改革開放和確立社會主義市場經(jīng)濟體制以來，城市社會發(fā)生了巨大變化，社會結(jié)構(gòu)的急劇變革、人口要素、產(chǎn)業(yè)要素等生產(chǎn)要素流動性加快使城市政府，經(jīng)受多方考驗。不斷完善城市治理方式，構(gòu)建科學(xué)合理的城市治理體系，促進(jìn)城市的可持續(xù)發(fā)展成為城市治理的關(guān)鍵。 中國的城市管理存在的問題主要表現(xiàn)在：計劃經(jīng)濟體制下的高度集中的管理模式；“城市經(jīng)營理念”下經(jīng)濟至上的管理模式；社會轉(zhuǎn)型期背景下，交通、住房等亟待解決的社會問題。其成因是：計劃經(jīng)濟體制的束縛及中央與地方政府間運作機制不完善；公眾參與治理意識薄弱及政府官員治理理論素養(yǎng)的缺乏；社會轉(zhuǎn)型期所面臨諸多矛盾與問題的復(fù)雜性等。因此，轉(zhuǎn)變傳統(tǒng)的城市管理范式，在善治理念的支持下，構(gòu)建以政府、企業(yè)、非營利性組織、公民等多方主體共同參與的中國特色的城市治理體系，以求由傳統(tǒng)單一性的城市管理方式向多元主體相互合作的城市治理范式的轉(zhuǎn)型。
[Abstract]:City is the center of national and regional politics , economy , culture and education , plays a vital role in modern society . With the globalization of economy , the speed of market - oriented and networked process , the competition between the state and the state is the competition among cities , and the development of the city determines the future of a country and its position on the world stage . The complexity of the city is a new challenge to the traditional urban management paradigm .

Since the reform and opening - up and the establishment of the socialist market economy system , the urban society has undergone tremendous changes , the rapid change of the social structure , the elements of the population , the factors of industrial production and other factors of production have accelerated the urban government and the multi - test . The urban governance is continuously improved , the scientific and reasonable urban governance system is constructed , and the sustainable development of the city is the key to urban governance .

The problems existing in China ' s urban management mainly include : the highly centralized management mode under the planned economy system ;
The management mode of economic supremacy under the concept of " city management " ;
The social problems that need to be solved urgently need to be solved in the background of social transformation , such as transportation , housing and so on . The reason is that the restraint of the planned economy system and the imperfect operation mechanism between the central government and the local government ;
Lack of public participation in governance consciousness and government officials ' theoretical attainment ;
Therefore , to transform the traditional urban management paradigm , under the support of good governance , to construct the urban governance system with the characteristics of government , enterprise , non - profit organization , citizen , etc .
