【摘要】：反建制主義已經(jīng)成為當(dāng)前國際上最為流行的一種政治現(xiàn)象。非洲國家也存在各種類型的反建制主義行為,這其中包括橫掃突尼斯、埃及和利比亞等國所謂的"阿拉伯之春"運(yùn)動(dòng),布隆迪、盧旺達(dá)和剛果(布)等國領(lǐng)導(dǎo)人的"第三任期"問題,津巴布韋的土地改革和本土化政策,以及南非的排外行為等。其中,"阿拉伯之春"從本質(zhì)上而言是一場有破無立的群眾運(yùn)動(dòng);"第三任期"是針對(duì)自由民主這種來自西方的民主建制所采取的反建制主義行為;土地改革和本土化政策是穆加貝政府為了謀求繼續(xù)執(zhí)政而采取的激進(jìn)主義措施,具有政治動(dòng)員、反政治正確和反全球化的特征;南非的排外行為以來自非洲其他國家的移民為目標(biāo),凸顯了認(rèn)同政治的勃興及其給非洲地區(qū)一體化所帶來的負(fù)面效應(yīng)。反建制主義的勃興表明非洲國家目前仍處于政治轉(zhuǎn)型期,是它們在政治、經(jīng)濟(jì)與社會(huì)發(fā)展中謀求符合自身國情的模式與道路的嘗試。
[Abstract]:Anti-institutionalism has become the most popular political phenomenon in the world. There are also various types of anti-institutionalism in African countries, including the so-called "Arab Spring" campaign across Tunisia, Egypt and Libya, Burundi, The "third term" of leaders in Rwanda and Congo, Zimbabwe's policy of land reform and localization, and South Africa's xenophobia. Among them, "Arab Spring" is essentially a mass movement with no standing, "the third term of office" is an anti-establishment action against liberal democracy, a democratic system from the West. The policy of land reform and localization is a radical measure taken by Mugabe government in order to continue to be in power, which has the characteristics of political mobilization, anti-political correctness and anti-globalization. South Africa's xenophobia targets migrants from other African countries, highlighting the rise of identity politics and its negative effects on African regional integration. The rise of anti-institutionalism indicates that African countries are still in the period of political transformation, which is an attempt to seek a pattern and road suitable to their own national conditions in political, economic and social development.
