【摘要】：天然橡膠作為一種重要的戰(zhàn)略資源其主要生產(chǎn)地區(qū)在東盟，中國則是全球天然橡膠第一大消費(fèi)國，近年來，雙方在天然橡膠領(lǐng)域的合作日漸深入。本文正是基于此背景下，對(duì)決定中國-東盟天然橡膠產(chǎn)業(yè)合作潛力的三大方面，即合作必要性及動(dòng)因、合作機(jī)遇、合作的歷史及影響因素進(jìn)行研究。在研究過程中本文通過選取G-L產(chǎn)業(yè)內(nèi)貿(mào)易指數(shù)、RCA顯示性比較優(yōu)勢指數(shù)及TC產(chǎn)業(yè)貿(mào)易互補(bǔ)性指數(shù)對(duì)有關(guān)數(shù)據(jù)進(jìn)行定量分析，從而得出雙方的合作動(dòng)因，并運(yùn)用PEST分析法對(duì)雙方在天然橡膠領(lǐng)域的合作機(jī)遇進(jìn)行了研究。 通過以上研究發(fā)現(xiàn)雙方天然橡膠產(chǎn)業(yè)合作潛力巨大，概括來講：一是雙方天然橡膠貿(mào)易額不斷增大；二是雙方在天然橡膠產(chǎn)業(yè)領(lǐng)域貿(mào)易互補(bǔ)性強(qiáng)，合作動(dòng)因及必要性明顯；三是雙方在政治、經(jīng)濟(jì)、文化及技術(shù)等方面均存在進(jìn)一步挖掘天然橡膠產(chǎn)業(yè)合作潛力的機(jī)遇；四是自在天然橡膠領(lǐng)域開展合作以來，，雙方雖已取得一些階段性的成果，但合作模式還較為初級(jí)，有進(jìn)一步得到提升的潛力。 為了進(jìn)一步加深雙方在天然橡膠產(chǎn)業(yè)領(lǐng)域的合作，本文提出了如下六個(gè)方面的政策建議：一是推進(jìn)雙方政治及經(jīng)濟(jì)等多領(lǐng)域全面合作；二是積極同國際天然橡膠組織開展合作；三是加大人才培養(yǎng)力度；四是在金融信息領(lǐng)域同東盟展開合作；五是為我國海外膠企提供一攬子服務(wù)；六是同東盟在天然橡膠領(lǐng)域開展差異化合作。
[Abstract]:As an important strategic resource, natural rubber is mainly produced in ASEAN, while China is the largest consumer of natural rubber in the world. In recent years, the cooperation between the two sides in the field of natural rubber is deepening day by day. Based on this background, this paper studies the three aspects that determine the potential of China-ASEAN natural rubber industry cooperation, that is, the necessity and motivation of cooperation, the opportunity of cooperation, the history of cooperation and the influencing factors. In the course of the research, this paper chooses G-L intra-industry trade index, RCA comparative advantage index and TC industry trade complementary index to carry on the quantitative analysis to the related data, thus obtains the cooperation motive of both sides. The cooperation opportunities in the field of natural rubber were studied by PEST method. Through the above research, we find that the cooperation potential of the natural rubber industry between the two sides is great. In general, the volume of natural rubber trade between the two sides is increasing, and the trade between the two sides in the field of natural rubber industry is highly complementary, the motive and necessity of cooperation are obvious. Third, there are opportunities for the two sides to further tap the potential for cooperation in the natural rubber industry in political, economic, cultural and technological aspects; fourth, since the two sides launched cooperation in the field of natural rubber, although the two sides have achieved some phased results, However, the cooperation model is still relatively primary, and has the potential to be further promoted. In order to further deepen the cooperation between the two sides in the field of natural rubber industry, this paper puts forward the following six policy suggestions: first, to promote the comprehensive cooperation between the two sides in political and economic fields; second, to actively cooperate with international natural rubber organizations; Third, strengthen the training of talents; fourth, develop cooperation with ASEAN in the field of financial information; fifth, provide a package of services for overseas rubber enterprises in China; and sixth, carry out differentiated cooperation with ASEAN in the field of natural rubber.
