【摘要】：本文從我國經(jīng)濟(jì)發(fā)展階段、國家發(fā)展戰(zhàn)略、公共政策實(shí)踐和學(xué)界社會輿論界的一系列動向的分析出發(fā),提出中國已經(jīng)開始超越傳統(tǒng)以單一經(jīng)濟(jì)理性為主導(dǎo)的發(fā)展階段,開始全景式公共政策的綜合理性時(shí)代。這一新的時(shí)代,不簡單以經(jīng)濟(jì)發(fā)展指標(biāo)為發(fā)展目標(biāo),而是綜合考慮新階段國家和社會發(fā)展的需要,從政治、經(jīng)濟(jì)、社會、歷史文化、心理訴求、可持續(xù)發(fā)展和國際環(huán)境等多個(gè)維度,審視和考察國家發(fā)展戰(zhàn)略和方法。這一時(shí)代的特點(diǎn),給新一代公共政策的研究者、制定和執(zhí)行者,提出了更高更艱巨的任務(wù),需要認(rèn)真對待,直面挑戰(zhàn),以更加深廣的研究,整體綜合的思考和評估,應(yīng)對全面深化的改革需求。
[Abstract]:Based on the analysis of a series of trends in China's economic development stage, national development strategy, public policy practice and academic social public opinion, this paper points out that China has begun to transcend the traditional stage of development dominated by single economic rationality. Start the comprehensive rational era of panoramic public policy. In this new era, economic development indicators are not simply taken as development goals, but rather the needs of the new stage of national and social development are comprehensively considered, with political, economic, social, historical, cultural and psychological demands.
