創(chuàng)新驅(qū)動(dòng)中國(guó)光伏產(chǎn)業(yè)整合發(fā)展研究

【摘要】:黨的十八大報(bào)告明確提出了支持新能源發(fā)展,2014年“兩會(huì)”期間,李克強(qiáng)總理也明確提出鼓勵(lì)發(fā)展太陽(yáng)能,政府支持使得光伏產(chǎn)業(yè)發(fā)展面臨重大機(jī)遇。此外,隨著傳統(tǒng)能源的日益枯竭以及環(huán)境問題的日益嚴(yán)重,發(fā)展以太陽(yáng)能、風(fēng)能等為代表的新能源已經(jīng)成為世界各國(guó)的必然選擇。 首先,論述光伏產(chǎn)業(yè)發(fā)展的現(xiàn)狀,表現(xiàn)在通過(guò)PEST分析對(duì)中國(guó)光伏產(chǎn)業(yè)發(fā)展的政治、經(jīng)濟(jì)、社會(huì)和技術(shù)環(huán)境進(jìn)行分析;運(yùn)用SWOT分析對(duì)光伏產(chǎn)業(yè)發(fā)展的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇、威脅進(jìn)行分析;本文根據(jù)相關(guān)數(shù)據(jù)創(chuàng)建評(píng)價(jià)光伏產(chǎn)業(yè)競(jìng)爭(zhēng)力的指標(biāo)體系和模型,運(yùn)用熵值法對(duì)中國(guó)光伏產(chǎn)業(yè)競(jìng)爭(zhēng)力進(jìn)行量化析;此外,在現(xiàn)狀分析中還對(duì)光伏產(chǎn)業(yè)的創(chuàng)新能力進(jìn)行研宄,從而從環(huán)境、競(jìng)爭(zhēng)力、創(chuàng)新能力方面對(duì)光伏產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行了全面分析。其次,分析了中國(guó)光伏產(chǎn)業(yè)發(fā)展問題及原因,發(fā)展問題主要表現(xiàn)在光伏產(chǎn)業(yè)鏈發(fā)展不平衡、產(chǎn)業(yè)與市場(chǎng)倒掛、產(chǎn)能過(guò)剩、自主創(chuàng)新能力弱、融資困難、技術(shù)發(fā)展落后及技術(shù)創(chuàng)新水平低這幾個(gè)方面,而產(chǎn)生這些問題的原因則主要有產(chǎn)業(yè)鏈環(huán)節(jié)發(fā)展程度不一、原有利益格局制約國(guó)內(nèi)光伏市場(chǎng)發(fā)展、地方政府的不適當(dāng)激勵(lì)、缺乏創(chuàng)新意識(shí)和創(chuàng)新人才、金融體制機(jī)制缺陷和金融創(chuàng)新缺乏、技術(shù)創(chuàng)新資金不足,產(chǎn)學(xué)研結(jié)合程度不高等方面,有助于針對(duì)問題及產(chǎn)生的具體原因采取具體對(duì)策來(lái)解決問題。 本文針對(duì)上面的論述在最后提出了促進(jìn)光伏產(chǎn)業(yè)發(fā)展的戰(zhàn)略體系,,具體來(lái)說(shuō)包括產(chǎn)業(yè)鏈戰(zhàn)略、市場(chǎng)創(chuàng)新戰(zhàn)略、政策創(chuàng)新戰(zhàn)略、人才創(chuàng)新戰(zhàn)略、金融創(chuàng)新戰(zhàn)略、技術(shù)發(fā)展戰(zhàn)略和行業(yè)整合戰(zhàn)略,從行業(yè)、市場(chǎng)、政策、人才、金融、技術(shù)等方面提出了促進(jìn)光伏產(chǎn)業(yè)發(fā)展的戰(zhàn)略選擇。本文最后提出了實(shí)施創(chuàng)新驅(qū)動(dòng)戰(zhàn)略、整合光伏產(chǎn)業(yè)發(fā)展的具體路徑,包括積極進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,實(shí)施垂直一體化戰(zhàn)略;改革電力機(jī)制,積極開拓市場(chǎng);政府需要積極完善產(chǎn)業(yè)政策,進(jìn)行政策創(chuàng)新;注重光伏專業(yè)人才的培養(yǎng),提高自主創(chuàng)新能力;在金融支持上要不斷優(yōu)化融資環(huán)境,提供更多的融資途徑;從技術(shù)角度分析需要不斷加強(qiáng)創(chuàng)新,促使光伏技術(shù)進(jìn)步和產(chǎn)學(xué)研結(jié)合;從整個(gè)行業(yè)角度講則需要積極推進(jìn)企業(yè)兼并重組和縱向整合,建立產(chǎn)業(yè)聯(lián)盟。
[Abstract]:The report of the 18th National Congress of the Communist Party of China explicitly proposed to support the development of new energy sources. During the "two sessions" in 2014, Prime Minister Li Keqiang also explicitly proposed to encourage the development of solar energy, and government support made the development of photovoltaic industry face major opportunities. In addition, with the depletion of traditional energy and the increasingly serious environmental problems, the development of new energy, such as solar energy, wind energy and so on, has become the inevitable choice of countries in the world. First of all, it discusses the current situation of photovoltaic industry development, which is manifested in the analysis of the political, economic, social and technological environment of China's photovoltaic industry development through PEST analysis, and the advantages, disadvantages and opportunities of photovoltaic industry development by using SWOT analysis. According to the relevant data, this paper creates an index system and model to evaluate the competitiveness of photovoltaic industry, and uses entropy method to quantify the competitiveness of photovoltaic industry in China. In the analysis of the current situation, the innovation ability of photovoltaic industry is studied, and the development status of photovoltaic industry is comprehensively analyzed from the aspects of environment, competitiveness and innovation ability. Secondly, the paper analyzes the problems and reasons for the development of photovoltaic industry in China. The development problems are mainly reflected in the unbalanced development of photovoltaic industry chain, the inverted link between industry and market, overcapacity, weak independent innovation ability and difficulty in financing. The technical development is backward and the level of technological innovation is low. The main reasons for these problems are the different degree of development of the industrial chain, the original benefit pattern restricts the development of domestic photovoltaic market, and the improper incentives of the local government. The lack of innovative consciousness and talents, the defects of financial system and mechanism, the lack of financial innovation, the shortage of technical innovation funds, and the low degree of combination of production, teaching and research are helpful to take concrete countermeasures to solve the problems. At the end of the thesis, the paper puts forward a strategic system to promote the development of photovoltaic industry, including industry chain strategy, market innovation strategy, policy innovation strategy, talent innovation strategy, financial innovation strategy. Technology development strategy and industry integration strategy, from the industry, market, policy, talent, finance, technology and other aspects to promote the development of photovoltaic industry strategic choice. Finally, the paper puts forward the strategy of innovation driving, integrating the specific path of photovoltaic industry development, including actively adjusting the industrial structure, implementing vertical integration strategy, reforming the electric power mechanism, and actively developing the market. The government needs to actively improve industrial policies, carry out policy innovation, pay attention to the cultivation of photovoltaic professionals, improve the ability of independent innovation, constantly optimize the financing environment in financial support, and provide more financing channels. From the point of view of technology, it is necessary to strengthen innovation and promote the combination of photovoltaic technology progress and industry, and from the whole industry point of view, it is necessary to actively promote the merger and reorganization of enterprises and vertical integration, and to establish industrial alliances.
