【摘要】：當(dāng)前,我國(guó)正處于社會(huì)發(fā)展進(jìn)程中的改革與深化階段,在改革和社會(huì)轉(zhuǎn)型期,社會(huì)各個(gè)領(lǐng)域中存在著多種社會(huì)矛盾和社會(huì)問(wèn)題。面對(duì)紛繁復(fù)雜的社會(huì)矛盾,管控型的社會(huì)治理模式逐漸失去其有效性。同時(shí),在經(jīng)濟(jì)和社會(huì)的快速發(fā)展和影響下,公民的主體意識(shí)不斷得到增強(qiáng),非政府組織逐漸壯大和完善,這就為進(jìn)一步創(chuàng)新社會(huì)治理格局提出了新的挑戰(zhàn)。那么,如何進(jìn)一步加強(qiáng)和創(chuàng)新社會(huì)治理體制,解決當(dāng)前社會(huì)轉(zhuǎn)型期存在的復(fù)雜社會(huì)矛盾,為我國(guó)今后經(jīng)濟(jì)發(fā)展和深化改革創(chuàng)造穩(wěn)定的社會(huì)環(huán)境,實(shí)現(xiàn)國(guó)家的長(zhǎng)治久安,也就成為了當(dāng)前我國(guó)行政體制改革的難題和挑戰(zhàn)。本文立足于全球化和社會(huì)主義現(xiàn)代化轉(zhuǎn)型的時(shí)代背景。首先,對(duì)當(dāng)代中國(guó)社會(huì)治理思想的歷史發(fā)展進(jìn)程及當(dāng)代中國(guó)社會(huì)治理思想的產(chǎn)生條件進(jìn)行了分析。其次,從當(dāng)代中國(guó)社會(huì)治理主體、當(dāng)代中國(guó)社會(huì)治理方式和當(dāng)代中國(guó)社會(huì)治理目標(biāo)這三個(gè)方面詳細(xì)闡述了當(dāng)代中國(guó)社會(huì)治理思想的內(nèi)涵。再次,運(yùn)用歷史唯物主義的相關(guān)理論包括社會(huì)有機(jī)體理論、國(guó)家職能理論、人民主體理論以及社會(huì)矛盾理論對(duì)當(dāng)代中國(guó)社會(huì)治理思想進(jìn)行了歷史性唯物主義的分析。最后,對(duì)當(dāng)代中國(guó)社會(huì)治理過(guò)程中應(yīng)處理好的幾個(gè)關(guān)系進(jìn)行了分析,包括德治與法治之間的關(guān)系;國(guó)家、社會(huì)和市場(chǎng)之間的關(guān)系;以及政治、經(jīng)濟(jì)、文化、社會(huì)和生態(tài)文明建設(shè)之間的關(guān)系。目前我國(guó)正處于經(jīng)濟(jì)和社會(huì)發(fā)展的改革和轉(zhuǎn)型期,當(dāng)代中國(guó)社會(huì)治理思想在具體的實(shí)踐過(guò)程中會(huì)面臨眾多的挑戰(zhàn)和問(wèn)題,尤其是結(jié)合當(dāng)前復(fù)雜的社會(huì)現(xiàn)狀,進(jìn)一步加強(qiáng)和創(chuàng)新社會(huì)治理體制必然會(huì)遇到眾多的壓力和困難。因此,我們只有在深刻認(rèn)識(shí)當(dāng)代中國(guó)社會(huì)思想內(nèi)涵的基礎(chǔ)上,才能正確把握當(dāng)代中國(guó)社會(huì)治理思想的內(nèi)在規(guī)律性,從而為我國(guó)今后進(jìn)一步深化行政體制改革和構(gòu)建社會(huì)主義和諧社會(huì)提供重要的理論和實(shí)踐指導(dǎo)意義。
[Abstract]:At present, China is in the reform and deepening stage in the process of social development. In the reform and social transformation period, there are many kinds of social contradictions and social problems in various fields of society. In the face of complicated social contradictions, the social governance model of management and control has gradually lost its effectiveness. At the same time, with the rapid development and influence of economy and society, the citizen's subjective consciousness has been strengthened constantly, and the non-governmental organizations have gradually grown and improved, which has put forward a new challenge for further innovating the social governance pattern. So, how to further strengthen and innovate the social governance system, solve the complex social contradictions existing in the current social transition period, create a stable social environment for our country's future economic development and deepen reform, and realize the country's long-term stability and stability. Also became our country administrative system reform the difficult problem and the challenge. This paper is based on the background of globalization and socialist modernization transformation. First of all, it analyzes the historical development process of contemporary Chinese social governance thought and the conditions under which the contemporary Chinese social governance thought comes into being. Secondly, the connotation of contemporary Chinese social governance thought is expounded in detail from three aspects: the main body of contemporary Chinese social governance, the contemporary Chinese social governance mode and the contemporary Chinese social governance goal. Thirdly, the historical materialism theory, including the theory of social organism, the theory of state function, the theory of people's subject and the theory of social contradiction, is used to analyze the historical materialism of contemporary Chinese social governance thought. Finally, the author analyzes several relations that should be handled well in the process of social governance in contemporary China, including the relationship between the rule of virtue and the rule of law; the relationship between the state, society and the market; and the political, economic, and cultural aspects. The relationship between society and the construction of ecological civilization. At present, our country is undergoing the reform and transformation of economic and social development. In the process of concrete practice, contemporary Chinese social governance thoughts will face many challenges and problems, especially in the light of the current complex social situation. Further strengthening and innovating the social governance system will inevitably meet with numerous pressures and difficulties. Therefore, only on the basis of a profound understanding of the connotation of contemporary Chinese social thoughts, can we correctly grasp the inherent regularity of contemporary Chinese social governance thoughts. It will provide important theoretical and practical guidance for further deepening the reform of administrative system and building a harmonious socialist society in the future.
