【摘要】：歐盟自中亞獨(dú)立以來,就介入中亞,是中亞棋盤上的重要棋手。在進(jìn)入中亞的很長一段時間內(nèi)歐盟并沒有全面系統(tǒng)的中亞戰(zhàn)略,鑒于歐盟超主權(quán)聯(lián)盟的特性,歐盟的共同外交具有復(fù)雜性和隱蔽性,外交政策分析(FPA)視閾下的官僚組織模型理論對分析和研究同樣是官僚組織的歐盟的中亞戰(zhàn)略的形成及其影響具有重大的理論指導(dǎo)意義。2007年歐盟—中亞新伙伴關(guān)系建立后,雄心勃勃的歐盟從能源、安全、經(jīng)濟(jì)發(fā)展、貿(mào)易、運(yùn)輸通道、人權(quán)、法制和教育七個領(lǐng)域全面進(jìn)入中亞,但受限于援助資金的有限和中亞政府的限制,隨著戰(zhàn)略推進(jìn),歐盟的中亞戰(zhàn)略逐漸集中于能源、安全、價值觀三個領(lǐng)域。由于歐盟并不能在中亞區(qū)域安全上提供本質(zhì)性的保障以及歐盟一貫推行的“價值規(guī)范”,雖跟隨美國進(jìn)入中亞,但采取與美國“顏色革命”顛覆政權(quán)式的激烈手段不同,歐盟選擇以更為溫和的援助手段來實(shí)現(xiàn)中亞國家政治經(jīng)濟(jì)的轉(zhuǎn)型,現(xiàn)實(shí)該區(qū)域民主政治和自由市場的變革。歐盟中亞戰(zhàn)略的兩個重心是價值觀外交和利益外交,隨著“9·11”事件、“俄烏天然氣爭端”、“烏克蘭革命”等一系列影響國際地區(qū)局勢變化的重大事件使兩個重心交替主導(dǎo)中亞戰(zhàn)略的走向。援助是歐盟中亞戰(zhàn)略實(shí)現(xiàn)的主要途徑,呈現(xiàn)出國別援助和發(fā)展援助為主導(dǎo)、地區(qū)援助和主題性援助為輔助的特點(diǎn),近些年來歐盟在不斷加大對中亞的戰(zhàn)略投入,力求擴(kuò)大其在中亞的中亞的存在和影響,在政治、經(jīng)濟(jì)、教育、安全、能源領(lǐng)域都取得積極成效,但總體來說其在中亞的存在和影響程度還是處在大國博弈的“第二梯隊(duì)”。歐盟中亞戰(zhàn)略的主要困境來自于歐盟中亞政策地位不準(zhǔn)確以及自身的虛弱、中亞國家政治經(jīng)濟(jì)發(fā)展參差不齊民族領(lǐng)土糾紛不斷以及域外其他大國的激烈競爭。
[Abstract]:Since the independence of Central Asia, the EU has been involved in Central Asia and is an important player on the Central Asian chessboard. The EU did not have a comprehensive and systematic strategy for Central Asia during the long period of its entry into Central Asia. In view of the characteristics of the EU's super-sovereign alliance, the EU's common diplomacy is complicated and hidden. The theory of bureaucratic organization model from the perspective of foreign policy analysis (FPA) is of great theoretical significance to the analysis and study of the formation and influence of the EU's Central Asia strategy, which is also a bureaucratic organization. The ambitious European Union has fully entered Central Asia in the seven areas of energy, security, economic development, trade, transportation, human rights, the rule of law and education, but is constrained by limited aid funding and the constraints of Central Asian governments, as the strategy advances. The EU's strategy for Central Asia has gradually focused on three areas: energy, security and values. Because the European Union can not provide the essential guarantee in the Central Asian region security and the "value norm" that the EU has been carrying out all along, although it follows the United States into Central Asia, it adopts the drastic means of "color revolution" to subvert the regime in the United States. The European Union chose to use more moderate aid means to realize the political and economic transformation of Central Asian countries, and realized the transformation of democratic politics and free market in the region. The two focuses of the EU's Central Asia strategy are value diplomacy and interest diplomacy. With the "September 11" incident, the "Russian-Ukrainian natural gas dispute", A series of important events, such as the Ukrainian Revolution, which influence the changes of the international regional situation, make the two centers of gravity alternately dominate the direction of the Central Asia strategy. Aid is the main way to realize the EU's Central Asia strategy, which is dominated by country aid and development aid, supplemented by regional aid and thematic aid. In recent years, the EU has been increasing its strategic investment in Central Asia. In order to expand its existence and influence in Central Asia, it has achieved positive results in the fields of politics, economy, education, security and energy, but on the whole, its existence and influence in Central Asia is still in the "second echelon" of the game of great powers. The main dilemma of the Central Asia strategy of the EU comes from the inaccuracy and weakness of the EU's Central Asian policy position, the uneven political and economic development of the Central Asian countries and the fierce competition between other foreign powers.
