越南在中國(guó)—東盟區(qū)域合作中的交通樞紐建設(shè)研究

【摘要】:交通運(yùn)輸是影響區(qū)域經(jīng)濟(jì)發(fā)展、區(qū)域合作的重要因素,是保證經(jīng)濟(jì)活動(dòng)正常運(yùn)行的前提條件,是社會(huì)有序運(yùn)行的重要支撐和保障。交通運(yùn)輸與區(qū)域經(jīng)濟(jì)發(fā)展之間的關(guān)系一直是經(jīng)濟(jì)學(xué)、政治學(xué)以及國(guó)際關(guān)系學(xué)等學(xué)科所關(guān)注的重要內(nèi)容。越南1995年加入東盟,作為東盟最重要的成員國(guó)之一,越南一直積極推動(dòng)?xùn)|盟一體化進(jìn)程,促進(jìn)了東南亞的整體發(fā)展。越南在中國(guó)-東盟關(guān)系框架下,以獨(dú)特的區(qū)域地理優(yōu)勢(shì),充分發(fā)揮其連通中國(guó)與東盟的交通運(yùn)輸能力,積極主動(dòng)參與中國(guó)與東盟的全面交流合作,為中國(guó)與東盟的關(guān)系發(fā)展和經(jīng)濟(jì)繁榮做出了重要貢獻(xiàn)。 本論文由以下幾個(gè)部分組成:第一部分是引言。引言部分主要介紹了研究的目的和意義,初步闡明了構(gòu)建越南為中國(guó)—東盟區(qū)域合作的交通樞紐的國(guó)內(nèi)外研究現(xiàn)狀,研究思路和方法以及論文的創(chuàng)新之處。第二部分:交通運(yùn)輸發(fā)展與區(qū)域合作理論概述。通過對(duì)交通運(yùn)輸發(fā)展與區(qū)域發(fā)展和合作的辯證關(guān)系進(jìn)行梳理,以世界上若干區(qū)域一體化成功模式的案例來進(jìn)一步肯定交通基礎(chǔ)設(shè)施發(fā)展對(duì)促進(jìn)區(qū)域合作的重要作用。第三部分:關(guān)于中國(guó)與東盟的合作關(guān)系。通過全面梳理表明中國(guó)與東盟在政治、經(jīng)濟(jì)等領(lǐng)域上的合作關(guān)系得到了全面發(fā)展,取得了豐碩成果。然而不發(fā)達(dá)的交通基礎(chǔ)設(shè)施,不整套和不暢通的陸路銜接已經(jīng)阻礙了中國(guó)與東盟區(qū)域的合作。最后主要闡述越南優(yōu)越地理位置以及使其成為區(qū)域合作的交通樞紐有利條件。最后是通過上述的梳理分析,提出把越南建構(gòu)成為中國(guó)與東盟區(qū)域合作的交通樞紐的措施。 冷戰(zhàn)結(jié)束后,掀起新一輪區(qū)域一體化浪潮,中國(guó)-東盟一體化也接踵而至,帶給中國(guó)、東盟經(jīng)濟(jì)的振興、人員的往來、區(qū)域的穩(wěn)定等。但越南的交通基礎(chǔ)設(shè)施的落后影響了中國(guó)-東盟的區(qū)域一體化進(jìn)程,這不符合雙邊的利益。本文首先通過分析交通運(yùn)輸發(fā)展對(duì)區(qū)域合作影響,同時(shí)借鑒國(guó)外,尤其是歐盟、北美交通一體化的發(fā)展對(duì)區(qū)域合作成功的相關(guān)經(jīng)驗(yàn),得出對(duì)中國(guó)-東盟區(qū)域合作發(fā)展的啟示。并在此基礎(chǔ)上,對(duì)中國(guó)-東盟區(qū)域合作的現(xiàn)狀和雙邊交通運(yùn)輸發(fā)展的狀況進(jìn)行分析,提出制約雙方區(qū)域合作發(fā)展的相關(guān)因素,提出打造越南為溝通中國(guó)-東盟交通樞紐的構(gòu)想。通過文獻(xiàn)調(diào)查等研究方法,系統(tǒng)研究分析越南在中國(guó)-東盟區(qū)域合作中的重要地位,力圖構(gòu)建越南為中國(guó)—東盟交通樞紐提供參考依據(jù)。
[Abstract]:Transportation is an important factor affecting the development of regional economy and regional cooperation. It is the precondition to ensure the normal operation of economic activities and the important support and guarantee for the orderly operation of society. The relationship between transportation and regional economic development has always been an important part of economics, political science and international relations. Vietnam joined ASEAN in 1995. As one of the most important member countries of ASEAN, Vietnam has been actively promoting the process of ASEAN integration and promoting the overall development of Southeast Asia. Under the framework of China-ASEAN relations, Vietnam, with its unique regional geographical advantages, fully exerts its transport capacity to connect China and ASEAN, and actively participates in the comprehensive exchanges and cooperation between China and ASEAN. It has made important contributions to the development of relations and economic prosperity between China and ASEAN. This thesis consists of the following parts: the first part is the introduction. The introduction mainly introduces the purpose and significance of the research, and preliminarily expounds the status quo of the domestic and foreign research, the research ideas and methods, and the innovation of the paper on the construction of Vietnam as a transportation hub for China-ASEAN regional cooperation. The second part: the theory of transportation development and regional cooperation. By combing the dialectical relationship between transportation development and regional development and cooperation, this paper further affirms the important role of transportation infrastructure development in promoting regional cooperation with several successful cases of regional integration in the world. Part three: the cooperative relationship between China and ASEAN. The comprehensive analysis shows that the cooperative relations between China and ASEAN in political, economic and other fields have been developed in an all-round way and fruitful results have been achieved. However, the undeveloped transport infrastructure, the lack of complete and unsmooth land connection has hindered the cooperation between China and ASEAN region. In the end, it mainly expounds Vietnam's advantageous geographical position and the favorable conditions of making it a transportation hub for regional cooperation. Finally, through the above analysis, the paper puts forward the measures to construct Vietnam as a transportation hub for regional cooperation between China and ASEAN. After the end of the Cold War, a new wave of regional integration was set off, and China-ASEAN integration followed, bringing China, ASEAN economic revitalization, personnel exchanges, regional stability and so on. However, Vietnam's backward transport infrastructure has affected the process of regional integration between China and ASEAN, which is not in the bilateral interest. This paper first analyzes the impact of transport development on regional cooperation, and draws lessons from the relevant experiences of the development of transport integration in foreign countries, especially the European Union and North America, on the success of regional cooperation, and draws the enlightenment to the development of China-ASEAN regional cooperation. On this basis, the paper analyzes the current situation of China-ASEAN regional cooperation and the development of bilateral transportation, puts forward the related factors restricting the development of bilateral regional cooperation, and puts forward the idea of building Vietnam as a communication hub between China and ASEAN. Through literature investigation and other research methods, this paper systematically studies and analyzes the important position of Vietnam in China-ASEAN regional cooperation, and tries to build Vietnam to provide reference for China-ASEAN transportation hub.
