【摘要】：信息化是當(dāng)今世界經(jīng)濟(jì)和社會發(fā)展的大趨勢,是我國產(chǎn)業(yè)結(jié)構(gòu)升級和實現(xiàn)工業(yè)化、現(xiàn)代化的關(guān)鍵環(huán)節(jié),是支撐我國政治、經(jīng)濟(jì)、文化、社會和政治文明、生態(tài)文明建設(shè)的基石。數(shù)字中國是信息時代的必然產(chǎn)物,數(shù)字城市地理空間框架是數(shù)字中國的重要組成部分,也是構(gòu)建數(shù)字中國的基礎(chǔ)框架。當(dāng)前,我國90%以上設(shè)區(qū)的地市已啟動數(shù)字城市地理空間框架建設(shè),通過驗收并取得初步應(yīng)用的已超過50%,在地理空間框架基礎(chǔ)支撐前提下建設(shè)的數(shù)字城市,正處在探索和實踐階段,數(shù)字城市建什么、如何建、怎么管、為誰用、投資多少、建設(shè)周期等相關(guān)問題成為困擾數(shù)字城市建設(shè)的根本性問題。本文從數(shù)字城市建設(shè)發(fā)展規(guī)律入手,從支撐和促進(jìn)城市和地區(qū)社會經(jīng)濟(jì)持續(xù)快速健康可協(xié)調(diào)發(fā)展作為出發(fā)點和落腳點,分析總結(jié)當(dāng)前數(shù)字城市建設(shè)的基本情況、方式、現(xiàn)狀,提出數(shù)字城市分三階段建設(shè)構(gòu)想,并詳細(xì)論述數(shù)字城市體系、方法、內(nèi)容、關(guān)鍵技術(shù)、信息數(shù)據(jù)資源成果、支撐系統(tǒng)、運(yùn)維管理系統(tǒng)、應(yīng)用發(fā)布系統(tǒng)等相關(guān)建設(shè)課題,最后闡述數(shù)字城市建設(shè)需要厘清的幾個重要關(guān)系以及數(shù)字城市戰(zhàn)略推進(jìn)方向和內(nèi)容。
[Abstract]:Informatization is the main trend of the world economic and social development, the key link of the upgrading of industrial structure and the realization of industrialization and modernization. It is also the cornerstone of the construction of political, economic, cultural, social and political civilization and ecological civilization in China. Digital China is the inevitable outcome of the information age. The geospatial framework of digital city is an important part of digital China, and it is also the basic framework of constructing digital China. At present, more than 90% of the prefectures in China have started the construction of the digital city geospatial framework, and more than 50 digital cities have been built on the premise of the foundation of the geospatial framework through acceptance and preliminary application. At the stage of exploration and practice, the basic problems of digital city construction, such as what to build, how to build, how to manage, for whom to use, how to invest, how to build cycle, etc. Starting with the law of digital city construction and development, this paper analyzes and summarizes the basic situation, methods and present situation of digital city construction from the point of view of supporting and promoting the sustainable, rapid and healthy coordinated development of social economy in cities and regions. This paper puts forward the conception of digital city construction in three stages, and discusses in detail the related construction topics, such as digital city system, method, content, key technology, information and data resource achievement, support system, operation and maintenance management system, application and release system, etc. In the end, this paper expounds several important relations of digital city construction and the direction and content of digital city strategy.
