【摘要】:今年是"十三五"規(guī)劃的第一年,供給側(cè)結(jié)構(gòu)性改革在近期政治經(jīng)濟(jì)穩(wěn)定發(fā)展中頻頻被提及。本文通過分析勞動(dòng)力資源供需現(xiàn)狀,探討勞動(dòng)力資源如何優(yōu)化配置,最終目的是探尋供給側(cè)結(jié)構(gòu)性改革下勞動(dòng)力資源優(yōu)化配置的改革建議。本文主要論述了在供給側(cè)結(jié)構(gòu)性改革下勞動(dòng)力優(yōu)化配置的主要措施,從人口結(jié)構(gòu)、戶籍制度、第三產(chǎn)業(yè)占比、勞動(dòng)力素質(zhì)四個(gè)方面分析我國勞動(dòng)力的發(fā)展現(xiàn)狀,并提出改革措施。要逐步放開計(jì)劃生育政策,穩(wěn)步推進(jìn)戶籍制度改革,城鎮(zhèn)和農(nóng)村不再有明顯的界限,推動(dòng)城鎮(zhèn)化的步伐,緩解現(xiàn)階段房地產(chǎn)資源過剩,調(diào)整產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)第三產(chǎn)業(yè)的發(fā)展,并培養(yǎng)與產(chǎn)業(yè)結(jié)構(gòu)相適應(yīng)的各方面勞動(dòng)力人才。最終實(shí)現(xiàn)勞動(dòng)力的優(yōu)化配置,發(fā)揮勞動(dòng)力的巨大潛力,帶動(dòng)經(jīng)濟(jì)增長。
[Abstract]:This year is the first year of the 13th Five-Year Plan, supply-side structural reform has been frequently mentioned in the recent political and economic stability. By analyzing the current situation of supply and demand of labor resources, this paper discusses how to optimize the allocation of labor resources, with the ultimate purpose of exploring the reform proposals for the optimal allocation of labor resources under the supply-side structural reform. This paper mainly discusses the main measures to optimize the distribution of labor force under the supply-side structural reform, and analyzes the present situation of the development of China's labor force from four aspects: population structure, household registration system, proportion of tertiary industry, and labor quality. And put forward the reform measures. It is necessary to gradually liberalize the family planning policy and steadily promote the reform of the household registration system. There are no longer obvious boundaries between towns and rural areas, promote the pace of urbanization, alleviate the oversupply of real estate resources at this stage, readjust the industrial structure, and promote the development of the tertiary industry. And to train the industrial structure in accordance with the various aspects of the labor force talent. Finally, the optimal allocation of labor force will be realized, the great potential of labor force will be brought into play, and economic growth will be promoted.
