【摘要】：黨的十一屆三中全會召開以來,我國全面開展法制建設(shè),提倡從中央帶頭一直到地方一步一步地建立并完善我國的總體法律體系。在黨的領(lǐng)導(dǎo)下治理國家的基本方略依法治國,通過幾十年的發(fā)展逐步形成并成熟。從1999年9月中國共產(chǎn)黨的十五大正式提出依法治國進(jìn)本方略到2014年10月的十八屆四中全會提出全面推進(jìn)依法治國基本方略,我國正式走上了發(fā)展和完善中國特色社會主義的道路。法制建設(shè)跟社會的政治經(jīng)濟(jì)建設(shè)有著十分密切的關(guān)系,法制建設(shè)的全面推進(jìn)和落實(shí)為我國的長治久安提供可靠的保障,而全面推進(jìn)依法治國是發(fā)展社會主義市場經(jīng)濟(jì)的客觀需求,是社會文明進(jìn)步的重要標(biāo)志,也是建設(shè)中國特色社會主義文化的重要條件。在新疆建立一個和諧健康的社會需要的就是完善的法律體系,并且通過完善的法律體系來提高群眾法律素養(yǎng)。如果不能營造一個知法、守法、護(hù)法的良好社會氛圍,那么黨中央指定的依法治國偉大目標(biāo)就不能真正地實(shí)現(xiàn)。眾所周知,近幾十年來新疆社會再次進(jìn)入緊張時期,多地不斷發(fā)生動亂活動,而現(xiàn)在社會處于政治,經(jīng)濟(jì)的轉(zhuǎn)型時期,如果新疆的社會長期處于這樣動亂非法活動氛圍內(nèi),那么這小局將會影響到我國中國特色社會主義建設(shè)這大局的順利進(jìn)行。因此,為了正確引導(dǎo)群眾的政治思想,不僅要依靠新疆政府以及相關(guān)法律部門的監(jiān)督,也可以通過電視法制節(jié)目來普及法律知識和提高群眾的法制素養(yǎng),監(jiān)督執(zhí)法機(jī)關(guān)正確執(zhí)行法制建設(shè)工作。本論文首先分析電視法制類節(jié)目概況和新疆電臺視法制類欄目《公民與法》的創(chuàng)辦背景以及其發(fā)展優(yōu)勢,再次對新疆電視臺《公民與法》法制欄目進(jìn)行系統(tǒng)性的研究,得出其特點(diǎn)與功能,最后結(jié)論出其存在的一些問題并給予了本人建議性的意見。
[Abstract]:Since the third Plenary session of the Eleventh Central Committee of the Communist Party of China (CPC), China has carried out the construction of the legal system in an all-round way and advocated the establishment and perfection of the overall legal system of our country step by step from the central leadership to the local level. The basic strategy of governing the country under the leadership of the Party is to run the country according to law, which has gradually formed and matured through decades of development. From the formal proposal of the 15th National Congress of the Communist Party of China in September 1999 to the proposal to advance the rule of law in accordance with the law, to the fourth Plenary session of the 18th CPC Central Committee in October 2014, it put forward a basic strategy for comprehensively promoting the rule of law. Our country has formally embarked on the road of developing and perfecting socialism with Chinese characteristics. The construction of the legal system is closely related to the political and economic construction of the society. The comprehensive promotion and implementation of the legal construction provides a reliable guarantee for the long-term stability of our country. Promoting the rule of law in an all-round way is the objective demand of developing socialist market economy, an important symbol of the progress of social civilization and an important condition for building socialist culture with Chinese characteristics. What we need to establish a harmonious and healthy society in Xinjiang is to perfect the legal system, and to improve the legal literacy of the masses through the perfect legal system. If we cannot create a good social atmosphere of knowing the law, abiding by the law, and protecting the law, then the great goal of governing the country according to law designated by the Party Central Committee cannot be truly realized. As we all know, in recent decades, Xinjiang's society has once again entered a tense period, with more and more unrest occurring. But now the society is in a period of political and economic transformation. If Xinjiang's society is in such an atmosphere of unrest and illegal activities for a long time, Well, this small situation will affect the smooth progress of the overall situation of building socialism with Chinese characteristics. Therefore, in order to correctly guide the political thinking of the masses, it is necessary not only to rely on the supervision of the Xinjiang government and relevant legal departments, but also to popularize legal knowledge and improve the legal literacy of the masses through television legal programs. Supervising the law enforcement agencies to correctly carry out the work of building the legal system. Firstly, this paper analyzes the general situation of TV legal programs and the background and development advantages of the "Citizen and Law" column of Xinjiang Radio, and then makes a systematic study on the "Citizen and Law" legal program of Xinjiang TV Station. The characteristics and functions are obtained. Finally, some problems are concluded and some suggestions are given.
