【摘要】："一帶一路"倡議的提出和深入推進(jìn)為中國(guó)對(duì)東盟直接投資的布局優(yōu)化創(chuàng)造了機(jī)遇和條件。目前中國(guó)對(duì)東盟直接投資的整體規(guī)模仍然偏小,但已展現(xiàn)出良好的發(fā)展態(tài)勢(shì)。對(duì)東盟直接投資,對(duì)外投資企業(yè)會(huì)面臨來(lái)自東盟國(guó)家政治、經(jīng)濟(jì)、文化、法律等多方面的風(fēng)險(xiǎn)和挑戰(zhàn),應(yīng)制定差異化、針對(duì)性投資策略,重點(diǎn)對(duì)新加坡開(kāi)展技術(shù)導(dǎo)向型投資,對(duì)印尼、泰國(guó)、馬來(lái)西亞等開(kāi)展市場(chǎng)導(dǎo)向型投資,對(duì)越南、老撾、緬甸、柬埔寨等開(kāi)展產(chǎn)能轉(zhuǎn)移型投資,對(duì)東盟各國(guó)開(kāi)展重點(diǎn)領(lǐng)域的資源合作型投資和基礎(chǔ)設(shè)施投資。在此思路下,本文提出建立投資協(xié)調(diào)機(jī)構(gòu)和投資合作機(jī)制、加快《投資協(xié)議》升級(jí)談判、推動(dòng)境外經(jīng)貿(mào)合作區(qū)功能創(chuàng)新、擴(kuò)大跨境人民幣結(jié)算規(guī)模和范圍、完善海外投資保險(xiǎn)制度、加強(qiáng)對(duì)國(guó)有企業(yè)海外投資的風(fēng)險(xiǎn)防控和動(dòng)態(tài)監(jiān)管等對(duì)策建議。
[Abstract]:Belt and Road's initiative has created opportunities and conditions for the optimization of China's direct investment in ASEAN. At present, the overall scale of China's direct investment in ASEAN is still small, but it has shown a good development trend. For direct investment in ASEAN, foreign investment enterprises will face risks and challenges from ASEAN countries in political, economic, cultural, legal, and other aspects. They should formulate differentiated, targeted investment strategies and focus on technology-oriented investment in Singapore. Market oriented investment in Indonesia, Thailand and Malaysia, capacity transfer investment in Vietnam, Laos, Myanmar and Cambodia, resource cooperative investment and infrastructure investment in key areas in ASEAN countries. In this way, this paper proposes to establish investment coordination agencies and investment cooperation mechanisms, accelerate the "Investment Agreement" upgrade negotiations, promote the functional innovation of overseas economic and trade cooperation zones, and expand the scale and scope of cross-border RMB settlement. To improve the overseas investment insurance system and strengthen the risk prevention and control and dynamic supervision of state-owned enterprises overseas investment and other countermeasures.
