【摘要】：隨著區(qū)域間的界限和范圍的淡化,以及政治、經(jīng)濟、社會和文化生活的交互影響,區(qū)域化作為當今世界政治經(jīng)濟發(fā)展過程中的重要體制特征,持續(xù)影響并推動著上至國家下至地方的秩序及治理方式構(gòu)建。區(qū)域化相對于全球化或整體(中央)而言本身便是地方化或區(qū)域主義的問題,其研究的價值正在于通過區(qū)域各成員間為合作而進行的包括創(chuàng)建公共機構(gòu)、塑造公共權(quán)威以及制定管理規(guī)則等方式提供維持秩序和地方治理的經(jīng)驗。在粵澳合作開發(fā)橫琴和粵港澳一體化的背景下,粵澳警務(wù)合作在跨法域區(qū)域合作領(lǐng)域的具體制度中多有創(chuàng)新,其地方經(jīng)驗可以為當前方興未艾的區(qū)域合作提供借鑒。
[Abstract]:With the desalination of regional boundaries and scope and the interaction of political, economic, social and cultural life, regionalization is an important institutional feature in the process of political and economic development in the world today. Continue to influence and promote the construction of order and governance from the top to the bottom of the country to the local level. Regionalization is in itself a problem of localization or regionalism relative to globalization or the whole (central), and the value of its research lies in the creation of public institutions through cooperation among the members of the region. Shaping public authority and making management rules provide experience in maintaining order and local governance. Under the background of the cooperation between Guangdong and Macao to develop Hengqin and the integration of Guangdong, Hong Kong and Macao, the police cooperation of Guangdong and Macao has many innovations in the specific system of regional cooperation across jurisdictions, and its local experience can provide a reference for the regional cooperation that is in the ascendant at present.
