【摘要】：本文運(yùn)用科學(xué)哲學(xué)、科學(xué)社會(huì)學(xué)以及科學(xué)史的相結(jié)合的方法,即通過理論與實(shí)踐相結(jié)合的方法對(duì)科學(xué)造假這一研究課題進(jìn)行分析和探討,主要從以下幾個(gè)方面和角度進(jìn)行展開。 首先,對(duì)科學(xué)造假的含義進(jìn)行了闡述,不僅調(diào)研了國內(nèi)外的各種資料,還運(yùn)用對(duì)比的方法,通過與科學(xué)越軌、科學(xué)不端、科學(xué)失范以及科學(xué)失誤等詞匯的比較分析,得出了科學(xué)造假確切含義以及它的適用范圍等等。在此基礎(chǔ)上對(duì)科學(xué)造假進(jìn)行了分類,即按照不同的分類標(biāo)準(zhǔn)可以分為不同類型的科學(xué)造假,包括按照科研活動(dòng)的過程、研究主體的不同、科研活動(dòng)的方式不同以及不同行為主體等角度進(jìn)行了分類,如按照科研活動(dòng)的過程可將科學(xué)造假分為課題申請階段的造假、課題立項(xiàng)評(píng)審時(shí)的造假、課題研究階段的造假、科研成果鑒定過程中的造假、科研成果發(fā)表階段以及運(yùn)用中的造假等等,尤其是對(duì)科學(xué)造假的重災(zāi)區(qū)——實(shí)驗(yàn)室的造假進(jìn)行了分析,包括實(shí)驗(yàn)設(shè)計(jì)時(shí)、實(shí)驗(yàn)觀察中、實(shí)驗(yàn)事實(shí)陳述中以及實(shí)驗(yàn)結(jié)果解釋中的造假等等。 其次,通過對(duì)歷史上國內(nèi)外科學(xué)活動(dòng)中科學(xué)造假趨勢的分析,得出了科學(xué)造假有愈演愈烈之勢,并在此基礎(chǔ)上分析了科學(xué)造假對(duì)不同的主體和對(duì)象帶來的危害,包括對(duì)科學(xué)活動(dòng)的本質(zhì)性危害、對(duì)科研活動(dòng)的參與者、科學(xué)共同體以及社會(huì)公眾帶來的危害等等,這就為后文中科學(xué)造假原因的分析以及防控對(duì)策的提出奠定了良好的基礎(chǔ)。 再次,在分析科學(xué)造假的內(nèi)外因時(shí),本文運(yùn)用了案例分析的辦法。對(duì)于內(nèi)因的分析,我們借用了美國貝爾實(shí)驗(yàn)室舍恩造假的案例,通過對(duì)舍恩本人、其同事、合作者、期刊編輯和評(píng)審人等的采訪與敘述來深入分析舍恩發(fā)生造假的內(nèi)在原因,包括舍恩本人與眾不同的性格、在實(shí)驗(yàn)室異常的表現(xiàn)以及其逆向的研究方法等等,都是其發(fā)生造假行為的原因；對(duì)于科學(xué)造假的外因分析,我們在分析了大科學(xué)時(shí)代科學(xué)與社會(huì)相互作用的基本特征后,我們對(duì)其政治經(jīng)濟(jì)原因、文化原因、社會(huì)制度原因等進(jìn)行了闡述,尤其是借用了四個(gè)案例來分門別類的對(duì)不同的社會(huì)動(dòng)因進(jìn)行了闡述,即通過對(duì)英國辟爾唐人古化石造假案、法國N射線案件的分析來說明在國家過分放大的利益是科學(xué)家發(fā)生造假的催化劑之一,對(duì)韓國黃禹錫造假案來闡述科研投入回饋模式的過度緊迫也是造假發(fā)生的因素之一,對(duì)美國冷核聚變事件的分析指出公眾和媒體對(duì)科學(xué)奇跡的急切需求也會(huì)使得科學(xué)家發(fā)生造假行為等等。與此同時(shí),我們還從科學(xué)哲學(xué)——利益沖突的角度對(duì)理性科學(xué)家發(fā)生造假行為的原因進(jìn)行了分析,并對(duì)利益沖突在科學(xué)活動(dòng)中的表現(xiàn)方式進(jìn)行了分類,最后指出通過利益沖突的解決來防治科學(xué)造假,提出了具有預(yù)防性功能的公開政策、具有引導(dǎo)性功能的管理政策以及具有矯正性功能的清除政策等三種解決原則和辦法。 最后,文章對(duì)科學(xué)造假的敗露機(jī)制和防控機(jī)制進(jìn)行了闡述。在敗露機(jī)制的分析中,我們借用了美國冷核聚變事件被媒體報(bào)紙的跟蹤報(bào)道的揭露過程,然后將此案例的敗露過程演繹為一般化普遍化的敗露機(jī)制,如同行的的揭露以及社會(huì)層面的揭露等等方式來進(jìn)行揭露,并在最后提出了假的越“真”,敗得越慘的科學(xué)造假終將敗露的警示。對(duì)于防控制度的提出,是針對(duì)本文科學(xué)造假發(fā)生的內(nèi)外部原因來提出相對(duì)應(yīng)的對(duì)策,因此也就包括了健全科學(xué)共同體內(nèi)部機(jī)制和強(qiáng)化科學(xué)共同體外部的社會(huì)控制的對(duì)策等等,前者包括對(duì)學(xué)術(shù)規(guī)范、評(píng)價(jià)機(jī)制、評(píng)審機(jī)制以及獎(jiǎng)懲機(jī)制的健全和完善,后者包括社會(huì)環(huán)境、法律政策以及政府行政管理等方面。 探討和分析了科學(xué)造假含義、分類、危害、成因、敗露機(jī)制以及防控對(duì)策,形成了本文的主要內(nèi)容。
[Abstract]:This paper uses the combination of scientific philosophy , scientific sociology and scientific history to analyze and discuss the subject of science fraud by combining theory with practice , which is mainly based on the following aspects and angles .

First of all , the meaning of science forgery is expounded . It not only surveys various kinds of information at home and abroad , but also makes use of comparative analysis . It can be divided into different types of science fraud according to the process of scientific research activities , scientific misconduct , scientific failure and scientific error .

Secondly , based on the analysis of the tendency of scientific fraud in science activities both at home and abroad , the paper draws a conclusion that the scientific fraud has become more and more intense . On the basis of this , the harm to different subjects and objects is analyzed , including the nature hazard to scientific activities , the participation of participants in scientific research activities , the scientific community and the harm of the public public , which lays a good foundation for the analysis of the causes of scientific fraud in the later paper and the countermeasures of prevention and control .

Thirdly , in the analysis of internal and external causes of science fraud , this paper applies the method of case analysis . For the analysis of the internal cause , we use the case of Sch纓nane ' s forgery , and deeply analyze the intrinsic reason of Sch纓en ' s forgery , including his own distinctive character , its abnormal performance in the laboratory and its reverse research method , etc .
After analyzing the basic features of science and social interaction in science of science , we expound the reasons of political and economic reasons , cultural reasons , social system and so on .

Finally , the paper expounds the failure mechanism and the prevention and control mechanism of the science fraud . In the analysis of the failure mechanism , we use the revelation process of the follow - up report of the American cold nuclear fusion event by the media newspaper . Then , the author puts forward the corresponding countermeasures to the internal and external causes of the scientific fraud , including the perfection and perfection of the academic norm , the evaluation mechanism , the evaluation mechanism and the reward and punishment mechanism , the latter includes the social environment , the law policy and the administration of the government .

This paper discusses and analyzes the meaning , classification , harm , cause , failure mechanism and prevention and control countermeasure of science forgery , and forms the main contents of this paper .
