【摘要】：為落實(shí)BG公司"加快海外剪切中心建設(shè)"要求,更好地為海外戰(zhàn)略用戶服務(wù),在印度設(shè)立鋼材加工配送中心,是BG新一輪規(guī)劃期內(nèi)實(shí)現(xiàn)"從鋼鐵到材料、從制造到服務(wù)、從中國到全球"三個(gè)轉(zhuǎn)變的重要舉措之一。BG印度鋼材加工配送中心項(xiàng)目對于支撐BG產(chǎn)品在印度市場的銷售,擴(kuò)大BG產(chǎn)品在印度市場份額,有著重要的意義。風(fēng)險(xiǎn)管理對項(xiàng)目可行性分析有著重要的作用,但是我國很多企業(yè)并不重視項(xiàng)目風(fēng)險(xiǎn)研究工作。海外項(xiàng)目不同于國內(nèi)項(xiàng)目,其不確定性因素更為復(fù)雜,因此更有必要對海外項(xiàng)目開展風(fēng)險(xiǎn)管理研究。通過BG印度鋼材加工配送中心項(xiàng)目風(fēng)險(xiǎn)管理研究,既可對項(xiàng)目本身開展科學(xué)合理的風(fēng)險(xiǎn)管理,同時(shí)也可為企業(yè)對其他類似項(xiàng)目實(shí)施風(fēng)險(xiǎn)管理工作積累經(jīng)驗(yàn),對提升企業(yè)風(fēng)險(xiǎn)管理能力有著重要的現(xiàn)實(shí)意義。本文以項(xiàng)目風(fēng)險(xiǎn)管理理論和方法為基礎(chǔ),以外部風(fēng)險(xiǎn)因素(政治、經(jīng)濟(jì)、社會(huì)文化、勞動(dòng)用工、境外人身安全等)為研究對象,依據(jù)風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)應(yīng)對及風(fēng)險(xiǎn)控制等風(fēng)險(xiǎn)管理主要環(huán)節(jié)對BG印度鋼材加工配送中心項(xiàng)目開展研究。具體研究內(nèi)容包括:首先,采用經(jīng)驗(yàn)分析法及專家調(diào)查法(頭腦風(fēng)暴法和德爾菲法)對BG印度鋼材加工配送中心項(xiàng)目的外部風(fēng)險(xiǎn)因素進(jìn)行識(shí)別。其次,采用風(fēng)險(xiǎn)評(píng)估指數(shù)法對BG印度鋼材加工配送中心項(xiàng)目外部風(fēng)險(xiǎn)因素進(jìn)行風(fēng)險(xiǎn)評(píng)估,以確定風(fēng)險(xiǎn)等級(jí)并評(píng)估風(fēng)險(xiǎn)對BG印度鋼材加工配送中心項(xiàng)目的影響。最后,對BG印度鋼材加工配送中心項(xiàng)目提出風(fēng)險(xiǎn)應(yīng)對措施,并依據(jù)風(fēng)險(xiǎn)控制理論提出風(fēng)險(xiǎn)控制思路,從而對BG印度鋼材加工配送中心項(xiàng)目外部風(fēng)險(xiǎn)進(jìn)行科學(xué)、合理、有效的風(fēng)險(xiǎn)管理。經(jīng)過開展風(fēng)險(xiǎn)識(shí)別,識(shí)別出BG印度鋼材加工配送中心項(xiàng)目具有政治風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、社會(huì)文化風(fēng)險(xiǎn)、勞動(dòng)用工風(fēng)險(xiǎn)、境外人身安全風(fēng)險(xiǎn)以及自然災(zāi)害風(fēng)險(xiǎn)等六大類第一層級(jí)外部風(fēng)險(xiǎn)以及匯率風(fēng)險(xiǎn)、稅務(wù)風(fēng)險(xiǎn)、通貨膨脹風(fēng)險(xiǎn)等十六方面第二層級(jí)外部風(fēng)險(xiǎn)。經(jīng)過風(fēng)險(xiǎn)評(píng)估,BG印度鋼材加工配送中心項(xiàng)目第一層級(jí)外部風(fēng)險(xiǎn)從高風(fēng)險(xiǎn)等級(jí)到低風(fēng)險(xiǎn)等級(jí)依次是經(jīng)濟(jì)風(fēng)險(xiǎn)、社會(huì)文化風(fēng)險(xiǎn)、勞動(dòng)用工風(fēng)險(xiǎn)、境外人身安全風(fēng)險(xiǎn)、自然災(zāi)害風(fēng)險(xiǎn)以及政治風(fēng)險(xiǎn)。根據(jù)風(fēng)險(xiǎn)回避、風(fēng)險(xiǎn)自留、風(fēng)險(xiǎn)減輕等風(fēng)險(xiǎn)應(yīng)對策略,提出設(shè)定預(yù)留匯率貶值風(fēng)險(xiǎn)值等風(fēng)險(xiǎn)的應(yīng)對措施及控制思路,為BG印度鋼材加工配送中心項(xiàng)目順利實(shí)施提供保障。
[Abstract]:In order to implement BG's requirement of "speeding up the construction of overseas shear centers" and to better serve overseas strategic customers, the establishment of a steel processing and distribution center in India is BG's new round of planning to "from steel to materials, from manufacture to service." The Indian Steel processing and Distribution Center Project, one of the three important measures from China to the whole world, is of great significance to support the sales of BG products in the Indian market and to expand the share of BG products in the Indian market. Risk management plays an important role in project feasibility analysis, but many enterprises in China do not attach importance to project risk research. Overseas projects are different from domestic projects, and their uncertainty factors are more complex, so it is more necessary to carry out risk management research on overseas projects. Through the research on risk management of BG Indian Steel processing and Distribution Center, it can not only carry out scientific and reasonable risk management for the project itself, but also accumulate experience for enterprises to implement risk management for other similar projects. It has important practical significance to improve enterprise risk management ability. Based on the theory and method of project risk management, this paper takes the external risk factors (politics, economy, social culture, labor, personal safety and so on) as the research object, according to the risk identification, risk assessment, etc. Research on BG Steel processing and Distribution Center Project in India, such as risk Management and risk Control. The specific research contents include: firstly, using empirical analysis and expert investigation (brainstorming and Delphi method) to identify the external risk factors of BG steel processing and distribution center project in India. Secondly, the external risk factors of BG Indian steel processing distribution center project are evaluated by risk assessment index method to determine the risk level and evaluate the impact of risk on BG Indian steel processing distribution center project. Finally, put forward the risk countermeasures to BG Indian steel processing and distribution center project, and put forward the risk control thought according to the risk control theory, so that the external risk of BG Indian steel processing distribution center project is scientific and reasonable. Effective risk management. Through risk identification, the BG Indian steel processing and distribution center project has been identified as having political risks, economic risks, social and cultural risks, and labor and employment risks. Foreign personal safety risk and natural disaster risk and other six categories of the first level of external risk and exchange rate risk, tax risk, inflation risk and other 16 levels of external risk. After risk assessment, the first level of external risk of BG India Steel processing and Distribution Center Project is economic risk, social and cultural risk, labor employment risk and overseas personal safety risk, from high risk level to low risk level. Natural disaster risk and political risk. According to risk avoidance, risk retention, risk mitigation and other risk coping strategies, this paper puts forward countermeasures and control ideas to set the risk value of reserve exchange rate depreciation, which provides a guarantee for the smooth implementation of BG steel processing and distribution center project in India.
