【摘要】：為落實BG公司"加快海外剪切中心建設"要求,更好地為海外戰(zhàn)略用戶服務,在印度設立鋼材加工配送中心,是BG新一輪規(guī)劃期內實現"從鋼鐵到材料、從制造到服務、從中國到全球"三個轉變的重要舉措之一。BG印度鋼材加工配送中心項目對于支撐BG產品在印度市場的銷售,擴大BG產品在印度市場份額,有著重要的意義。風險管理對項目可行性分析有著重要的作用,但是我國很多企業(yè)并不重視項目風險研究工作。海外項目不同于國內項目,其不確定性因素更為復雜,因此更有必要對海外項目開展風險管理研究。通過BG印度鋼材加工配送中心項目風險管理研究,既可對項目本身開展科學合理的風險管理,同時也可為企業(yè)對其他類似項目實施風險管理工作積累經驗,對提升企業(yè)風險管理能力有著重要的現實意義。本文以項目風險管理理論和方法為基礎,以外部風險因素(政治、經濟、社會文化、勞動用工、境外人身安全等)為研究對象,依據風險識別、風險評估、風險應對及風險控制等風險管理主要環(huán)節(jié)對BG印度鋼材加工配送中心項目開展研究。具體研究內容包括:首先,采用經驗分析法及專家調查法(頭腦風暴法和德爾菲法)對BG印度鋼材加工配送中心項目的外部風險因素進行識別。其次,采用風險評估指數法對BG印度鋼材加工配送中心項目外部風險因素進行風險評估,以確定風險等級并評估風險對BG印度鋼材加工配送中心項目的影響。最后,對BG印度鋼材加工配送中心項目提出風險應對措施,并依據風險控制理論提出風險控制思路,從而對BG印度鋼材加工配送中心項目外部風險進行科學、合理、有效的風險管理。經過開展風險識別,識別出BG印度鋼材加工配送中心項目具有政治風險、經濟風險、社會文化風險、勞動用工風險、境外人身安全風險以及自然災害風險等六大類第一層級外部風險以及匯率風險、稅務風險、通貨膨脹風險等十六方面第二層級外部風險。經過風險評估,BG印度鋼材加工配送中心項目第一層級外部風險從高風險等級到低風險等級依次是經濟風險、社會文化風險、勞動用工風險、境外人身安全風險、自然災害風險以及政治風險。根據風險回避、風險自留、風險減輕等風險應對策略,提出設定預留匯率貶值風險值等風險的應對措施及控制思路,為BG印度鋼材加工配送中心項目順利實施提供保障。
[Abstract]:In order to implement BG's requirement of "speeding up the construction of overseas shear centers" and to better serve overseas strategic customers, the establishment of a steel processing and distribution center in India is BG's new round of planning to "from steel to materials, from manufacture to service." The Indian Steel processing and Distribution Center Project, one of the three important measures from China to the whole world, is of great significance to support the sales of BG products in the Indian market and to expand the share of BG products in the Indian market. Risk management plays an important role in project feasibility analysis, but many enterprises in China do not attach importance to project risk research. Overseas projects are different from domestic projects, and their uncertainty factors are more complex, so it is more necessary to carry out risk management research on overseas projects. Through the research on risk management of BG Indian Steel processing and Distribution Center, it can not only carry out scientific and reasonable risk management for the project itself, but also accumulate experience for enterprises to implement risk management for other similar projects. It has important practical significance to improve enterprise risk management ability. Based on the theory and method of project risk management, this paper takes the external risk factors (politics, economy, social culture, labor, personal safety and so on) as the research object, according to the risk identification, risk assessment, etc. Research on BG Steel processing and Distribution Center Project in India, such as risk Management and risk Control. The specific research contents include: firstly, using empirical analysis and expert investigation (brainstorming and Delphi method) to identify the external risk factors of BG steel processing and distribution center project in India. Secondly, the external risk factors of BG Indian steel processing distribution center project are evaluated by risk assessment index method to determine the risk level and evaluate the impact of risk on BG Indian steel processing distribution center project. Finally, put forward the risk countermeasures to BG Indian steel processing and distribution center project, and put forward the risk control thought according to the risk control theory, so that the external risk of BG Indian steel processing distribution center project is scientific and reasonable. Effective risk management. Through risk identification, the BG Indian steel processing and distribution center project has been identified as having political risks, economic risks, social and cultural risks, and labor and employment risks. Foreign personal safety risk and natural disaster risk and other six categories of the first level of external risk and exchange rate risk, tax risk, inflation risk and other 16 levels of external risk. After risk assessment, the first level of external risk of BG India Steel processing and Distribution Center Project is economic risk, social and cultural risk, labor employment risk and overseas personal safety risk, from high risk level to low risk level. Natural disaster risk and political risk. According to risk avoidance, risk retention, risk mitigation and other risk coping strategies, this paper puts forward countermeasures and control ideas to set the risk value of reserve exchange rate depreciation, which provides a guarantee for the smooth implementation of BG steel processing and distribution center project in India.
