【摘要】：海權管控方式及其歷史演變蘊含著民族國家的歷史經(jīng)驗與民族智慧。近代英國海峽群島權屬問題曾經(jīng)面對法國、德國等周邊國家不同因素的挑戰(zhàn),可是最終權益依然牢牢地掌握在英國人的手里,這是因為英國對海峽群島的管控方式能夠適時調整與變化。歷史表明,海島權益的維護需要權屬國多路徑地長期堅守與靈活應對,需要政治、經(jīng)濟、軍事和文化等社會諸多要素的通力協(xié)作,以及適時發(fā)揮超常智慧的先聲策略,最終可以實現(xiàn)對海疆權益的有效管控、對海洋資源的綜合開發(fā)與合理利用。
[Abstract]:The way and its historical evolution contain the historical experience and national wisdom of the nation state. The question of modern English Channel Islands once faced the challenges of different factors in the neighboring countries such as France and Germany, but the ultimate rights and interests remain firmly in the hands of the British. This is because Britain is able to control the Channel Islands. The history shows that the maintenance of the rights and interests of the island requires the long-term persistence and flexible response to the rights and interests of the island, the cooperation of many social elements such as politics, economy, military and culture, and the early strategy of giving full play to the supernatural wisdom in order to realize the effective control of the rights and interests of the sea and the marine resources.
