我國大部制改革中的問題分析及對策研究

【摘要】:從上個世紀(jì)70年代以來,我國先后實行了多次政府部門機(jī)構(gòu)改革,取得了一定的進(jìn)步和成就,對我國的政治、經(jīng)濟(jì)的發(fā)展起到了重要的作用。然而隨著科學(xué)技術(shù)的進(jìn)步、社會經(jīng)濟(jì)的蓬勃發(fā)展,政府部門機(jī)構(gòu)設(shè)置不合理,政出多門、行政效率低下等問題顯現(xiàn)出來,已經(jīng)嚴(yán)重影響了我國社會的有效運(yùn)轉(zhuǎn)。當(dāng)前我國推行的大部制改革就是為了解決這些問題,提出改革的核心是政府職能的轉(zhuǎn)變,要把我國從傳統(tǒng)的“管制型政府”轉(zhuǎn)變?yōu)椤胺⻊?wù)型政府”,使政府部門能夠為公眾提供更好的服務(wù)。文章正是以此為出發(fā)點,對我國大部制改革中的問題進(jìn)行分析,并有針對性的提出對策。 文章主要介紹了大部制改革的涵義、行政組織結(jié)構(gòu)和政府職能等相關(guān)概念。通過對國內(nèi)及英國大部制改革的概述,主要介紹我國大部制改革的歷史沿革、取得成果和不足,以及英國大部制改革的經(jīng)驗。從政治、經(jīng)濟(jì)、文化、社會等幾個維度來進(jìn)行探討大部制改革的背景、原因,分析大部制改革的條件,并結(jié)合實際提出存在的問題,,政府部門自身認(rèn)識不足、體制存在缺陷、未能充分發(fā)揮人民群眾的作用、人事變動和權(quán)力結(jié)構(gòu)調(diào)整等,文章提出做好政府部門自身的準(zhǔn)備工作、完善體制、全面發(fā)揚(yáng)民主、重視人事變動和利益調(diào)整等對策。
[Abstract]:Since the seventies of last century, China has carried out many reforms of government departments and institutions, and has made some progress and achievements, which has played an important role in the development of our country's politics and economy.However, with the progress of science and technology, the vigorous development of social economy, the unreasonable setting of government departments, the multiple branches of government, the low administrative efficiency and so on, these problems have seriously affected the effective operation of our society.In order to solve these problems, we put forward that the core of the reform is the transformation of government function, and we should change our country from the traditional "controlling government" to the "service-oriented government".To enable government departments to provide better services to the public.This paper analyzes the problems in the reform of the Ministry system and puts forward some countermeasures.This paper mainly introduces the meaning, administrative organization structure and government function of the reform.This paper introduces the history, achievements and shortcomings of the reform of the large department system in China and Britain, as well as the experience of the reform of the large department system in the United Kingdom through an overview of the reform of the large department system in the country and the United Kingdom.From the political, economic, cultural, social and other dimensions to explore the background, reasons, analysis of the conditions of the reform of the large department system, and combined with the actual problems, the lack of understanding of the government itself, there are defects in the system,This paper puts forward some countermeasures, such as making good preparations for government departments, perfecting the system, developing democracy in an all-round way, attaching importance to personnel changes and adjustment of interests, and so on, which cannot give full play to the role of the masses of the people, personnel changes and the adjustment of power structure.
