【摘要】：利益是人類永恒的話題,人們所奮斗的一切都與利益息息相關(guān)。政黨作為現(xiàn)代政治的主要參與者,既是引發(fā)沖突的主要力量,也是進(jìn)行利益整合的工具。有效發(fā)揮政黨的利益整合功能,不僅能夠?yàn)檎h執(zhí)政提供和諧的利益環(huán)境,而且能夠鞏固政黨的執(zhí)政基礎(chǔ)。中國共產(chǎn)黨作為一個(gè)馬克思主義政黨,在利益整合功能的發(fā)揮中有其特殊性,它的最終目標(biāo)是實(shí)現(xiàn)共產(chǎn)主義,人民群眾的根本利益則是它進(jìn)行利益整合的出發(fā)點(diǎn)和歸宿。改革開放以后,隨著市場化改革的不斷深入,中國的社會(huì)利益不斷地分化,利益日益多樣化,利益群體愈加多元,利益關(guān)系更加復(fù)雜,利益的矛盾和沖突也開始顯現(xiàn),是黨成為執(zhí)政黨以來在市場經(jīng)濟(jì)中發(fā)揮利益整合功能的開始。這既是機(jī)遇也是挑戰(zhàn),是黨領(lǐng)導(dǎo)中國人民建設(shè)社會(huì)主義市場經(jīng)濟(jì)體制必須面臨的事實(shí)。在這個(gè)過程中,黨的利益整合功能的發(fā)揮不斷成熟、完善,積累了寶貴的經(jīng)驗(yàn)。進(jìn)入改革攻堅(jiān)期之后,利益環(huán)境更加復(fù)雜,對利益的調(diào)整變得更加艱難,因此黨中央作出了全面深化改革的決定。全面深化改革需要黨更加有地效發(fā)揮利益整合功能,從而為全面深化改革提供和諧的利益環(huán)境,促進(jìn)全面深化改革事業(yè)的向前發(fā)展。同時(shí),改革本身就是對利益的調(diào)整,許多改革措施不僅能夠保證黨的利益整合功能的有效發(fā)揮,甚至其本身就是利益整合的過程。但是改革畢竟不能等同于利益整合,利益整合必須直面改革攻堅(jiān)期利益分化與利益固化并存、利益沖突更加嚴(yán)重和利益關(guān)系更加復(fù)雜化的現(xiàn)狀,面對它們對黨的利益整合功能的發(fā)揮提出的新要求。因此,黨必須加強(qiáng)各方面的建設(shè),提高自身執(zhí)政能力,進(jìn)而提高自身的利益整合能力;從完善國家的各種制度出發(fā),構(gòu)建長效的利益整合機(jī)制;充分發(fā)揮社會(huì)主義社會(huì)在政治、經(jīng)濟(jì)和意識形態(tài)上的優(yōu)越性,增強(qiáng)黨的利益整合的可接受性;同時(shí)正確處理利益關(guān)系,保證黨的利益整合功能得到有效發(fā)揮,為全面深化改革提供和諧的利益環(huán)境。
[Abstract]:Interest is the eternal topic of human beings, and everything people strive for is closely related to interest.As the main participant of modern politics, political party is not only the main force of conflict, but also the tool of interest integration.It can not only provide a harmonious interest environment for the ruling party, but also consolidate the ruling foundation of the political party.As a Marxist political party, the Communist Party of China has its particularity in the function of interest integration. Its ultimate goal is to realize communism, and the fundamental interests of the people are the starting point and destination of its interest integration.After the reform and opening up, with the deepening of the market-oriented reform, China's social interests are constantly divided, interests are increasingly diversified, interest groups become more diverse, interest relations are more complex, and contradictions and conflicts of interests are also beginning to appear.It is the beginning of the function of interest integration in the market economy since the party became the ruling party.This is both an opportunity and a challenge, and a fact that the Party must face in leading the Chinese people in building a socialist market economy system.In this process, the benefit conformity function of the Party has been mature, perfected and accumulated valuable experience.After entering the period of reform, the interests environment is more complex, and the adjustment of interests becomes more difficult, so the CPC Central Committee has made the decision to deepen the reform in an all-round way.To deepen the reform in an all-round way, it is necessary for the Party to play a more effective role in interest integration, so as to provide a harmonious interest environment for deepening the reform in an all-round way, and to promote the development of the cause of comprehensive deepening reform.At the same time, the reform itself is the adjustment of interests. Many reform measures can not only guarantee the effective exertion of the party's interest integration function, but also be the process of interest integration.But after all, reform cannot be equated with interest integration. Interest integration must directly face the current situation of interest differentiation and interest solidification, more serious conflicts of interest and more complicated interest relations during the critical period of reform.In the face of their party's interest integration function put forward new requirements.Therefore, the Party must strengthen the construction of all aspects, improve its own governing ability, and then improve its own ability of interest integration; from the perspective of perfecting the various systems of the country, it must build a long-term mechanism of interest integration, and give full play to the socialist society in politics,The superiority of economy and ideology can enhance the acceptability of the Party's interest integration, and at the same time, correctly handle the interest relationship, ensure the effective exertion of the party's function of interest integration, and provide a harmonious interest environment for deepening the reform in an all-round way.
