【摘要】：改革開放以來,特別是進(jìn)入21世紀(jì)以來,我國的政治經(jīng)濟(jì)有了長足的發(fā)展,這對政府部門的決策能力和管理效率提出了更高的要求,政府機(jī)關(guān)有必要盡快地實現(xiàn)辦公自動化。政府辦公自動化作為電子政務(wù)框架基礎(chǔ)之一,其成功應(yīng)用與否將影響整個電子政務(wù)建設(shè)成敗。沈陽市對外友好協(xié)會組織和配合沈陽市有關(guān)單位開展對外合作和人才交流,同時配合外事部門,協(xié)調(diào)、推動我市同外國城市建立和發(fā)展友好城市關(guān)系以及友好合作城市關(guān)系的工作,協(xié)調(diào)和指導(dǎo)我市有關(guān)單位與國外對口單位建立、發(fā)展友好關(guān)系。目前協(xié)會的日常業(yè)務(wù)處理采用信息化的管理方式,為此,基于自動化辦公相關(guān)理論和應(yīng)用開發(fā)技術(shù)進(jìn)行業(yè)務(wù)管理系統(tǒng)的研發(fā)成為了提升業(yè)務(wù)處理效率和質(zhì)量的重要途徑。本文設(shè)計并實現(xiàn)了一個國際業(yè)務(wù)交流管理系統(tǒng),結(jié)合了沈陽市對外友好協(xié)會的業(yè)務(wù)管理實際,采用ASP.NET技術(shù)設(shè)計并實現(xiàn)了一個B/S模式的信息管理系統(tǒng),該系統(tǒng)滿足了日常國際業(yè)務(wù)的處理需求,將傳統(tǒng)的辦公模式轉(zhuǎn)向了采用信息技術(shù)進(jìn)行自動化辦公,極大的提高了辦公效率和辦公質(zhì)量。系統(tǒng)的研發(fā)針對國家業(yè)務(wù)的處理特點(diǎn),主要完成了出國簽證業(yè)務(wù)管理、國際教育業(yè)務(wù)管理、國際會議業(yè)務(wù)管理、出訪業(yè)務(wù)管理等核心業(yè)務(wù)信息管理功能的編碼實現(xiàn),系統(tǒng)數(shù)據(jù)的管理和維護(hù)通過SQLServer2005數(shù)據(jù)庫來實現(xiàn)。系統(tǒng)的設(shè)計與實現(xiàn)采用軟件開發(fā)的標(biāo)準(zhǔn)流程,完成了需求分析、總體設(shè)計、功能實現(xiàn),并且最后進(jìn)行了詳細(xì)的系統(tǒng)測試與分析,系統(tǒng)的測試結(jié)果證明了系統(tǒng)研發(fā)可以滿足沈陽市對外友好協(xié)會國際業(yè)務(wù)管理工作實際應(yīng)用的需要。
[Abstract]:Since the reform and opening up, especially since entering the 21st century, the political economy of our country has made great progress, which puts forward higher requirements to the decision-making ability and management efficiency of the government departments, so it is necessary for the government organs to realize office automation as soon as possible.As one of the foundations of e-government framework, the successful application of government office automation will affect the success or failure of the construction of e-government.The Shenyang Association for Friendship with Foreign countries organizes and cooperates with relevant units in Shenyang to carry out foreign cooperation and personnel exchanges, and coordinates with foreign affairs departments,To promote the establishment and development of friendly city relations and friendly and cooperative city relations between our city and foreign cities, and to coordinate and guide the establishment and development of friendly relations between the relevant units of our city and their foreign counterparts.At present, the daily business processing of the association adopts the information management mode. Therefore, the research and development of the business management system based on the related theory of office automation and application development technology has become an important way to improve the efficiency and quality of business processing.In this paper, an international business exchange management system is designed and implemented. Combining the business management practice of Shenyang Association of Friendship with Foreign countries, an information management system based on B / S model is designed and implemented by using ASP.NET technology.The system meets the needs of daily international business processing, and changes the traditional office mode to the use of information technology to automate office, which greatly improves the efficiency and quality of office.The research and development of the system aims at the processing characteristics of the national business, mainly accomplishing the coding of the core business information management functions, such as the management of the visa business abroad, the management of the international education business, the management of the international conference business, the management of the business visit, and other core business information management functions.System data management and maintenance through SQLServer2005 database to achieve.The design and realization of the system adopt the standard flow of software development, complete the requirement analysis, the overall design, the function realization, and finally carry on the detailed system test and analysis.The test results show that the research and development of the system can meet the practical application needs of Shenyang Association of Friendship with Foreign countries.
