【摘要】：自2004年雷默提出“北京共識(shí)”概念以來(lái),針對(duì)中國(guó)發(fā)展模式、理論等內(nèi)容的研究此起彼伏,時(shí)至今日,中國(guó)模式已經(jīng)成為北京共識(shí)的替代者而占據(jù)了歷史的上風(fēng),二者是彼此承接而又得以新發(fā)展的概念。進(jìn)入新世紀(jì),中國(guó)崛起、民族復(fù)興的發(fā)展道路必將成為西方世界關(guān)注的焦點(diǎn):如何維護(hù)并發(fā)展自身的國(guó)家利益,處理好與中國(guó)的國(guó)家間關(guān)系成為世界各國(guó)對(duì)待中國(guó)崛起的基本著眼點(diǎn)。同時(shí),處于自身利益考量,西方國(guó)家在政治、經(jīng)濟(jì)、文化等方面手段的應(yīng)用逐漸顯現(xiàn),以遏制中國(guó)的崛起,其中以美國(guó)最為典型。如“中國(guó)威脅論”、“軍事威脅論”等,對(duì)中國(guó)的國(guó)家形象造成了破壞:不僅使中國(guó)的整體形象被妖魔化,而且對(duì)自身的國(guó)家利益與國(guó)際社會(huì)發(fā)展模式的多樣化產(chǎn)生了壓制作用。因而,爭(zhēng)取中國(guó)模式的國(guó)際話語(yǔ)權(quán),把握中國(guó)模式在國(guó)際話語(yǔ)塑造上的主動(dòng)權(quán),積極建構(gòu)自身的良好國(guó)家形象;形成有效的外部應(yīng)對(duì)機(jī)制,以實(shí)際有效的國(guó)家行為來(lái)抵制外部威脅,積極承擔(dān)大國(guó)應(yīng)有的責(zé)任與義務(wù),對(duì)中國(guó)的發(fā)展具有積極的意義:積極引導(dǎo)世界輿論導(dǎo)向,為中國(guó)良好的國(guó)家形象的塑造奠定基礎(chǔ);可以增強(qiáng)國(guó)家軟實(shí)力,形成中國(guó)完整的實(shí)力構(gòu)架與力量結(jié)構(gòu);可以在以上二者的基礎(chǔ)上進(jìn)一步維護(hù)國(guó)家利益,為“中國(guó)夢(mèng)”的實(shí)現(xiàn)奠定基礎(chǔ)。爭(zhēng)取中國(guó)模式話語(yǔ)權(quán)在理論與實(shí)踐的雙重層面上存在諸多困境,如中國(guó)模式理論塑造的被動(dòng)性和非系統(tǒng)性,國(guó)際政治經(jīng)濟(jì)舊格局的影響,中國(guó)整體實(shí)力與話語(yǔ)權(quán)份額的非對(duì)等性等。因而,爭(zhēng)取中國(guó)模式的國(guó)際話語(yǔ)權(quán),要統(tǒng)籌考量,深入謀劃。本文的措施集中在在政府、社會(huì)、輿論宣傳三個(gè)層面。政府是主導(dǎo),要積極開(kāi)創(chuàng)外交新模式,隨時(shí)代發(fā)展開(kāi)辟中國(guó)外交的新境界。借助于公共外交,增添中國(guó)模式國(guó)際話語(yǔ)權(quán)的時(shí)代色彩。要借助于文化外交,在歷史傳承的基礎(chǔ)上,深化中國(guó)模式國(guó)際話語(yǔ)權(quán)的影響力和感召力。要建設(shè)中國(guó)自身的話語(yǔ)體系,為新時(shí)期中國(guó)外交的發(fā)展探索新路徑;社會(huì)是主體,在政治角度上既要建構(gòu)理性的中心主義政治體制,又要適應(yīng)國(guó)際政治發(fā)展趨勢(shì),以文化為媒介,實(shí)現(xiàn)中國(guó)傳統(tǒng)文化的現(xiàn)代化,賦予社會(huì)發(fā)展亦鮮明的文化色彩,增強(qiáng)國(guó)人的文化自信與影響力,為中國(guó)模式國(guó)際話語(yǔ)權(quán)的爭(zhēng)取奠定社會(huì)基礎(chǔ)。輿論宣傳是實(shí)現(xiàn)中國(guó)模式國(guó)際話語(yǔ)權(quán)的重要抓手,要緊緊圍繞宣傳工作的“中軸線”,練好宣傳報(bào)道工作的內(nèi)功,要善于借助國(guó)際主流媒體,以彌補(bǔ)國(guó)內(nèi)媒體在國(guó)際影響力上的不足與缺陷。要將加強(qiáng)網(wǎng)絡(luò)輿論引導(dǎo),以網(wǎng)絡(luò)媒體的美麗展現(xiàn)中國(guó)模式的美麗之所在。要培育國(guó)民的理性輿論思維意識(shí)與能力,實(shí)現(xiàn)輿論表達(dá)的合理化,為中國(guó)與世界的良好溝通奠定輿論基礎(chǔ),為中國(guó)模式國(guó)際話語(yǔ)權(quán)的實(shí)現(xiàn)奠定理性民意基礎(chǔ)。
[Abstract]:Since the concept of "Beijing consensus" was put forward by Remo in 2004, the research on China's development model, theory and so on has sprung up one after another. To this day, the Chinese model has become a substitute for the Beijing consensus and has gained the upper hand in history.The two are concepts that are inherited from each other and developed.In the new century, the development path of China's rise and national rejuvenation will become the focus of attention in the Western world: how to safeguard and develop its own national interests,Handling the relations with China has become the basic focus of the world to deal with China's rise.At the same time, in consideration of their own interests, the application of political, economic, cultural and other means in western countries gradually appears to contain the rise of China, among which the United States is the most typical.Such as "China threat", "military threat" and so on, have caused damage to China's national image: not only has the overall image of China been demonized,Moreover, it exerts an oppressive effect on its own national interests and the diversification of international social development models.Therefore, we should strive for the international discourse of the Chinese model, grasp the initiative of the Chinese model in shaping the international discourse, actively construct its own good national image, and form an effective external response mechanism.It is of positive significance for China's development to resist the external threat with practical and effective state behavior and to actively undertake the responsibilities and obligations of the great powers. It is of positive significance to guide the world public opinion and lay the foundation for the shaping of China's good national image;It can strengthen national soft power and form China's complete power structure and power structure, and further safeguard national interests on the basis of the above two, and lay the foundation for the realization of "Chinese Dream".There are many dilemmas on the dual levels of theory and practice, such as the passive and non-systematic modeling of Chinese model theory, the influence of the old pattern of international politics and economy, and the influence of the old pattern of international politics and economy.China's overall strength and the non-equivalence of the share of discourse power and so on.Therefore, to strive for the Chinese model of international discourse, to consider as a whole, in-depth planning.The measures in this paper focus on three levels: government, society and public opinion.The government is leading, we should actively open up a new diplomatic model and open up a new realm of Chinese diplomacy with the development of the times.With the aid of public diplomacy, the age of the Chinese model of international discourse rights is added.With the aid of cultural diplomacy, we should deepen the influence and influence of the Chinese model of international discourse on the basis of historical inheritance.In order to construct China's own discourse system and explore a new path for the development of China's diplomacy in the new period, society is the main body. From a political point of view, it is necessary to construct a rational political system of centralism and to adapt to the trend of international political development.Taking culture as the medium to realize the modernization of Chinese traditional culture, to endow the social development with distinct cultural color, to strengthen the cultural confidence and influence of the Chinese people, and to lay the social foundation for the struggle for the international discourse right of the Chinese model.Publicity by public opinion is an important grasp of the realization of the international discourse right of the Chinese model. It should closely revolve around the "central axis" of propaganda work, practice the internal work of propaganda and report work, and be good at using the mainstream international media.In order to make up for the domestic media in the international influence of the deficiencies and defects.We should strengthen the network public opinion guide and show the beauty of the Chinese model with the beauty of the network media.It is necessary to cultivate the national rational public opinion thinking consciousness and ability, to realize the rationalization of public opinion expression, to lay the public opinion foundation for the good communication between China and the world, and to lay the rational public opinion foundation for the realization of the Chinese model's international discourse right.
