【摘要】：中老關(guān)系有著悠久的歷史,老撾一直是中國(guó)的友好鄰邦。中國(guó)和老撾都屬于社會(huì)主義國(guó)家,都走社會(huì)主義道路,兩國(guó)有著共同的理想和信念。雙方合作基礎(chǔ)和合作傳統(tǒng)都很好,經(jīng)濟(jì)方面具有互補(bǔ)性,發(fā)展的前景和空間也很好。特別是中國(guó)“一帶一路”戰(zhàn)略提出以來(lái),為新時(shí)期中老關(guān)系的發(fā)展提供了新的契機(jī)和平臺(tái),中國(guó)的“一帶一路”戰(zhàn)略將對(duì)老撾社會(huì)的政治、經(jīng)濟(jì)、文化等方面都產(chǎn)生深遠(yuǎn)的影響。“一帶一路”戰(zhàn)略對(duì)于老撾而言既是機(jī)會(huì),同時(shí)又充滿了挑戰(zhàn)。對(duì)于中國(guó)而言,“一帶一路”戰(zhàn)略還處于初始階段,隨著亞洲基礎(chǔ)設(shè)施銀行和絲路基金的創(chuàng)建和籌備,“一帶一路”戰(zhàn)略逐漸從戰(zhàn)略設(shè)想和倡議階段走向了實(shí)際階段。但是對(duì)于中國(guó)的“一帶一路”戰(zhàn)略還有很多需要做的事情,比如對(duì)其沿線國(guó)家的分析,中國(guó)目前還未對(duì)其沿線國(guó)家進(jìn)行一個(gè)較為全面和正確的認(rèn)識(shí),對(duì)于沿線各國(guó)各自獨(dú)特的政治、經(jīng)濟(jì)制度、國(guó)內(nèi)產(chǎn)業(yè)格局、民族、文化、宗教、風(fēng)土人情等,到目前為止還是缺乏一個(gè)基本的認(rèn)識(shí),這就需要國(guó)內(nèi)外的學(xué)者共同研究“一帶一路”這個(gè)“大系統(tǒng)”下的每個(gè)“子系統(tǒng)”的特征。本文以“一帶一路”沿線的重要國(guó)家之一的老撾為研究重點(diǎn),從中國(guó)的“一帶一路”戰(zhàn)略出發(fā),結(jié)合分析中老關(guān)系來(lái)探討“一帶一路”戰(zhàn)略對(duì)中老關(guān)系的影響。本文分為三部分。第一部分,對(duì)中國(guó)的“一帶一路”戰(zhàn)略及中老關(guān)系的沿革展開分析,主要從三個(gè)方面,即從“一帶一路”提出的背景,“一帶一路”戰(zhàn)略內(nèi)涵和中老兩國(guó)自建交以來(lái)的關(guān)系進(jìn)行闡述;第二部分,分析“一帶一路”戰(zhàn)略在老撾實(shí)施的基礎(chǔ)和可依托力量。除了兩國(guó)堅(jiān)實(shí)的合作基礎(chǔ),中國(guó)—東盟自由貿(mào)易區(qū)機(jī)制、瀾湄合作機(jī)制和泛亞鐵路建設(shè)等,為“一帶一路”戰(zhàn)略下的中老合作創(chuàng)造了良好的條件。在優(yōu)越的前提條件下分析了“一帶一路”戰(zhàn)略下的中老關(guān)系的發(fā)展;第三部分,概括“一帶一路”戰(zhàn)略對(duì)兩國(guó)關(guān)系的挑戰(zhàn)與前景�！耙粠б宦贰睉�(zhàn)略符合中老雙方的雙邊利益,合作的前景良好,但也存在著一些挑戰(zhàn)。本文通過(guò)分析這些挑戰(zhàn)因素,探尋解決這些問題的路徑。
[Abstract]:China-Laos relations have a long history, Laos has been a friendly neighbor of China.Both China and Laos belong to socialist countries and follow the socialist road. The two countries share common ideals and beliefs.The foundation and tradition of cooperation between the two sides are very good, the economic aspects are complementary, and the prospects and space for development are also very good.In particular, since China's "Belt and Road" strategy was put forward, it has provided a new opportunity and platform for the development of Sino-Lao relations in the new period. China's "Belt and Road" strategy will have a positive impact on the politics and economy of Lao society.Culture and other aspects have a profound impact.Belt and Road's strategy is both an opportunity and a challenge for Laos.For China, "Belt and Road" strategy is still in its initial stage. With the establishment and preparation of Asian Infrastructure Bank and Silk Road Fund, the "Belt and Road" strategy has gradually moved from the stage of strategic assumption and initiative to the practical stage.However, there are still many things to do about China's "Belt and Road" strategy, such as an analysis of the countries along its route. At present, China has not had a more comprehensive and correct understanding of the countries along its route.So far, there is still a lack of a basic understanding of the unique political, economic systems, domestic industrial patterns, national, cultural, religious and local customs of the countries along the route.This requires scholars at home and abroad to study the characteristics of each subsystem under Belt and Road.This paper focuses on Laos, one of the most important countries along the route of Belt and Road, from the perspective of the Chinese "Belt and Road" strategy, and analyzes the relationship between China and Laos to discuss the influence of the "Belt and Road" strategy on the relationship between China and Laos.This paper is divided into three parts.In the first part, the author analyzes China's "Belt and Road" strategy and the evolution of Sino-Lao relations, mainly from three aspects, namely, the background put forward by "Belt and Road".The connotation of "Belt and Road" strategy and the relationship between China and Laos since the establishment of diplomatic relations are expounded. The second part is to analyze the basis and strength of the implementation of "Belt and Road" strategy in Laos.Apart from the solid foundation of cooperation between the two countries, the mechanism of the China-ASEAN Free Trade area, the Lan Mei Cooperation Mechanism and the Trans-Asian Railway Construction have created favorable conditions for China-Laos cooperation under the "Belt and Road" strategy.This paper analyzes the development of Sino-Laotian relations under the strategy of "Belt and Road", and summarizes the challenges and prospects of the strategy of "Belt and Road" to the relations between the two countries in the third part.Belt and Road's strategy conforms to the bilateral interests of China and Laos, and the prospects for cooperation are good, but there are still some challenges.By analyzing these challenging factors, this paper explores the ways to solve these problems.
