【摘要】：能源是世界各國的利益博弈點(diǎn),是關(guān)系到政治、經(jīng)濟(jì)、軍事以及國家發(fā)展方方面面的重要物質(zhì)。隨著世界經(jīng)濟(jì)一體化的快速發(fā)展,各個國家的相互聯(lián)系更加緊密。能源作為各國關(guān)系的重要連接點(diǎn)之一,特別是在環(huán)境惡化,能源資源逐漸枯竭的今天,對國家戰(zhàn)略政策的制定與國際關(guān)系的走向都具有重要意義。中國和俄羅斯作為國土面積相連的兩個大國,擁有良好的地緣政治優(yōu)勢,加之中俄兩國在能源中的互補(bǔ)性極強(qiáng),因此為中俄進(jìn)行能源合作奠定了堅(jiān)實(shí)的基礎(chǔ)。對中國來說,作為能源消費(fèi)大國,飛速發(fā)展的經(jīng)濟(jì)對能源需求量巨大。中國想要緩解能源緊張的局勢,保障能源安全,就需要保證穩(wěn)定的能源輸入來源。因此,加強(qiáng)與俄羅斯的能源合作,是維護(hù)中國能源安全,實(shí)現(xiàn)社會穩(wěn)定與提高國際政治地位的必要措施。對于俄羅斯來說,強(qiáng)大的能源資源儲備量使俄羅斯在國際能源市場占據(jù)優(yōu)勢地位。在與中國進(jìn)行能源合作的同時,不僅可以獲得巨大的經(jīng)濟(jì)收益,而且還可以利用中國強(qiáng)大的資金與技術(shù),實(shí)現(xiàn)對能源的勘探開發(fā)以及基礎(chǔ)設(shè)施建設(shè)。所以,能源合作對于中俄兩國來說,是具有互利共贏的明智之舉,是進(jìn)一步加強(qiáng)中俄政治互信,提升全面戰(zhàn)略伙伴關(guān)系的有力途徑。對21世紀(jì)的中俄能源合作問題進(jìn)行研究,具有理論性與現(xiàn)實(shí)性。本文通過文獻(xiàn)分析法、比較分析法以及全面分析法,對中俄能源合作的現(xiàn)狀進(jìn)行闡述,并對制約中俄能源合作的因素進(jìn)行深入分析,從而提出對深化中俄能源合作的對策建議。第一部分,能源外交的相關(guān)理論以及中俄能源合作的必要性。一是能源外交與能源合作的含義,以及支撐本文創(chuàng)作的三個理論基礎(chǔ):能源安全理論、能源博弈理論及能源地緣政治理論。二是從政治、經(jīng)濟(jì)、軍事方面對中俄進(jìn)行能源合作的必要性展開闡述。第二部分,中俄能源合作的現(xiàn)狀。一是對中俄在石油、天然氣、電力、煤炭及清潔能源領(lǐng)域取得的成果進(jìn)行梳理。二是對中俄能源合作中出現(xiàn)的高層和民間與中國互信度差異大、中國短缺能源人才及缺乏長期規(guī)劃、俄羅斯法規(guī)不健全及能源稅收高、能源運(yùn)輸方式單一及定價存在分歧、合作資金缺乏及互投水平差、大國博弈激烈及合作變數(shù)加大的問題進(jìn)行闡述。第三部分,中俄能源合作的制約因素。一是俄羅斯忌憚的“中國威脅論”對中俄能源合作的負(fù)面影響。二是中國能源企業(yè)發(fā)展程度低,國際競爭力差以及能源政策搖擺不定。三是俄羅斯社會環(huán)境復(fù)雜,國內(nèi)投資環(huán)境差以及遠(yuǎn)東地區(qū)開發(fā)難度大。四是大國博弈的強(qiáng)力沖擊,日本、歐盟、印度與中國的能源競爭以及美國對于中俄能源合作的阻撓干涉。第四部分,深化中俄能源合作的對策建議。一是推進(jìn)絲綢之路經(jīng)濟(jì)帶與歐亞經(jīng)濟(jì)聯(lián)盟的戰(zhàn)略對接。二是拓展中俄能源合作的渠道,發(fā)揮上合組織平臺以及構(gòu)建東北亞能源合作協(xié)商機(jī)制。三是中國能源企業(yè)提高國際競爭力,在投資模式、技術(shù)合作及人才培養(yǎng)方面進(jìn)行提升。四是俄羅斯優(yōu)化投資環(huán)境,在法律規(guī)范、遠(yuǎn)東現(xiàn)狀及民間互動方面進(jìn)行完善。五是中俄精誠合作化解國際制約,要發(fā)揮地緣優(yōu)勢,維護(hù)能源安全以及統(tǒng)籌彼此利益。21世紀(jì)的中俄能源合作是中俄兩國面對國際能源形勢的風(fēng)云變幻,利用較高的政治互信與極強(qiáng)的經(jīng)濟(jì)互補(bǔ)來推進(jìn)全面發(fā)展的,對于維護(hù)國家能源安全具有重要作用。本文對中俄能源合作進(jìn)行深入的分析,并對深化合作提出對策建議,以共探討和交流。
[Abstract]:Energy is the interests of the game point of all countries in the world, is related to the political, economic, military and national development of the important material aspects. With the rapid development of world economic integration, the mutual relations among the countries more closely. Energy as an important connection point of a relationship between the countries, especially in the deterioration of the environment, the gradual depletion of energy resources today, all has the vital significance to the relationship of the national strategy formulation and international policy. The two powers Chinese and Russia as the land area is connected, has a good geopolitical advantages, coupled with China and Russia in the complementary energy is extremely strong, therefore lays a solid foundation for the Sino Russian energy cooperation. China on it that is a big energy consuming country, the rapid development of the economy of energy demand is huge. China to ease energy tensions, ensuring energy security, we need to ensure stability The source of energy input. Therefore, strengthen energy cooperation with Russia, is to maintain China energy security, to achieve social stability and improve the international political position. The necessary measures for Russia, energy resource reserves to make a strong Russia occupy the dominant position in the international energy market. In energy cooperation with China at the same time, not only can to achieve great economic benefits, but also with a strong financial and technical Chinese, to achieve energy exploration and development and infrastructure construction. So, for the Sino Russian energy cooperation, it is wise to have a win-win, is to further strengthen mutual political trust between China and Russia, a powerful way to enhance the comprehensive strategic partnership to study. The twenty-first Century issue of Sino Russian energy cooperation, has theoretical and reality. Through literature analysis, comparative analysis and comprehensive Analysis of the law, the status of Sino Russian energy cooperation is expounded, and a thorough analysis of the restricting factors of Sino Russian energy cooperation, and puts forward countermeasures and suggestions on deepening energy cooperation between China and Russia. The first part, the necessity of the related theory of energy diplomacy and Sino Russian energy cooperation. One is the energy diplomacy and energy cooperation meaning, as well as three in this paper, the theoretical basis to support the creation of energy: energy security theory, game theory and energy geopolitics theory. Two is the Chinese energy enterprise development degree is low, the international competitiveness and energy policy wavering. Three is Russia's social environment is complex, the domestic investment environment and the development of the difficulty of Far East. Four is the strong impact, the big game in Japan, the EU, India and Chinese energy competition and the Sino Russian energy cooperation of obstruction and interference. In the fourth part, countermeasures and suggestions to deepen the Sino Russian energy cooperation. The first is to promote the Silk Road Economic Belt and the Eurasian Economic Union strategy to meet. The two is to expand the channel of Sino Russian energy cooperation, to play the SCO platform and the construction of the Northeast Asian energy cooperation consultation mechanism. The three is to improve the international competitiveness of enterprises in China energy, investment mode, technical cooperation and personnel training to upgrade. Four is to optimize the investment environment in Russia, legal norms, perfect the present situation and the folk interaction in the Far East five. China and Russia cooperate to resolve international constraints, to play geopolitical advantages, maintain energy security and the overall interests of the Sino Russian energy cooperation between the two countries was the.21 century to each other in the face of the international energy situation with high political trust amidst the winds of change, with strong economic complementarity to promote comprehensive development, plays an important role in the maintenance of national energy security. In this paper, the Sino Russian energy cooperation in-depth analysis, and puts forward some countermeasures and suggestions to deepen cooperation, to discuss and exchange.
