【摘要】：當(dāng)今世界，全球化趨勢(shì)明顯，世界范圍內(nèi)涉及國(guó)家、民族、政治經(jīng)濟(jì)的各種社會(huì)矛盾不斷發(fā)生，公共安全突發(fā)事件頻發(fā)，引起了中外學(xué)者的普遍關(guān)注。與此同時(shí)，我國(guó)自身也處于現(xiàn)代化建設(shè)的改革當(dāng)中，面臨著社會(huì)各階層利益訴求的潛在矛盾，導(dǎo)致社會(huì)問題日漸突出，公共危機(jī)事件層出不窮，也迫使了我國(guó)在進(jìn)一步深化改革過程中，需進(jìn)一步加大社會(huì)公共安全的保護(hù)力度。 對(duì)此，本文基于社會(huì)救助的視角，從我國(guó)公共安全突發(fā)事件的現(xiàn)狀出發(fā)，綜合分析各類公共安全事件性質(zhì)，深入探索社會(huì)救助內(nèi)涵，借鑒國(guó)外關(guān)于危機(jī)應(yīng)急管理的先進(jìn)經(jīng)驗(yàn)，最后科學(xué)地分析新時(shí)期我國(guó)在應(yīng)對(duì)公共安全突發(fā)事件和緊急社會(huì)救助中所存在的問題，由此提出相應(yīng)的對(duì)策。 研究?jī)?nèi)容共有六個(gè)部分： 第一部分：緒論，主要闡述本文研究的目的和意義，并對(duì)國(guó)內(nèi)外相關(guān)領(lǐng)域的文獻(xiàn)進(jìn)行概括性綜述，提出本文的研究?jī)?nèi)容、研究方法以及創(chuàng)新之處。 第二部分：公共安全突發(fā)事件概述，主要闡述了公共安全突發(fā)事件的基本含義，并輔以我國(guó)典型的公共安全突發(fā)事件對(duì)其進(jìn)行分類研究，最后深入分析公共安全突發(fā)事件對(duì)國(guó)家所帶來的眾多消極影響。 第三部分：社會(huì)救助概述，主要從理論的角度厘清社會(huì)救助的含義與特征，介紹相關(guān)基礎(chǔ)理論的認(rèn)識(shí)，并從我國(guó)的國(guó)情出發(fā)，簡(jiǎn)單論述社會(huì)救助機(jī)制在構(gòu)建和諧社會(huì)過程中所起的重大作用。 第四部分：國(guó)外地方政府應(yīng)對(duì)公共安全突發(fā)事件的社會(huì)救助實(shí)踐經(jīng)驗(yàn)，主要通過對(duì)美國(guó)和英國(guó)各自應(yīng)急管理運(yùn)行機(jī)制的分析，歸納出國(guó)外應(yīng)對(duì)部分公共安全突發(fā)事件的先進(jìn)經(jīng)驗(yàn)，，從而為我國(guó)社會(huì)救助機(jī)制的完善作出寶貴的借鑒。 第五部分：以“三鹿奶粉事件”作為案例分析，從我國(guó)危機(jī)應(yīng)對(duì)的現(xiàn)狀出發(fā)，運(yùn)用定性分析的方法，找出我國(guó)社會(huì)救助中應(yīng)對(duì)公共安全突發(fā)事件的不足之處，并在此基礎(chǔ)上對(duì)上述問題進(jìn)行梳理和探討。 第六部分：關(guān)于新時(shí)期我國(guó)應(yīng)急管理中社會(huì)救助機(jī)制的構(gòu)建以及路徑探索，通過前文不同層次的分析，在上述研究結(jié)論的基礎(chǔ)上，提出有效應(yīng)對(duì)公共安全突發(fā)事件的相關(guān)策略分析。
[Abstract]:In today's world, the trend of globalization is obvious, all kinds of social contradictions involving country, nation, politics and economy are constantly occurring in the world, and public safety emergencies occur frequently, which has aroused the general concern of scholars both at home and abroad.At the same time, our country itself is also in the reform of modernization construction, facing the potential contradiction of the interests of all social strata, leading to the increasingly prominent social problems, public crisis events emerge in endlessly.It also compels our country to strengthen the protection of social public security in the process of further deepening the reform.In this paper, based on the perspective of social assistance, from the current situation of public security emergencies in China, this paper comprehensively analyzes the nature of all kinds of public security events, explores the connotation of social assistance, and draws lessons from the advanced experience of foreign countries on crisis emergency management.Finally, the problems in dealing with public safety emergencies and emergency social assistance in China in the new period are analyzed scientifically, and the corresponding countermeasures are put forward.The study consists of six parts:The first part: introduction, mainly expounds the purpose and significance of this study, and summarizes the literature of related fields at home and abroad, and puts forward the research contents, research methods and innovations of this paper.The second part: the overview of public safety emergencies, mainly elaborated the basic meaning of public security emergencies, and supplemented by the typical public security emergencies to classify them,Finally, it analyzes the negative effects of public security emergencies on the country.The third part: an overview of social assistance, mainly from the theoretical point of view to clarify the meaning and characteristics of social assistance, introduce the understanding of relevant basic theories, and proceed from the situation of our country.This paper briefly discusses the important role of social relief mechanism in the process of building a harmonious society.The fourth part: the experience of foreign local governments in dealing with public safety emergencies, mainly through the analysis of the operational mechanism of emergency management in the United States and Britain.The advanced experiences of foreign countries in dealing with some public safety emergencies are summed up, thus making valuable reference for the perfection of social relief mechanism in our country.The fifth part: taking Sanlu Milk Powder incident as a case study, starting from the current situation of crisis response in China, using qualitative analysis method to find out the deficiencies of responding to public security emergencies in social assistance in our country.On this basis, the above problems are combed and discussed.Part VI: on the construction of social relief mechanism and path exploration in China's emergency management in the new period, through the previous analysis of different levels, on the basis of the above research conclusions,Put forward the effective response to public safety emergencies related to the analysis of the strategy.
