【摘要】：隨著中國經(jīng)濟30年的高速發(fā)展，國內(nèi)經(jīng)濟取得世人矚目的成績，同時也遇到了發(fā)展中的難題。面對當前中國經(jīng)濟結構調(diào)整的轉(zhuǎn)折期，大多數(shù)中國企業(yè)除了要調(diào)整自身產(chǎn)業(yè)結構，提高創(chuàng)新能力，提高產(chǎn)品核心競爭力，還要積極走出去，到廣闊的國際市場上尋找新的發(fā)展機遇，以解決發(fā)展的瓶頸問題。 中油吉林化建工程有限公司是一家具有石油化工特級總承包資質(zhì)的施工企業(yè)，是中國最早從事化工、石油化工裝置建設的大型綜合型施工企業(yè)，在國內(nèi)石化行業(yè)建設領域享有很高的聲譽，，同時更具有30多年的海外施工管理經(jīng)驗。伴隨著中國能源行業(yè)產(chǎn)能過剩的國內(nèi)大環(huán)境，石化行業(yè)的基礎建設項目日趨減少，面對生存和發(fā)展兩大難題，中油吉林化建憑借多年國際工程的經(jīng)驗和自身優(yōu)勢，積極調(diào)整企業(yè)發(fā)展重心，提出大力開發(fā)國際市場，堅定不移地走國際化道路。 本文以中油吉林化建新近承攬的阿爾及利亞油氣地面項目為載體，針對該項目特點及項目所在地的政治經(jīng)濟自然環(huán)境，重點闡述國際項目如何開展項目前期策劃工作、在策劃的過程中要注意哪些問題，如何應對撒哈拉沙漠腹地惡劣的自然環(huán)境開展有針對性的項目前期策劃，充分體現(xiàn)對于國際項目尤其是資源匱乏、自然環(huán)境惡劣的國際項目前期策劃工作的重要性。為項目執(zhí)行期順利開展各項工作，起到事半功倍的作用，為公司后續(xù)國際市場的開發(fā)和組織管理提供寶貴的經(jīng)驗。同時希望通過本文能為相關企業(yè)在國際業(yè)務中提供一些可值得借鑒的經(jīng)驗。
[Abstract]:With the rapid development of China's economy over the past 30 years, the domestic economy has made remarkable achievements in the world, and at the same time it has encountered difficulties in development. In the face of the transition period of China's economic restructuring, most Chinese enterprises have to adjust their own industrial structure. To improve the innovation ability and the core competitiveness of products, we should go out actively and look for new development opportunities in the broad international market in order to solve the bottleneck problem of development. PetroChina Jilin Chemical Construction Engineering Co., Ltd. is a construction enterprise with special general contracting qualification of petrochemical industry. It is the first large-scale comprehensive construction enterprise in China engaged in chemical engineering and petrochemical plant construction. It enjoys a high reputation in the field of domestic petrochemical industry construction, and has more than 30 years of overseas construction management experience. With the domestic environment of China's energy industry overcapacity, the petrochemical industry infrastructure projects are decreasing day by day. Facing the two difficult problems of survival and development, PetroChina Jilin Chemical Construction, relying on many years of international engineering experience and its own advantages, actively adjusted the center of enterprise development, put forward to vigorously develop the international market, firmly take the international road. This paper takes the oil and gas surface project of Algeria recently contracted by PetroChina Jilin Chemical Construction as the carrier. According to the characteristics of the project and the political and economic natural environment of the project location, this paper focuses on how to carry out the preliminary planning work of the international project. In the planning process, what problems should be paid attention to, how to deal with the harsh natural environment in the heart of the Sahara Desert and how to carry out targeted pre-project planning, which fully reflects the lack of international projects, especially the lack of resources, The importance of the pre-planning work of the international project, which has a harsh natural environment, to carry out all kinds of work smoothly during the execution period of the project, and to play the role of doubling the result with half the effort, This paper provides valuable experience for the development and management of the international market, and hopes to provide some valuable experience for the related enterprises in the international business through this paper.
