【摘要】：社會(huì)組織的發(fā)展是彌補(bǔ)政府失靈和市場(chǎng)失靈的重要路徑.隨著經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步，社會(huì)組織在社會(huì)政治經(jīng)濟(jì)和人民群眾生活等方面的影響越來越深入，其作用也越來越受到社會(huì)的關(guān)注。黨的十六大以來，黨中央把社會(huì)組織發(fā)展放到了加強(qiáng)和創(chuàng)新社會(huì)管理格局的高度。積極引導(dǎo)社會(huì)組織進(jìn)行自身能力建設(shè)，提高社會(huì)服務(wù)能力，完善社會(huì)組織的管理創(chuàng)新。與此同時(shí)，社會(huì)組織發(fā)展過程中對(duì)國家安全帶來的問題，成為當(dāng)前我國社會(huì)管理創(chuàng)新的重要組成部分。 鑒于此，本文基于國家與社會(huì)關(guān)系理論、非傳統(tǒng)安全理論、新安全理論等，合理界定了社會(huì)組織和國家安全這兩個(gè)核心概念的定義及內(nèi)涵，國內(nèi)外學(xué)界對(duì)社會(huì)組織和國家安全問題的探討，我國社會(huì)組織的興起及發(fā)展趨勢(shì)，社會(huì)組織對(duì)國家安全的積極作用與帶來的挑戰(zhàn)等。由于社會(huì)組織挑戰(zhàn)了傳統(tǒng)的國家權(quán)威至上模式、政府對(duì)社會(huì)組織監(jiān)管存在不足、西方利用社會(huì)組織對(duì)華進(jìn)行西化和分化、國內(nèi)社會(huì)組織自身發(fā)展不成熟等原因，社會(huì)組織對(duì)國家安全帶來了政權(quán)安全、政治安全、文化安全、經(jīng)濟(jì)安全、社會(huì)安全等全方位的威脅。在借鑒了美國、俄羅斯、印度等國家加強(qiáng)社會(huì)組織管理保障國家安全的經(jīng)驗(yàn)之后，本文提出了我國目前應(yīng)加強(qiáng)社會(huì)組織管理以保障國家安全的建議，分別從加強(qiáng)對(duì)社會(huì)公眾的國家安全教育、加強(qiáng)對(duì)社會(huì)組織的監(jiān)管、防止西方利用社會(huì)組織對(duì)華進(jìn)行“顏色革命”、加強(qiáng)政治主權(quán)安全、提高維護(hù)經(jīng)濟(jì)社會(huì)安全能力、建立健全相關(guān)法律法規(guī)體系等多個(gè)方面進(jìn)行了對(duì)策建議的思考，，希望這些建議能夠?qū)Ξ?dāng)前加強(qiáng)社會(huì)管理創(chuàng)新以確保國家安全起到積極的作用，也希望本文對(duì)社會(huì)組織沖擊國家安全問題的嘗試性研究能夠?yàn)閷W(xué)界深入開展此方面的研究提供幫助，如此，在加強(qiáng)社會(huì)組織管理創(chuàng)新，發(fā)揮社會(huì)組織積極作用的同時(shí)，也能夠有效維護(hù)國家安全和國家利益。
[Abstract]:The development of social organization is an important way to make up for the failure of government and market. With the development of economy and society, the influence of social organization on social politics, economy and people's life is getting deeper and deeper. Since the 16th National Congress of the Party, the CPC Central Committee has put the development of social organizations at the height of strengthening and innovating the pattern of social management. It has actively guided social organizations to carry out their own capacity-building and improve their ability to provide social services. At the same time, the problems brought about by the development of social organizations to the national security have become an important part of the current social management innovation in China. In view of this, based on the theory of state-social relations, non-traditional security theory and new security theory, this paper reasonably defines the definition and connotation of the two core concepts of social organization and national security. The research on social organization and national security, the rise and development trend of social organization in China. The positive role and challenges of social organizations to national security. Because social organizations have challenged the traditional mode of supremacy of state authority, the government has insufficient supervision over social organizations, and the West has used social organizations to westernize and divide China. Domestic social organizations are not mature in their own development. Social organizations have brought about omni-directional threats to national security, such as regime security, political security, cultural security, economic security, social security and so on. They have drawn lessons from the United States and Russia. After the experiences of India and other countries in strengthening the management of social organizations to ensure national security, this paper puts forward some suggestions that our country should strengthen the management of social organizations in order to safeguard national security, respectively, from strengthening the national security education to the public. Strengthen supervision of social organizations, prevent the West from using social organizations to carry out "color revolutions" against China, strengthen political sovereignty and security, and improve the ability to safeguard economic and social security. It is hoped that these suggestions can play a positive role in strengthening social management innovation to ensure national security. It is also hoped that this paper's tentative research on social organizations' impact on national security can help the academic circles to carry out in-depth research in this area. Thus, while strengthening the innovation of social organization management and giving play to the positive role of social organizations, It can also effectively safeguard national security and national interests.
