【摘要】：現(xiàn)代志愿組織作為世界政治、經(jīng)濟(jì)、社會(huì)發(fā)展的重要參與者,不僅發(fā)揮著提供傳統(tǒng)慈善幫扶社會(huì)弱勢(shì)群體的基礎(chǔ)功能,更為重要的是將奉獻(xiàn)、友愛(ài)、互助、進(jìn)步為核心的志愿精神向社會(huì)進(jìn)行推廣,充分發(fā)揮著改善社會(huì)文化、影響社會(huì)環(huán)境的積極作用,同時(shí)也可以矯正市場(chǎng)失靈和政府失靈不良社會(huì)狀態(tài)。但同樣作為推動(dòng)社會(huì)發(fā)展的重要角色的志愿服務(wù),其發(fā)展也并不臻于完美,正如薩拉蒙所說(shuō):志愿服務(wù)一樣會(huì)存在失靈狀態(tài)。因此,基于志愿失靈理論,我們要克服出現(xiàn)的志愿失靈問(wèn)題,發(fā)揮其應(yīng)有的作用。中國(guó)是世界上最大的發(fā)展中國(guó)家,在推進(jìn)社會(huì)經(jīng)濟(jì)發(fā)展和構(gòu)建中國(guó)特色社會(huì)主義現(xiàn)代化國(guó)家的建設(shè)中,需要志愿服務(wù)的廣泛參與,本文對(duì)以新疆少數(shù)民族地區(qū)K市志愿服務(wù)為研究對(duì)象,探究其發(fā)展中遇到的問(wèn)題和深層原因,對(duì)整個(gè)西北少數(shù)民族地區(qū)志愿服務(wù)事業(yè)發(fā)展具有一定借鑒意義。論文共有五個(gè)部分。第一部分,緒論。對(duì)論文的研究框架進(jìn)行說(shuō)明,并且詳細(xì)地闡述了本文的研究意義、研究背景和研究方法。同時(shí),綜述部分整理了國(guó)內(nèi)外具有代表性關(guān)于志愿服務(wù)理論的文獻(xiàn),簡(jiǎn)單敘述了志愿服務(wù)和志愿失靈理論發(fā)展的經(jīng)歷和前景展望;第二部分,相關(guān)概念界定及理論闡釋。對(duì)行文過(guò)程中涉及到的基本概念進(jìn)行梳理。首先闡述志愿者、志愿組織和志愿服務(wù)的具體概念,其次對(duì)志愿失靈理論的四方面表現(xiàn)逐一開(kāi)展分析,并且闡述了該理論在本文中的應(yīng)用;第三部分,描述K市志愿服務(wù)發(fā)展現(xiàn)狀及其存在的問(wèn)題。首先,介紹K市近年來(lái)志愿服務(wù)事業(yè)發(fā)展情況。其次,根據(jù)現(xiàn)有K市志愿服務(wù)發(fā)展情況,利用薩拉蒙志愿失靈理論作為分析理論框架,尋找制約K市志愿服務(wù)發(fā)展的瓶頸問(wèn)題;第四部分,總結(jié)K市志愿服務(wù)存在問(wèn)題的原因。包含:志愿服務(wù)物質(zhì)支持的單一性,志愿組織服務(wù)資源分配的主觀性,志愿組織服務(wù)資源分配的壟斷性,志愿組織管理的業(yè)余性;第五部分,針對(duì)問(wèn)題存在的原因提出有效的對(duì)策,進(jìn)行區(qū)域特色化志愿服務(wù)體系建設(shè),構(gòu)建符合本地區(qū)志愿服務(wù)發(fā)展的體系。拓展志愿服務(wù)物質(zhì)支持途徑多樣化,促進(jìn)志愿組織對(duì)于服務(wù)資源分配的民主化,破除志愿組織管理的壟斷性,推進(jìn)志愿服務(wù)的專(zhuān)業(yè)化。本文采用的研究方法包含文獻(xiàn)研究法、問(wèn)卷調(diào)查法、訪談法、實(shí)證與理論相結(jié)合,對(duì)K市志愿服務(wù)發(fā)展進(jìn)行全方位的梳理,結(jié)合薩拉蒙志愿失靈理論,逐一對(duì)存在問(wèn)題和原因提出有效的對(duì)策建議,希望能為我國(guó)少數(shù)民族地區(qū)志愿服務(wù)發(fā)展提供部分經(jīng)驗(yàn)。
[Abstract]:As an important participant in world politics, economy and social development, modern voluntary organizations not only play a fundamental role in providing traditional charity to help the vulnerable groups of society, but also, more importantly, contribute, love, and help each other. The progressive spirit of volunteerism, which is at the core of society, is spreading to the society, giving full play to the positive role of improving social culture and influencing the social environment, At the same time, it can also correct the bad social situation of market failure and government failure. But as an important role to promote social development, voluntary service is not perfect. As Salamon put it: volunteerism will have a state of failure. Therefore, based on the theory of voluntary failure, we need to overcome the problem of voluntary failure and play its due role. China is the largest developing country in the world. In order to promote social and economic development and build a modern socialist country with Chinese characteristics, we need the extensive participation of voluntary service. To explore the problems encountered in its development and the deep reasons, it has certain reference significance for the development of voluntary service in the whole northwest minority areas. There are five parts of the paper. The first part, introduction, explains the research framework of the paper. The significance, background and method of this paper are elaborated in detail. At the same time, the literature on the theory of voluntary service at home and abroad is summarized. It briefly describes the experience and prospect of the development of the theory of voluntary service and voluntary failure. The second part, the definition of related concepts and theoretical interpretation. The specific concepts of voluntary organization and voluntary service, secondly, the four aspects of the theory of voluntary failure are analyzed one by one, and the application of the theory in this paper is expounded. This paper describes the present situation and existing problems of volunteer service in K city. Firstly, it introduces the development of voluntary service in K city in recent years. Secondly, according to the development situation of voluntary service in K city, Using Salamon voluntary failure theory as the theoretical framework to find out the bottleneck problem that restricts the development of voluntary service in K City. Part 4th summarizes the reasons of the problem of volunteer service in K City including: the singularity of material support for voluntary service. The subjectivity of voluntary organization service resource allocation, the monopoly of voluntary organization service resource allocation, the amateur nature of voluntary organization management, the 5th part, put forward the effective countermeasure in view of the reason of the problem, To construct the regional characteristic voluntary service system, to construct the system in line with the development of local voluntary service, to expand the diversification of voluntary service material support ways, to promote the democratization of voluntary organizations' distribution of service resources, and to promote the democratization of voluntary organizations' distribution of service resources. To break the monopoly of voluntary organization management and promote the specialization of voluntary service. The research methods used in this paper include literature research, questionnaire survey, interview, empirical and theoretical combination, By combing the development of voluntary service in K city and combining the theory of Salamon's voluntary failure, this paper puts forward some effective countermeasures and suggestions to the problems and causes, hoping to provide some experience for the development of voluntary service in minority areas of our country.
