【摘要】：21世紀(jì)是城市的世紀(jì)。隨著經(jīng)濟(jì)全球化和信息化進(jìn)程的加快,人才、資本、信息、技術(shù)等要素打破了國(guó)家的界線,以城市為載體,在全球范圍內(nèi)充分流轉(zhuǎn)、合理配置。這些城市成為資源流轉(zhuǎn)和配置的節(jié)點(diǎn),并根據(jù)其等級(jí)高級(jí)、能量大小、輻射范圍、聯(lián)系緊密程度形成了一個(gè)多層次的世界城市網(wǎng)絡(luò)體系。其中,對(duì)全球政治、經(jīng)濟(jì)、文化事務(wù)具有強(qiáng)大控制力和影響力的節(jié)點(diǎn)城市就是世界城市。目前,世界城市研究是國(guó)內(nèi)外學(xué)界和各國(guó)各級(jí)政府研究的熱點(diǎn)之一。世界城市作為城市發(fā)展的高級(jí)階段,成為國(guó)內(nèi)外眾多城市的發(fā)展目標(biāo)。 本文總體采用實(shí)證分析方法,研究建設(shè)中國(guó)特色“世界城市”的可行性,并提出建設(shè)中國(guó)特色“世界城市”的路徑、方法和主要舉措。本項(xiàng)研究的基本目標(biāo)在于,為北京、上海等城市在國(guó)際大都市建設(shè)基礎(chǔ)上實(shí)現(xiàn)世界城市之目標(biāo),提供理論思維和操作層面的資政建言。 本文研究框架是這樣設(shè)置的：除第一章導(dǎo)論和第八章結(jié)論與展望,正文共分為六章。導(dǎo)論在于介紹論文選題及意義,梳理和評(píng)析已有文獻(xiàn),闡述論文研究方法與框架安排,提出論文可能的創(chuàng)新之處。結(jié)論與展望在于對(duì)本項(xiàng)研究進(jìn)行概要性總結(jié),提出研究中的不足以及有待進(jìn)一步研究的問(wèn)題。 第二章本項(xiàng)研究的理論基礎(chǔ)。著重考察城市文明與世界城市的相關(guān)理論,為本項(xiàng)研究提供理論依據(jù)。 第三章城市文明發(fā)展與世界城市的成長(zhǎng)分析。重點(diǎn)分析中西古代世界城市——長(zhǎng)安與羅馬以及當(dāng)代的世界城市——紐約、倫敦和東京,并探尋世界城市成長(zhǎng)的一般規(guī)律。 第四章建設(shè)中國(guó)特色“世界城市”的現(xiàn)實(shí)性分析�？陀^分析中國(guó)建設(shè)“世界城市”的現(xiàn)實(shí)情勢(shì),運(yùn)用SWOT分析方法,理性評(píng)估建設(shè)中國(guó)特色“世界城市”的可行性,并分析建設(shè)中國(guó)特色“世界城市”面臨的主要問(wèn)題。 第五章建設(shè)中國(guó)特色“世界城市”的構(gòu)成要素分析。介紹中國(guó)特色世界城市“特”在哪里,并從制度結(jié)構(gòu)、經(jīng)濟(jì)增長(zhǎng)、公共環(huán)境、創(chuàng)新強(qiáng)度、宜居指數(shù)和國(guó)際交往這六個(gè)維度,分析中國(guó)特色“世界城市”的基本要素。 第六章中國(guó)特色“世界城市”指標(biāo)體系的構(gòu)建與評(píng)估。第一步,梳理世界城市指標(biāo)體系構(gòu)建的相關(guān)研究,研討一套可能的中國(guó)特色“世界城市”指標(biāo)體系；第二步,選取中國(guó)最具競(jìng)爭(zhēng)力的10個(gè)城市作為樣本,客觀評(píng)估這些城市的發(fā)展水平,及其對(duì)世界城市建設(shè)目標(biāo)的實(shí)現(xiàn)程度；第三步,將最具潛力建設(shè)世界城市的中國(guó)城市與國(guó)際公認(rèn)的世界城市進(jìn)行比較,認(rèn)清差距,找到今后努力的方向。 第七章建設(shè)中國(guó)特色“世界城市”的路徑、方法與主要舉措。分析建設(shè)中國(guó)特色“世界城市”的路徑與方法,并從轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,實(shí)現(xiàn)科學(xué)發(fā)展；繁榮城市文化,提升城市軟實(shí)力；推進(jìn)制度創(chuàng)新,提升城市層級(jí)；創(chuàng)新社會(huì)治理,建設(shè)包容性城市；立足國(guó)家戰(zhàn)略,促進(jìn)區(qū)域發(fā)展；提升建設(shè)中國(guó)特色“世界城市”的領(lǐng)導(dǎo)能力等方面,提出建設(shè)中國(guó)特色“世界城市”的主要舉措。
[Abstract]:The twenty-first Century is the century of the city.
