【摘要】：隨著經(jīng)濟的發(fā)展和社會文明程度的提高,城市發(fā)展面臨的問題越來越多,城市環(huán)境衛(wèi)生問題也逐漸顯露。目前,城市環(huán)境衛(wèi)生的發(fā)展遠遠滯后于城市政治、經(jīng)濟、文化等方面的發(fā)展,以政府為主體的單中心環(huán)衛(wèi)治理模式難以滿足公眾對高質量環(huán)境衛(wèi)生的需求,以政府為主導,市場、社會多方參與的多中心治理模式更符合發(fā)展趨勢。因此,從多中心治理的角度出發(fā),考察不同主體在環(huán)境衛(wèi)生治理中的行為效果具有重要的研究意義。本文正是基于此背景,針對秦皇島市區(qū)環(huán)境衛(wèi)生多中心治理進行研究。首先,對環(huán)境衛(wèi)生多中心治理理論方面的闡述,介紹了研究背景、研究意義以及國內外研究現(xiàn)狀。同時闡述了環(huán)境衛(wèi)生的含義、基本特征和相關理論,為后文的分析提供理論基礎。其次,對秦皇島市區(qū)環(huán)境衛(wèi)生的現(xiàn)狀進行概述,并從政府管理、市場作業(yè)、社會參與三個方面分析了秦皇島市區(qū)環(huán)境衛(wèi)生治理現(xiàn)狀。再次,對秦皇島市區(qū)環(huán)境衛(wèi)生多中心治理狀況進行評價,從對環(huán)境衛(wèi)生產(chǎn)生影響的行為主體出發(fā),以政府管理、市場作業(yè)、社會參與為一級指標構建指標體系,運用層次分析法確定指標權重,以實際調研數(shù)據(jù)為基礎,通過模糊綜合評價法對秦皇島市區(qū)環(huán)境衛(wèi)生多中心治理的行為效果進行評價,得出最終評價結果。最后,從政府、市場、社會三個層面分別提出了完善多中心治理的具體實施策略,以改善秦皇島市區(qū)環(huán)境衛(wèi)生狀況,使城市面貌得到提升。
[Abstract]:With the development of economy and the improvement of social civilization, urban development faces more and more problems, and the problems of urban environmental sanitation are gradually revealed. At present, the development of urban environmental sanitation lags far behind that of urban politics and economy. With the development of culture and other aspects, the single-center sanitation governance model with the government as the main body is difficult to meet the needs of the public for high-quality environmental hygiene. Therefore, it is of great significance to study the behavioral effects of different subjects in environmental health governance from the perspective of polycentric governance. This paper is based on this background. First of all, the theory of environmental health multi-center governance is expounded, the research background, research significance and research status at home and abroad are introduced. At the same time, the meaning of environmental sanitation is expounded. The basic characteristics and relevant theories provide the theoretical basis for the later analysis. Secondly, the present situation of environmental hygiene in Qinhuangdao urban area is summarized, and from the government management, market operation, Social participation in three aspects of the analysis of Qinhuangdao urban environmental health governance status. Thirdly, the evaluation of Qinhuangdao city environmental health multi-center governance, starting from the impact on environmental health behavior, with the government management, Market operations, social participation for the establishment of indicators for the index system, the use of Analytic hierarchy process to determine the weight of indicators, based on actual research data as the basis, Through the fuzzy comprehensive evaluation method to evaluate the behavior effect of environmental hygiene multi-center governance in Qinhuangdao urban area, the final evaluation results are obtained. Finally, from the government, the market, In order to improve the environmental health situation of Qinhuangdao city and improve the city appearance, the author put forward the concrete implementation strategies of perfecting the multi-center governance in the three levels of society.
