【摘要】：1945年抗戰(zhàn)勝利后,出于戰(zhàn)后社會(huì)經(jīng)濟(jì)恢復(fù)與發(fā)展的需要,丹陽(yáng)縣商會(huì)在國(guó)民政府指導(dǎo)下對(duì)自身進(jìn)行了改組重建并在政治、經(jīng)濟(jì)領(lǐng)域?yàn)榫S護(hù)商人合法利益、推動(dòng)區(qū)域重建采取了一系列措施。在社會(huì)重建領(lǐng)域,丹陽(yáng)商會(huì)更是以鄉(xiāng)土情懷為本、秉承社會(huì)道義和使命感,致力于投資設(shè)廠以及公共工程重建、治安維持、物價(jià)平衡等,并由此形成社會(huì)重建領(lǐng)域"民進(jìn)官退"的格局,為戰(zhàn)后丹陽(yáng)地區(qū)經(jīng)濟(jì)與社會(huì)秩序的恢復(fù)與發(fā)展作出了積極貢獻(xiàn)。在與政府關(guān)系處理方面,丹陽(yáng)商會(huì)在幫助政府調(diào)查商情、協(xié)助征稅、接收偽資產(chǎn)、組織偽幣兌換等相關(guān)事宜的同時(shí),在物資交接、商號(hào)恢復(fù)、稅收減免等方面為維護(hù)自身利益與政府進(jìn)行了有效抗?fàn)�。從總體上看,戰(zhàn)后丹陽(yáng)商會(huì)在與政府較量中雖然處于弱勢(shì)地位,卻始終堅(jiān)持以維持區(qū)域工商發(fā)展所必須的良性經(jīng)濟(jì)秩序?yàn)楦驹瓌t,這對(duì)于促進(jìn)市民社會(huì)發(fā)展、推動(dòng)區(qū)域復(fù)員無(wú)疑是大有裨益的。與大中城市商會(huì)相比,作為縣級(jí)丹陽(yáng)商會(huì)鑒于自身力量薄弱在與政府的博弈中更注重所屬鄉(xiāng)鎮(zhèn)商會(huì)作用的發(fā)揮,更注重謀求周邊商會(huì)聯(lián)合與互助。事實(shí)上,丹陽(yáng)商會(huì)也正是憑借這種策略在戰(zhàn)后丹陽(yáng)社會(huì)重建中發(fā)揮了更大作用。除此而外,作為基層商會(huì),丹陽(yáng)商會(huì)不僅僅是商民商事的庇護(hù)者,同時(shí)也是商民日常生活的關(guān)照者,丹陽(yáng)縣商會(huì)這種濃郁的底層氣息加之強(qiáng)烈的社會(huì)責(zé)任感也正是丹陽(yáng)縣商會(huì)獲得民眾支持的重要原因,為戰(zhàn)后商會(huì)史增添了一抹亮色�？v觀戰(zhàn)后丹陽(yáng)重建與發(fā)展歷程,我們不難看出,在維持區(qū)域經(jīng)濟(jì)良性發(fā)展原則和國(guó)民政府雙重影響下,戰(zhàn)后丹陽(yáng)縣商會(huì)兼具了社會(huì)重建者、秩序的維護(hù)者、政府局部功能的替代者以及商民的庇護(hù)者四重身份。
[Abstract]:After the victory of the War of Resistance against Japan in 1945, the Danyang County Chamber of Commerce reorganized itself under the guidance of the National Government to safeguard the legitimate interests of businessmen in the political and economic fields for the sake of social and economic recovery and development after the war. A series of measures have been taken to promote regional reconstruction. In the field of social reconstruction, the Danyang Chamber of Commerce is based on local feelings and adheres to a sense of social morality and mission, devoting itself to investing in the establishment of factories and the reconstruction of public works, maintaining public order, and balancing prices, etc. And thus formed the pattern of "civil advance and retreat" in the field of social reconstruction, and made a positive contribution to the restoration and development of economic and social order in Danyang after the war. In terms of handling relations with the government, the Danyang Chamber of Commerce is helping the government to investigate the business situation. While assisting in collecting taxes, receiving fake assets, organizing counterfeit currency exchange and other related matters, they have effectively fought against the government in terms of material transfer, business name restoration, tax relief, and so on, in order to safeguard their own interests. Generally speaking, Although the Danyang Chamber of Commerce was in a weak position in the contest with the government after the war, it always adhered to the fundamental principle of maintaining a sound economic order necessary for the development of regional industry and commerce, which would promote the development of civil society. There is no doubt that promoting regional demobilization is of great benefit. Compared with the chambers of commerce in large and medium-sized cities, the Danyang Chamber of Commerce at the county level, in view of its weakness in the game with the government, pays more attention to the role of the township chambers of commerce to which it belongs. In fact, the Danyang Chamber of Commerce also played a greater role in the social reconstruction of Danyang after the war by virtue of this strategy. In addition, as a grass-roots chamber of commerce, The Danyang Chamber of Commerce is not only the patron of commercial and commercial affairs, but also the caretaker of the daily life of the Shang people. The strong underclass atmosphere of the Danyang County Chamber of Commerce and its strong sense of social responsibility are also the important reasons why the Danyang County Chamber of Commerce has received public support. Looking at the reconstruction and development of Danyang after the war, it is not difficult to see that under the dual influence of maintaining the principle of benign development of regional economy and the national government, the Danyang County Chamber of Commerce in postwar Danyang had both social reconstruction. The maintenance of order, the replacement of the partial function of government and the patronage of the Shang people.
