【摘要】：隨著政治、經(jīng)濟(jì)和社會(huì)的發(fā)展,越來越多的公民意識(shí)到參與政治的重要性。民主政治的推進(jìn)和發(fā)展不僅需要國家對(duì)民主政治的建設(shè),也需要公民對(duì)政治的參與和不斷提高的公民政治參與意識(shí),并付諸實(shí)踐,從而形成雙向互動(dòng)關(guān)系。從1978年至今,雖然我國民主政治建設(shè)有了一定的進(jìn)步,但其現(xiàn)狀仍然差強(qiáng)人意,民主政治的水平和規(guī)模都不可與西方發(fā)達(dá)國家相媲美,尤其表現(xiàn)在公民政治參與率低這個(gè)方面。我國是一個(gè)有著五千多年文明發(fā)展史的國家,其封建王朝更是持續(xù)了兩千多年之久,而封建王朝的核心始終圍繞著政治展開,因此在我國探討公民政治參與問題,也可選擇從中國古代政治文化視角入手。幾千年的傳統(tǒng)政治文化沉淀,必定會(huì)使其政治行為受到影響。政治文化作用和影響政治行為,沉淀在國人頭腦中的傳統(tǒng)政治文化中的消極因素,正是限制我國公民參與政治活動(dòng)的內(nèi)在緣故。 基于此,本文從我國現(xiàn)實(shí)政治參與的現(xiàn)狀與存在問題出發(fā),借鑒相關(guān)研究報(bào)告和統(tǒng)計(jì)資料,以分析中國傳統(tǒng)政治文化中的消極因素,諸如,君權(quán)至上思想、宗法倫理觀念和人治主義等與政治參與的相互關(guān)系,同時(shí)亦分析其積極可取的因素和其發(fā)揮的積極影響；最后提出參與型政治文化是中國傳統(tǒng)政治文化現(xiàn)代轉(zhuǎn)換的最終目標(biāo)以及其實(shí)現(xiàn)現(xiàn)代轉(zhuǎn)換的基本途徑,包括：理性、客觀地認(rèn)識(shí)傳統(tǒng)政治文化,傳承其中的積極因素；綜合創(chuàng)新傳統(tǒng)政治文化；完善公民政治參與的制度建設(shè)以及構(gòu)建公民社會(huì)等,以期對(duì)我國民主政治建設(shè)發(fā)展有理論和現(xiàn)實(shí)意義。
[Abstract]:With the development of politics, economy and society, more and more citizens realize the importance of participating in politics. It also needs citizens' participation in politics and their increasing awareness of citizen's political participation, and put it into practice so as to form a two-way interactive relationship. Since 1978, although the construction of democratic politics in China has made some progress, However, the status quo is still unsatisfactory, and the level and scale of democratic politics are not comparable to those of western developed countries, especially in the low rate of civil political participation. China is a country with a history of more than 5,000 years of civilization development. The feudal dynasty lasted for more than 2,000 years, and the core of the feudal dynasty was always around politics, so we discussed the issue of citizen's political participation in our country. It is also possible to choose from the perspective of ancient Chinese political culture. Thousands of years of traditional political culture precipitation will definitely affect its political behavior. Political and cultural role and influence political behavior, The negative factors in the traditional political culture that precipitate in the minds of Chinese people are just the internal reasons that restrict our citizens' participation in political activities. Based on this, this paper proceeds from the current situation and existing problems of political participation in China, draws on relevant research reports and statistical data to analyze the negative factors in Chinese traditional political culture, such as the idea of the supremacy of monarchy. The relationship between patriarchal ethics and humanism and political participation is also analyzed, and the positive and desirable factors and their positive effects are also analyzed. Finally, the paper points out that participatory political culture is the ultimate goal of the modern transformation of Chinese traditional political culture and the basic ways to realize the modern transformation, including: rational, objective understanding of traditional political culture, inheritance of the positive factors; We should comprehensively innovate the traditional political culture, perfect the system construction of citizen's political participation and construct the civil society, so as to have theoretical and practical significance for the development of our country's democratic political construction.
